Article 38. To see if the Town will accept the relocation and alteration of Lothrop Avenue in West Harwich leading from Rte #28 northerly to Gilbert Lane as reported and recommended by the Selectmen under date of January 21, 1955 and to authorize and instruct the Selectmen to take by pur- chase or eminent domain the lands, or interests in the lands, within such alteration and relocation and to raise and appro- priate a sufficient sum of money for this purpose and to act fully thereon.


Article 39. Article 40. To see if the Town will vote to raise and appropriate the sum of four thousand dollars ($4,000) to be used by the Board of Water Commissioners for extending water mains where requested, provided the estimated income is at least 6% of the cost of installation and to act fully thereon.


Article 41. To see if the Town will vote to raise and appropriate a sufficient sum of money to purchase a one-half ton truck for the Water Department and to act fully thereon.


Article 42. Article 43. To see if the Town will vote to raise and appropriate or borrow and appropriate a sufficient sum of money to be used to increase the water supply of the Town, by the installation of wells, construction of an auxiliary pumping station, the purchase and installation of pump- ing equipment, and connecting the new supply with the present water system with adequate mains and to act fully thereon.

Article 44. To see if the Town will vote to raise and appropriate or borrow and appropriate, a sum of money for the purchase and installation of electric motors and electric controls on the pumping apparatus at the pumping station of the Water Department and to act fully thereon.

Article 60. To see if the Town will vote to raise and appropriate a sum of money to be used in planting shade trees along town accepted ways under Chapter 87 of the General Laws and to act fully thereon.


Article 61. To see if the Town will vote to raise and appropriate a sufficient sum of money to be used in controlling the Dutch Elm Disease under Chapter 761 of the General Laws and to act fully thereon.

Article 62. To see if the Town will vote to raise and appropriate the sum of five thousand dollars ($5,000) to be used under the direction of the School Committee to widen the present high school driveway, to enlarge and improve the present parking area at the high school; to install a catch basin and grade, and oil the present elementary parking area and to act fully thereon.


Article 63. To see if the Town will vote to raise and appropriate a certain sum of money to purchase for school purposes, a certain parcel of land containing 2.14 acres ad- joining the High School lot on the north, and bounded and described as follows: On the north by land of Mildred B. Paine, Allen F. Whitney Jr., and Ruth E. Doane; on the east by land of Howard C. Cahoon; on the north again by said Cahoon; on the east again by land of Anna M. Wixon; on the south, by land of the Town of Harwich 492.9 feet; on the west, by land of said Town; on the north again by land of Mildred B. Paine; and on the west again by land of Mildred B. Paine. All rights of way to the same to be over the present school lot. Seventy- eight one-hundredths acres of land stands in the name of Mildred B. Paine and 1.36 acres in the names of said Paine, Grace L. VonSoosten, Eleanor K. DeMello, and Dorothy E. Bassett and to act fully thereon.


Article 64. To see if the Town will vote to authorize the Board of Health to appoint a committee of seven persons, including at least one physician, to investigate the advantages and disadvantages of flouridation and to report their findings with recommendations to the annual town meeting of 1956 and to act fully thereon.


Article 65. To see if the Town will vote to increase the School Committee Board to five members to take effect by appearing on the annual Town Meeting Ballot at the annual Town Meeting in 1956 and to act fully thereon.


Article 66. To see if the Town will vote to instruct the Selectmen to appoint not later than April 1, 1955, a committee of five members, one of whom to be designated as Chairman, and one of whom to be designated as Secretary by the Select- men to study the feasibility of Town Manager form of govern- ment for Harwich and to report its recommendations, if any, to the voters of the town to be acted upon at the Annual Town Meeting in 1956 and to act fully thereon.


Article 67. To see if the Town will vote to instruct the moderator to appoint a committee of five persons, within thirty days, to study the present administrative organization of the town and the advantages, if any, of adopting a mana- ger plan of administration, and to make a report of its find-

ings and recommendations (together with the necessary legislation) to the next annual town meeting or to a public hearing called for the purpose not later than November 15, 1955, and to appropriate seventy-five dollars ($75.00) for use of said committee and to act fully thereon.


Article 68. To see if the Town will vote to raise and appropriate sufficient funds to procure fifty dollar ($50.00) deductible collision insurance for each motor vehicle owned and operated by the Town and to act fully thereon.


Article 69. To see if the Town will vote to authorize and instruct the Selectmen to appoint a committee of not less than five citizens to investigate the possibilities of relocating the present town dump and to act fully thereon.


Article 70. To see if the Town will vote to raise and appropriate the sum of twelve thousand dollars ($12,000) to be used for the prevention of shore erosion and the develop- ment of beach facilities at the new beach in South Harwich and to act fully thereon.


Article 71. To see if the Town will vote to raise and appropriate a sufficient sum of money to extend and improve the parking facilities at the end of Deep Hole Road and Uncle Venies Road at the new beach in South Harwich, and to act fully thereon.


