The appropriation for 1919 was $13,773.87 and $12,895.44 was expended - leaving a balance of $878.43.
GASOLENE PUMPS ON SIDEWALKS
With the increase in the use of automobiles, the Board received so many petitions for locations of pumps for the dis- tribution of gasolene that it was found necessary to make certain regulations governing these petitions. While the Board recognizes the necessity of having supply stations conveniently located for the benefit of the traveling public, it is also of the opinion that these stations should not be located where they will create a congestion or obstruction in a much travelled thoroughfare. There are at the present time six of these pumps located on Massachusetts Avenue between the Cambridge and Lexington lines.
These permits are issued for one year and dated from April 1. A renewal each year is necessary. A bond in the sum of $1000 is also required to hold the Town harmless for any damage that might arise by reason of these pumps being located on the sidewalk. It is the desire of the Board to deal with all applications in a fair manner, having in mind the safety and convenience of the public and the liability of the Town.
PERMANENT SIDEWALKS
The Board is pleased to report that during the past year more sidewalks of a strictly permanent character were laid than in any one previous year. The Board adhered to the rule adopted two years ago, whereby the applicant for a sidewalk deposited with the application one-half of the cost as estimated

by the Town Engineer. This rule has worked to the advantage of the owner desiring a sidewalk and to the Town. About 8000 square yards of granolithic walks were laid in various parts of the Town.
All applications received up to October 15, 1919, were taken care of with the result that no applications are pending at the present time. The walk on Massachusetts Avenue from Marathon Street to Henderson Street has been completed and has proven a great benefit to the people in that section of the Town. The Board would recommend an appropriation suffi- cient to extend present walk on the opposite side of the avenue when needed between Lake Street and Thorndike Street.
Owing to the damage done on Medford Street by reason of the burning of tar (for which the Town received $1750) it was found necessary to replace the edgestone on this street from the Russell School property to Chestnut Street. In con- nection with this work and working in conjunction with the pastor of St. Agnes Church, the grade of the sidewalk was lowered and a new granolithic sidewalk laid between these two points, greatly improving the appearance of the street and adding to the safety of pedestrians.
At the request of the Board the Boston Elevated Railway replaced the old wooden poles along this street with new iron poles. The Board recommends that the granolithic sidewalk on this street be extended to Massachusetts Avenue.
SUMMER STREET BOULEVARD
During the year the contract for constructing this boule- vard was completed and all bills paid. The amount paid as per contract was $25,698.92. In accordance with the agree- ment entered into by the State, the County and the Town, this expense was equally divided, viz: $8,566.31 each. The Town had appropriated $15,000.00 for this construction as it was necessary for the Town to finance the contract. The amounts reimbursed by the State and the County left an unexpended balance to the credit of the Town of about $6000. With part of this balance the Board has completed necessary work, not included in the contract, viz., the setting back of

walls, the construction of sidewalks, etc., and other things in accordance with the provisions of agreements made with the abutting owners. This work amounted to $4655.00 leaving an unexpended balance of $1345. All details and expenses for the construction of this street have been cared for and the wisdom of this work as a means of relieving the traffic on Massachusetts Avenue is apparent to all.
DEVELOPMENT OF NEW TERRITORY
In the development of the remaining area in Arlington for building purposes, the Board has adhered to the policy estab- lished some years ago of carefully considering all plans sub- mitted for proposed layouts of this remaining territory. The problems encountered are many, but the Board has endeavored to meet these problems in a spirit of encouragement for a proper and beneficial development for the Town. It is not the policy of the Board to hinder, but on the contrary to encour- age development where such development approaches the standard set by the Board. There are numerous tracts of land in our Town at the present time that can, by the character of the development, either mar or make the future of the Town. The future of the Town as determined by the uses of these areas is a serious problem and one which should attract the attention of all our citizens. Our Town is not a manufactur- ing town,- it is not an industrial center. It is essentially a. residential town, and as such must be considered from the view- point of the home seeker,- the man who, desires to make his home among us - to be a part of us and to contribute, in his taxes, his share toward the cost of maintaining our various activities at the same standard of efficiency that has charac- terized the Town in previous years. In order to do this it is essential that the citizens, particularly those more munificently endowed with this world's goods, interest themselves in these problems. These citizens can, if they will, acquire these areas - have them laid out in accordance with the previous men- tioned established restrictions and setbacks, and, in short, so

