Report of the Sewer Commissioners.
The Board of Sewer Commissioners herewith present the engineer's report in detail, of the work of this department for the year ending December 31, 1900, with a series of tables, show- ing the completed construction, of the system to date.
It is a matter of satisfaction that the Board is able to report that all the outstanding contracts have been completed and settled, and that the entire system is in satisfactory working or- der.
EDWARD S. FESSENDEN, WINFIELD S. DURGIN, WARREN W. RAWSON,
Sewer Commissioners.
To the Board of Sewer Commissioners of the Town of Arlington:
GENTLEMEN-Herewith is respectfully submitted the annual report of the work of the Sewer Department for the year ending December 31, 1900.
The construction work this year has consisted of building sewers on Crescent Hill in the district known as Section 7 of the Sewerage System and in Medford street.
This work was constructed by H. A. Hanscom & Co., and was part of their contract made in 1899.
The streets comprising this section are: Westmoreland ave- nue, from Lowell street to Crescent Hill avenue; Westminster avenue, north and south from Westmoreland avenue; Montague

street, from Westminster avenue to Crescent Hill avenue; Cres- cent Hill avenue, north and south from Montague street; and Crescent Hill avenue, north and south from Westmoreland ave- nue. Large quantities of very hard ledge were encountered on the work; and this, together with the hard blue gravel and boulders, made progress necessarily slow.
The sewer in Medford street extended from Lewis avenue to the summit of the grade near Hamlet street. The construction was included in the contract with H. A. Hanscom & Co. The entire length of these sewers is 0.65 miles. When practicable, water services have been placed in the end manholes of the sewers built this year for flushing purposes.
Owing to the large amount of sewer construction under way since 1895, a great number of valuable miscellaneous records had accumulated in the office of the department. From January to April, 1900, the time of the engineering force was spent in arranging and indexing this data, so that all records are now ac- cessible and convenient for daily use. Also within this time the sewer assessment plans of work done in 1899 were made and bound, and tables showing the detailed cost of sewers built from 1897 (the date when the last tables were published) to 1900 were compiled and are attached to this report.
Since April 1, 1900, when the Engineering Department was organized, the cost of all engineering, superintendence and in- spection on sewer construction, particular sewers and main- tenance has been included under that department.
Reference is made to the Town Engineer's report for details of expense.
The total expenditure for sewer construction and maintenance to date is $256,089.75. The total assessments levied are $119,- 712.06, of which $71,106.16 has been paid to the Town Treas- 7
urer.

REPORT OF SEWER COMMISSIONERS.
MAINTENANCE.
The sewerage system of the Town has been maintained along the same lines as in former years. The system has been regu- larly flushed and cleaned and is in the best of condition. It has been necessary this year to change the grade of many manhole frames to conform to the new grade of the streets where re- paired and rebuilt by the Highway Department. All the man- holes in Broadway had to be changed to meet the grade of the car track, and the tide gate, regulator and sump manholes, near Alewife Brook, were raised about 10 feet to the new grade. One manhole on Park avenue was raised 20 feet to the new grade, caused by the separation of the grades at the railroad.
The total cost of maintenance for the year, including care of horses and teams, is $937.51.
PARTICULAR SEWERS.
The methods of carrying on the work of this department are the same as in former years. Care and attention are being con -. stantly taken to make the work of the department of the highest efficiency. There have been 90 particular sewers constructed during the year, a total length of one mile.
The average cost is 61 cents per lineal foot. Many of the particular sewers constructed this year were at Arling- ton Heights, where there is often hard ledge and always hard blue gravel to excavate. There are now 557 particular sewers in operation, comprising a total length of 6.75 miles.
CONCLUSION:
All the sewer materials which were heretofore stored tem- porarily at Arlington Heights and Winslow street have been re-
227
REPORT OF SEWER COMMISSIONERS.
moved to the Sewer Department Yard on Linwood street, which was fenced for the purpose last year.
The cement house, built in 1899, was stocked with cement early in the year, and has proved of great benefit and convenience to the department.
It has not been necessary to buy any sewer pipe this year, as the supply purchased in 1899 was sufficient for all requirements, and there is probably still enough on hand to carry the depart- ment through the coming year.
The following is a summary of property in charge of the
Sewer Department :-
