REPORT OF PARK COMMISSION.


to provide a man during the summer to see that the park rules were enforced, and in case of necessity to protect women and children in their use of the park. This man was engaged by the Park Commissioner from early in May until the first of December, and it is our purpose to have a man employed for about the same length of time during the com- ing year.


At an adjourned town-meeting held on the evening of November 29, 1898, the Park Commission recommended that the following vote be passed by the town, and it was voted :


" That on and after this date, until otherwise ordered by the town, no filling or surplus material not required for town purposes be sold or otherwise disposed of, except as herein- after provided.


" That in the letting of all contracts involving excavations of material, all surplus material from such excavations shall be reserved for the use of the several departments of the town letting such contracts, to be disposed of as hereinafter pro- vided.


" That the Board of Health be, and hereby is, instructed to cause all ashes and like material collected under its supervi- sion, to be deposited, under the direction of the Board of Park Commissioners, on the park lands adjoining Mount Pleasant Cemetery.


" That the Boards of Selectmen, Sewer Commissioners, Water Commissioners, and the Trustees of the Cemeteries, and all other Boards of the town, are hereby instructed to deposit all filling and surplus material under their charge, respectively, not required for other town purposes, upon said park lands under the direction of said Board of Park Com- missioners.

"That the several Boards shall keep correct accounts of all filling thus deposited, rendering their accounts to the Select- men, and that at each November meeting hereafter the Selectmen shall render to the town a full statement of the total number of loads deposited as hereinbefore provided, and ask the town for an appropriation sufficient to meet the charges for filling as rendered by each Board, based on an average price of fifteen cents for each single load and thirty cents for each double load delivered, which amount shall be added to and become a part of the annual appropriation made by said town for said Boards respectively.


" That the Board of Selectmen have charge of the material deposited, so far as to see that the same is levelled off and made safe and convenient for the town teams, as well as for private teams desirous of using the park lands for a dumping- ground.


" That the cost of such care and labor be charged to an ap- propriation for the Board of Park Commissioners for such purposes."


This motion was carried, and it is the belief of your Board that under the instructions of the above vote the low lands in the park near Mount Pleasant Cemetery will be rapidly filled.


We would say that in the taking of lands for Menotomy Rocks park, settlements have been made with all but three of the owners, and that in the taking of lands for the park near Mount Pleasant Cemetery, settlement has been made with all the owners, and that there remains in the hands of the Commission a balance from the $15,000 appropriated for the purchase of these lands sufficient to settle with the three owners at a fair and equitable valuation.

munication from Rev. J. M. Mulcahy, stating that the St. Malachi School Association of Arlington desired to present to the town for park purposes a strip of land 10 feet wide and 155 feet long and running parallel to the entrance of the park near Mount Pleasant Cemetery, from Medford street. Your Commission caused an article to be inserted in the warrant for the town-meeting of Nov. 8, 1898, to see if the town would accept this strip of land, which it did, and it was turned over to us for our care.


Your Commission would recommend that all unexpended balances of appropriations for care and maintenance of public parks, be reappropriated for the same uses for the ensuing year.

OF THE


TRUSTEES OF THE ROBBINS LIBRARY.


To the Town of Arlington :


The Trustees of the Robbins Library submit their annual report :


We note a continued increase in the number of books and magazines taken out, 46,758 for 1898 as against 45,909 for 1897.


The patronage of the reading-room has fallen off a trifle, the average week-day attendance being seventy-two as against seventy-four in 1897. But the average Sunday attendance has been twenty-eight for 1898 as against twenty for 1897.


Seven hundred and fifty-four bound volumes and magazines have been added during the year, which with allowance for books lost or discarded brings our list to 15,511 Jan. 1, 1899.


Our last report announced that steps had been taken for the issuing of a new catalogue. The first section of this catalogue - a fiction list - was printed in the fall and offered for sale at ten cents a copy, very much less than the actual cost, instead of being generally distributed as heretofore, which was found to be a wasteful method. We have been disappointed at the small number of purchasers, - not more

than 300-inasmuch as by the renumbering of books of fiction the old catalogues became valueless. ' This renumber- ing was done for the purpose of bringing all the books of an author together on the shelves, thereby facilitating the work of the attendants and accommodating the public. The small sale of the new fiction list proves that the majority of our patrons depend upon copies of the same which they find at the library or the card catalogue.


It would be a great benefit to all concerned if this new list were more generally purchased and made use of at home. It is to be hoped that a second section of the catalogue will be issued before the close of the present year.


Two silver-plated pewter platters, the gift of Mr. Wm. R. Cutter, of Woburn, have been placed in the showcase in the reading-room. Mr. Winfield Robbins has added to his already numerous gifts by the bestowal of seventeen vol- umes. Mention should be made of a series of volumes of " Littell's Living Age " from 1852 to 1896, the gift of Mrs. S. Elizabeth Yerrinton.


Miss S. E. Davis has presented ten volumes of the " Old and New Magazine." The Commonwealth of Massachusetts has sent us Bradford's History " Of Plimoth Plantation." Cambridge and Chelsea have sent city histories. Other books and public documents have been received from the Rev. D. C. Green, D.D., of Japan ; Hon. S. W. McCall, Robert C. Winthrop, Jr., James H. Winn, Dr. Ephraim Cutter, Dr. John A. Cutter, Warren Hapgood, and others. Chas. S. Parker & Son have sent us the " Advocate " which continues to publish our lists of new books.


After more than fourteen years of acceptable service, during which she gave increasing satisfaction to the trustees and to the public, Miss Mary L. Dupee sundered her con-

nection with the library, Nov. 30, 1898. The vacancy thus made was filled by the appointment of Miss Nettie E. Baston, who began work December 1.


In the appended statement of the librarian will be found the statistics for 1898, a list of periodicals now taken, and a statement of the hours during which the library and reading- room are open.
