Two articles in this year's warrant are directly con- cerned with the fire department. The first is for a salary raise for all members of the department as follows: Fire Chief and Forest Warden from $2900.00 to $3700.00 per annum, Permanent Firemen from $2500.00 to $3000.00 per annum, and Call Firemen from $1.00 to $1.50 per hour or fraction of an hour thereof.


The salary raises for the Chief and permanent men are being sought not because it is desirable to have a few extra niceties of life but rather because day to day living expen- ses have risen to the point where the minimum standard of salary has to be earned in order to support one's family. The raise for the call firemen is to cover the increased expenses of answering the fire or rescue alarm such as gasoline, and wear and tear on their private vehicles, clothing, etc. Call

firemen do not expect to make money by belonging to the fire department, but naturally prefer to have their expenses of fire fighting covered.


The second article has to do with the purchase of 21/2- inch and 11/2-inch fire hose. Our pumpers are carrying re- duced loads of hose, and we do not have spare hose loads for pumpers as should be. You may also note that the re- commendations of the New England Fire Insurance Rating Association mentioned the hose shortage of the department.


As in past years I want to sincerely thank the men of the department, you citizens, officials and departments of Harwich, and our neighboring fire and police departments for your devoted cooperation in our crusade for the saving of life and property.

All the wooden structures at Brooks Park were repaired and repainted, with the rewireing of the Backstop for the Baseball Diamond.


The Tennis Court was regraded at beginning of the season and a new net and posts installed.


We had the services of a police Officer at the parking lot at the end of Bank St. during the months of July and August.


Four new War Memorials dedicated to those who gave their lives in World War II, were erected this past year and are situated at the following places : The Robert V. Paine Square at the corner of Sisson Road and Forest Street, The Donald Barrett Square at Allen St. and Sisson Rd., The Clifford Peters Square at the junction of Main St. and Great Western Rd., and the Robert B. Megathlin Memorial at the intersection of Miles and South Streets, Harwich Port.

Report of The Board of Health


To the Citizens of the Town of Harwich :


The Town of Harwich was relatively free of contagious diseases for 1951.


We had the usual number of dog bites and no case of rabies reported.


Two houses were closed by the Board of Health as being unfit for human habitation and various complaints of nuisances were investigated. The problem of dumping rubbish in unauthorized places about the Town is still with us. This is a serious violation of law and we urge anyone who observes this violation to report it immediately to the Police.


There is a report elsewhere in this book concerning the Town Dump.


We are in receipt of a report made by Dr. F. L. Moore, our Special Agent, to us and we include it here.

Gentlemen :


I beg to submit this report covering health activities in the Town of Harwich for the year 1951.


In the field of sanitation, we have concentrated our work to a great extent on inspecting food handling estab-

lishments. During the year, 70 inspections were made covering 38 places. As a part of these inspections, 90 swabs were taken on utensils and 72 of these showed satisfactory bacterial counts.


In cooperation with the building inspector, supervision over sewage disposal problems was carried out. On re- quest, laboratory examinations of private water supplies were made. We have also, at the request of the Planning Board surveyed the water supply and sewage disposal plans on new subdivisions.


All licensed overnight cabins were inspected. Water supply, sewage disposal and garbage disposal were checked. We found all of these to be satisfactory.


The milk supply for Harwich is obtained from sources outside the town. These supplies are currently checked in the laboratory. Bacterial counts, determinations of butter fat content and the phosphatase tests for proper pasteurization have all been within approved limits.


The topical application of fluorine to the teeth of school children has been carried out by our Dental Hygien- ist. These treatments were offered to children in the age groups 7, 10 and 13. A total of 368 treatments were given to 93 children.


We have met with the Board of Water Commissioners to discuss the advisability of treating the Town water sup- ply with fluorine. We strongly recommend this procedure believing it to be the best measure now available for the prevention of dental decay.


The Board of Health in conjunction with the Barnstable County Public Health Association and the Barnstable County Sanitorium carried out a mass X-ray survey in the Town covering people over 15 years of age. A total of 724 persons were given X-rays, and of these, 42 were advised to have further examinations. Follow up by letter, and by Miss Peabody, the town nurse, was made to 26 persons who showed suspicious findings on the first X-ray. One case of active tuberculosis was discovered and several persons with evidence of healed disease were advised to have peri- odic examinations in the future.