Article 72. To see if the Town will vote to raise and appropriate the sum of thirty thousand dollars ($30,000) to purchase for municipal parking purpose from Phineas O. Baker, a certain parcel of registered property and the building thereon located in Harwich Port held under certificate #10241 and shown on land court plan #19881A and recorded in Barn- stable County Registry of Deeds book 68-page 21 and to act fully thereon.


Article 73. To see if the Town will vote to raise and appropriate the sum of twenty-six hundred dollars ($2,600) for the purpose of purchasing a new truck for the Highway Department and to authorize the Highway Surveyor to trade the old truck and the sum from same to be used toward the purchase of a new truck and to act fully thereon.


Article 74. To see if the Town will vote to raise and appropriate tne sum of four thousand dollars ($4,000) to widen and improve Pleasant Bay Road so called in East Har- wich from Rte #137 to Rte #28 and to act fully thereon.


Article 75. To see if the Town will vote to raise and appropriate the sum of fourteen hundred dollars ($1,400) for the purpose of purchasing a new pick-up truck for the High- way Department and to authorize the Highway Surveyor to

trade the old pick-up truck now owned by the Town and the sum from same to be used toward the purchase of a new pick- up truck and to act fully thereon.


Article 76. To see if the Town will vote to raise and appropriate the sum of three hundred and fifty dollars ($350) for the purpose of purchasing a new snow plow for the High- way Department and to authorize the Highway Surveyor to trade the old snow plow and the sum from same to be used toward the purchase of a new plow and to act fully thereon.


Article 77. To see if the Town will vote to raise and appropriate the sum of forty-five hundred dollars ($4,500) for the purpose of widening and resurfacing Division Street from Rte #28 in West Harwich and to act fully thereon.


Article 78. To see if the Town will vote to raise and appropriate a sufficient sum of money to grade and surface Trumet Road in West Harwich leading from Kelley Road northerly to Joe Lincoln Road and to act fully thereon.


Article 79. To see if the Town will vote to raise and appropriate the sum of seventeen hundred dollars ($1,700) to purchase a new police cruiser and equipment and to auth- orize the Chief of Police to trade the 1953 Chevrolet cruiser now owned by the town, the sum received from said trade to be used toward the purchase of the new car and to act fully thereon.


Article 80. To see if the Town will vote to raise and appropriate the sum of three hundred and fifty dollars ($350) to erect appropriate signs at the various entrances and exits of the seven villages of Harwich and to act fully thereon.


Article 81. To see if the Town will vote to raise and appropriate the sum of three thousand dollars ($3,000) to be spent for the purpose of advertising the resources and ad- vantages or attractions of the Town of Harwich, this money so appropriated to be expended under the direction of the Selectmen and to act fully thereon.


Article 82. To see if the Town will vote to raise and appropriate the sum of eight hundred and seventy-five dol- lars ($875) for the purchase of 500 feet 21/2 inch double jacket fire hose and to act fully thereon.


Article 83. To see if the Town will vote to raise and appropriate the sum of five hundred dollars ($500) to pur- chase a parcel of land from William C. Chase, bounded as follows: Northerly by the Town of Harwich, and land of Margaret Hunt; easterly by land of Margaret Hunt; southerly by the land of A. D. Makepeace Co. and westerly by the land of William C. Chase, being a part of land conveyed to William C. Chase by deed of Laura H. Kendrick recorded with Barn-

stable County Deeds in Book 365, page 251, said parcel to be used for a parking and drill area and to act fully thereon.


Article 84. To see if the Town will vote to raise and appropriate the sum of twenty-three hundred and sixty-nine dollars ($2,369) for the purchase of a new car, ranch wagon style for the Fire Chief and Fire Department. Said purchase to be made by the Fire Chief and Selectmen and to act fully thereon.


Article 85. To see if the Town will accept the layout of Northern Avenue in Harwich Port leading from Wyndemere Bluffs Road westerly to Hiawatha Road as reported and recommended by the Selectmen under date of January 21, 1955, and to authorize and instruct the Selectmen to take by purchase or eminent domain the lands, or interests in the lands, within said layout, and to raise and appropriate a sufficient sum of money for this purpose and to act fully thereon.


Article 86. To see if the Town will vote to transfer from surplus revenue or available funds a sum of money for the purpose of reducing the 1955 tax rate and to act fully thereon.


Article 87. To see if the Town will vote to raise and appropriate a sufficient sum of money for unpaid bills of 1954 as provided for in Chapter 179 of the Acts of 1954 and to act fully thereon.


Article 88. To see if the Town will vote to transfer the following unexpended balances of special appropriations to Surplus Revenue.

The year 1954 was a noteworthy one for your Finance Committee. Not only having the regular work of considering and recommending the various items of the Town Budget, the articles in the Warrant for the Annual Town Meeting, the various requests for transfers from the Reserve Fund, etc., but the committee had to do so without the able leadership of Marshall Siebenmann, due to his resignation.


Your present committee decided it should hold monthly meetings throughout the year and the second Monday of the month was the night decided on. The following transfers were made from the Reserve Fund:
