with increased pumping is avoided and our work [this year shows a consequent saving of from 20 to 30 cents per linear foot. The composition is handled very much the same as lead in running joints for water pipe. It is not expected or recom- mended that this form of joint is economical except in wet work where tight joints are necessary. It was found from experience that it was possible with this method to get tight work even though the pipe to be laid was half full of water, the composi- tion readily displacing the water from the joints of the pipe.


MAINTENANCE.


The sewers have been thoroughly cleaned and the system is in good condition. The usual attention has been given to keep the system up to a high standard at all times.


Reference is made to the table in the Sewer Commissioner's report for the statistics of the Sewer Department. The follow- ing is the cost of maintenance for the year 1903 : -

PARTICULAR SEWERS.


The methods employed in this Department are the same as heretofore. There were sixty-eight particular sewers con- structed during the year, at an average of $ .494 per foot, com- prising a length of 4,617 linear feet. This cost is less than in any previous year. Sixty-three and a half per cent. of the buildings on lines of the sewers are now connected with the system.

CONCLUSION.


The abstracts from the deeds at East Cambridge, which are made each year for the Assessors, have been indexed and made available for the use of the Departments, also all the plans of real estate in Arlington which are on file at East Cambridge have been copied for general use. Plans for the Assessors should be made and arranged on what is known as the " Block System " showing the streets, frontages, and areas of all prop- erty for use in the accurate and equitable assessing of the real estate in the Town. The value of draughting instruments and supplies in charge of the Engineering Department, December 31, 1903, is $118.00 ; the balance of the equipment is owned by the Sewer Department. Following are tables showing location, widths and lengths of public streets and private ways in the Town.

The Water Commissioners herewith submit their annual re- port for the year ending December 31, 1903.


PIPE EXTENSIONS AND RENEWALS.


In all there have been laid 848 feet of 12-inch, 1,461 feet of 10-inch, 60 feet of 8-inch, 3,795 feet of 6-inch, and 20 feet of 4-inch pipe. Thirteen 'hydrants and thirteen gates were set.


There have been added this year fifty services, thirty-four connected with the high, and sixteen with the low service. Five sewer-flushing services have been added and two abandoned, making a total of sixty-three now in use. The fol- lowing tables give the extensions in detail : -

QUANTITY OF WATER.


As the water pumped at the Arlington station of the Metro- politan Water Works on Brattle Street was used in the Town of Lexington as well as on the High Service, and as the amount delivered to Lexington was not measured before July 1, 1903; we are unable to give the consumption before that date.


The average daily consumption of water on the high service, in gallons, since July 1, 1903, was :-

For the 620 services this gives an average consumption of 404 gallons per service per day. The consumption for the same period in 1902 was 536 gallons per service, the decrease in 1903 being about 25 per cent.

RESERVOIR.


The reservoir and reservoir lot have received the usual atten- tion. The sum of $157.76 has been expended during the year in repairing fences, cleaning and weeding, and cleaning brook.

Water meters still continue in successful use for field irriga- tion, greenhouses, hotbeds and wash houses. Sixteen have been added and four discontinued during the year, and one hundred and six are now in use.

There are on hand, in addition to small quantities of pipes and fittings of all sizes and necessary tools and fixtures for carrying on the works, 111 feet of 12-inch, 408 feet of 10-inch, 1,020 feet of 8-inch, 989 feet of 6-inch and 4,375 feet of service pipe. The total value, including horses and wagons, etc., is $5,506.22.

where the pipes are giving the most trouble and where the pressure is high. That necessary extensions be made accord- ing to the established rules. That the Water Works be paid for water supplied for fire protection at a fixed sum per fire hydrant, also for all water used for sewer flushing, street watering, public buildings, cemeteries, and drinking fountains, such payment to be made from the general tax levy.

Six thousand one hundred and eighty-four feet of pipe have been laid, thirteen hydrants and thirteen valves set.


Three thousand eight hundred and six feet have been laid for extension of mains, two thousand two hundred and eleven feet for the renewal of the cement main on Massachusetts avenue, and one hundred and sixty-seven feet for connections on Cleve- land, Marathon, Teel and Henderson streets and Fairmont avenue.

SUPERINTENDENT OF WATER WORKS.


SERVICE PIPES.


Fifty services have been put in during the year, thirty-four on the high and sixteen on the low system, at an average cost. of $16.07 each.


Two services on the low system have been discontinued.


REPAIRS ON SERVICES.


Forty-seven leaky services have been repaired, forty-one on the low and six on the high system.


HYDRANTS AND VALVES.


There are three hundred and fifty-one hydrants in use ; thir- teen have been set and three removed.


There are also two hundred and ninety-two gates in use ;. thirteen have been set and five discontinued.


Two leaky hydrants have been removed and replaced by new hydrants.


LEAKS IN MAIN PIPE.


Nineteen leaks have been repaired in the main pipes, eleven in the low and eight in the high system.


STANDPIPE LOT.


The standpipe lot has been cared for the same as last year, the Metropolitan Water Board paying $25 as their share of the expense.


RECOMMENDATIONS.


I recommend that the removal of the cement pipe be con- tinued, to be replaced with iron pipe of larger diameter.


The following streets should be renewed at the earliest opportunity :- Winter, Warren, Park and Beacon. The pipes. on these streets are of very little value for fire protection.

EXTRACTS FROM RULES OF WATER WORKS.


SECTION 15. The following rates will be charged annually from July 1, 1904, for the use of water, namely :


DWELLING HOUSES.


Occupied by one family, for the first faucet $6 00 For each additional faucet to be used by the same family 2 00


For set tubs not supplied with faucets and filled by hose or other means, and for faucets supplied with portable tubs, the charge will be one-half the regular rates.


For basins not connected, but convenient to other fittings, the rate will be $1.00 per year.


Where a house is occupied by more than one family, one faucet only being used for all, for each family Where a house is occupied by more than one family, the highest rates will be charged for each family having the water carried into their part of the house :


Whenever one service-pipe supplies four or more tenements, the rates shall be paid by the owner, and there shall be a discount of ten per cent : pro- vided, however, that in no case shall the net charge per tenement be less than thirteen dollars per year. For the first bath-tub .