This article was accepted and adopted as read.

The reports of all town officers were accepted with the re- quest of Joshua A. Nickerson that the Board of Health make their report as from the town of Harwich.

Article 7. To see if the Town will vote to raise and appro- priate or transfer from unappropriated available funds in the Treasury, a sum of money for Chapter 90, Highway Maintenance, or take any action in relation thereon.


It was voted "That the sum of one thousand dollars ($1,000 - .00) be transferred from unappropriated available funds in the treasury, to meet the town's share of the cost of Chap. 90 High- way maintenance, and that in addition the sum of two thousand dollars ($2,000.00) be transferred from unappropriated available funds in the treasury to meet the State and County's share of the cost of the work, the re-imbursement from the State and County to be restored upon their receipt to unappropriated avail- able funds in the treasury.


Article 8. To see if the Town will vote to raise and appro- priate a sum of money to be used with whatever State and County funds are available under Chapter 90, Road Construc- tion, and to act fully thereon.

in the treasury to meet the town's share of the cost of Chapter 90 Road Construction and that in addition the sum of thirteen thousand five hundred dollars, ($13,500.00) be transferred from unappropriated available funds in the treasury to meet the State and County's share in the cost of the work. The re-imbursement from the State and County to be restored upon receipt to un- appropriated available funds in the treasury.


Article 9. To see what action the Town will take in regard to the Herring Fisheries for the year 1951 and to act fully thereon.


It was voted to sell the Herring rights at public auction to the highest bidder.


Article 10. To see if the Town will vote to appropriate a sufficient sum of money to purchase or take by eminent domain in accordance with the General Laws of the Commonwealth of Mas- sachusetts the whole or any part thereof of a certain piece of re- gistered property located in West Harwich now or formerly known as the Edwardina Gleason property under Certificate of Title No. 3203 and shown on Land Court Plan No. 14737 A recorded in Barnstable - Barnstable County Deeds, said property to be used for a Town Beach.

Article 11. To see if the Town will vote to instruct the Selectmen to lay out a Common Landing leading southerly from Braddock Street to Nantucket Sound between the properties of Van Iderstine and Smyser.


Indefinitely postponed.


Article 12. To see if the Town will vote to lay out a Common Landing on Herring River at the easterly end of Smith Street.


Indefinitely postponed.


Article 13. To see if the Town will vote to raise and appro- priate a sufficient sum of money to be used in removing the rocks and posts and improving the Town Beach at the foot of Pleasant Road, West Harwich.


Voted to raise and appropriate the sum of $500.00.


Article 14. To see if the Town will vote to appropriate the sum of Two hundred and fifty dollars ($250.00), to purchase a loud speaking system complete to be used at the discretion of the Board of Selectmen for such Town affairs as they deem ad- visable.


Indefinitely postponed.


Article 15. To see if the Town will vote to raise and appro- priate a sufficient sum of money to provide for new Town Offices for all Town Officials and act fully thereon.


Article lost, No favorable action was taken for new town offices. It was voted that the chair appoint a committee of seven,

three selectmen, and four selected by the Moderator to bring in recommendations for a new town office building. Report at the Annual 1952 Town Meeting. Committee - Charles D. Holmes, Howard C. Cahoon, Emulous E. Hall, Harry B. Albro, Leslie V. Nickerson, Ralph W. Cashen, Gershom D. Hall.


Article 16. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of making Assessors' Maps and act fully thereon.


It was voted to raise and appropriate the sum of $2,000.00.


Article 17. To see if the Town will vote to raise and appro- priate a sufficient sum of money to be used in the appointment of a Town Surveyor, to pay his salary, office help and expenses, said Surveyor's services to be available to all Town Departments.


Indefinitely postponed.


Article 18. To see if the Town will vote to raise and appro- priate a sufficient sum of money to provide for the purchase of suitable markers to be placed in certain squares within the Town of Harwich commemorating the sons of the Town who gave their lives in the service of their country. (By request of the American Legion).


It was voted to raise and appropriate the sum of $1,000.00.


Article 19. To see if the Town will vote to instruct the Moderator to appoint a Committee of three to investigate the purchase of a Town Forest and to report to the next annual Town Meeting.
