TOWN CLERKS' REPORT.


In the report of the Committee of Five dated March 25, 1903, the following recommendation was made : -


" In our opinion the Town Clerk should be on duty at all times during business hours. We recommend that he act as Clerk for the Board of Selectmen, and as Clerk of Departments and that his duties be so arranged as to afford him a familiar and practical knowledge of all the departments of the Town work with which the Selectmen have particularly to do.


" He would thus be prepared to answer any and all questions pertaining thereto in an intelligent manner and would be of great assistance to the Selectmen in the performance of their duties. To the above duties could be added those of Clerk of Cemetery Trustees and Clerk of the Tree Warden."


At the adjourned meeting held on April 7, 1903, it was voted :


" That it is the sense of this meeting that the convenience and interests of the citizens of the Town will be best served by the adoption of the recommendation of the Committee of Five regarding the office of Town Clerk and his duties and by the co-operation in accordance therewith by the Selectmen."


Shortly after my taking the office a communication was sent to the Selectmen stating a readiness and willingness to assume and perform such duties, under that vote as they might assign.


The clerical work of the Selectmen or of any departments over which they have control, was not, however assigned to me and I am, therefore, unable to report on any matter over which the Board of Selectmen has control.


In accordance with the above vote of the Town the books and accounts of the Cemetery and Tree Warden departments

were turned over to me and the work of these departments has been done in this office during the year.


It early developed that the convenience of the citizens demanded that some official of the Town should receive and receipt for moneys due the Cemetery Department for sale and care of lots, etc., in the absence of the Treasurer. The Trustees authorized the Town Clerk as Clerk of Cemetery Trustees to perform this duty.


A bond of the Town Clerk was accordingly made to cover his duties as Clerk of Cemetery Trustees.


In the report herewith given of the conditions, methods and systems as they were found, I desire to state most emphatically that the report is not to be understood, or taken in any sense, as a reflection on the efficiency or ability of the honorable gentlemen who formerly held the office.


With the added duties of Treasurer and Collector, it is not to be wondered at that many of the little details that enter so largely into the tabulation of records were overlooked. This condition obtains, perhaps, to a greater extent during recent years where the work evidently was delegated to clerks.


The result is a great many incorrect and incomplete records, some of a very serious nature to the parties interested, and should be rectified at once.


The forms for recording and the system of indexing was found unsuited to the growing needs of the Town in obtaining desired information quickly and accurately.


Books of record were found to have been in constant use for forty years, in a very worn condition, and with forms for re- cording not adapted to the requirements of the present methods of tabulating records.


This condition was perhaps more noticeable in the record of births and deaths.

These books, in order to preserve them, have been rebound, numbered and filed away, and new books, specially made for the office, have been purchased, giving the fullest possible information on these subjects.


The indexing of these records was, in former years, done by the old book index and required a good deal of time to find the information desired, on account of the similarity of names and the very limited key given in the book index.


These records have all been placed in the card index where the information may be obtained in the shortest given time.


The records of marriages were found in a very good condi- tion, with the exception of the indexing which has been placed, as the others, in the card system and indexed back to and in- cluding the year 1898. All these records should be indexed back for at least forty years.


In the filing and preservation of deeds, contracts, specifica- tions, bonds, agreements, warrants, appointments, releases, reports, etc., the system was not suited to the obtaining of these papers when called for, without an unnecessary waste of time and labor.


While it has required more time than at first seemed war- ranted, the result, in placing these papers, of so much impor- tance to the Town, in a condition where each is filed in a separ- ate envelope, numbered and indexed, where they may be obtained instantly justifies the time and labor expended.


The records of the Town Meetings have been margined and indexed and are now in a condition where information pertain- ing to these records may be obtained readily.


These records should be printed in the Annual Town Report each year, thus precluding the possibility of loss by fire or otherwise. Were the records to be burned, or otherwise destroyed, there would be absolutely no means of replacing them.

By printing them each year in the Town Report (at a very small cost) they would be forever preserved, as by being placed thus in the hands of so many people they could easily be ob_ tained and copied.


They would also become a source of information to our citi- zens and an education to our young men about to assume the responsibilities of citizenship.


It is to be hoped that the Town will act favorably on this matter, and have the records of the Town Meetings printed each year.


Unfortunately too many of our citizens do not realize the amount of detail work necessary to properly conduct the affairs of a growing municipality, particularly under the trying con- ditions existing in our Town for the past few years. A per- sonal visit to the various offices and an inspection of the work the Town officials are doing will do more to show the true con- dition of affairs, than pages of reports.


While there are perhaps suggestions that might be offered and changes advised, for the advancement of the public work, I believe that those suggestions and changes should first be pre- sented to committees having the matter in charge, and, believ- ing this, make no suggestions in this report.


Two hundred dollars was appropriated for the use of this office for the past year, and of this amount $197.21 has been expended, as shown in the Auditor's report, for printing, books, files, indexes, etc., leaving a balance unexpended of $2.79.