develop the property that the future of the Town is assured, and the public-spirited citizens doing the work are reimbursed by the enhanced value of the property. This method has been tried with advantageous results in other places and the Board would recommend to our citizens a very serious consideration of the plan as applied to Arlington.
The Board has received petitions for the approval of plans for the layout of streets in various sections of the Town. These petitions, owing to the location of the land, the surroundings, and the ultimate detriment of the Town, were not granted.
The Board would, therefore, again urge that when property or land is contiguous to existing Town property the greatest care should be exercised in the determination of the develop- ment of that particular tract of land - to the end that the interests of the Town may be safeguarded.
MATTERS PENDING
During the year the Board has received a petition for the development of property on Eastern Avenue near Highland Avenue. In making a study of this property and the bearing the proposed development would have on future develop- ments in this vicinity, the Board were of the opinion that the continuation of Eastern Avenue known as Spring Street should be widened from the present end of Eastern Avenue to Pleasant Street in Belmont. After a conference with the Selectmen of Belmont a petition was presented to the County Commissioners for a relocation of the lines of Spring Street between the points indicated. Hearings were. given on the petition, the premises viewed and the matter is now being considered by the Commissioners. It is expected that a decree will be issued in accordance with the petition.
Nothing has been done during the past year owing to conditions on the proposed new way between the Boston and Maine tracks and the Spy Pond Playground, the underground system of street lighting or the proposed new street from Massa-

Gentlemen: Herewith is respectfully submitted the annual report of the Engineering Department for the year ending December 31, 1919.
The Engineering Department furnishes all the Town departments and committees with such information, plans, designs, estimates and data of an engineering nature as they may require on work being done, or contemplated, also keeps careful notes, measurements and locations of new work, addi- tions, changes, and extensions as they may occur, and properly records the same for future reference by maps, plans or profiles.
The Engineering cost for the year is classified as follows: Engineering Appropriation : Comprising Town Engi-
neer's salary and cost of preliminary surveys, plans, designs, sketches, etc., and general engi- neering work for all departments $3,458.18

· A portion of Aberdeen Road from Tanager Street sixty-two (62) feet northwesterly was constructed under the beterment Act this year. This work necessitated the moving of a dwelling house owned by Amana E. Estabrook to a new location on Tan- ager Street. The street has been subgraded and open for travel and is a great convenience to the people in that territory.
The north side of Massachusetts Avenue from Water Street to Schouler Court was reconstructed with Bermudez Asphalt Macadam. The excavated material from this work was used in making fills on Summer Street at the corner of Mill Street, and also at the corner of Grove Street.
On Summer Street at the corner of Mill Street, and at the corner of Grove Street extensive improvements were made. The street was widened, retaining walls, fences and sidewalks were built, and curbing installed, thus eliminating, to a great extent, dangerous traffic conditions which formerly existed at these places.
Three thousand seventy-seven (3077) square yards of granolithic sidewalks and one thousand three hundred eighty eight (1388) linear feet of granite curb were laid during the year.
A total length of three thousand seven hundred thirteen (3713) linear feet of main sewers were constructed and one hundred four (104) house connections were made; work having been done by the Board of Public Works employees.
Four thousand six hundred five (4605) feet of water mains were laid and six thousand sixteen (6016) feet of water services were constructed.
A storm drain system was installed in Bow Street and Oak- ledge Street which has satisfactorily solved the surface water problem in that section. For details and cost of construction of this work see Board of Public Works Reports.
Board of Survey studies were made for the layout of streets on land between Florence Avenue and Appleton Street; on Highland Avenue at the corner of Eastern Avenue adjoining

Menotomy Rocks Park; and also on Pleasant Street and Devereaux Street Extension.
Five (5) Board of Survey plans were verified by this Department and approved by the Board of Survey.
Under the direction of the Board of Survey, a survey and plan was made of Spring Lane, from Highland Avenue to Pleasant Street. This plan was made for the purpose of straight- ening and widening to fifty (50) feet the present street, and this subject is now under consideration by the County Commis- sioners.
Street numbering plans of all new streets have been made, new buildings located, and numbers assigned.
Plans have been made by the various companies and cor- porations and filed in the Town Engineer's office, showing the locations of structures for which permits were granted by the Joint Board during the year.
The Engineering Department has prepared plans and per- formed miscellaneous services for all the Town departments and for the Town Counsel.
Annexed to this report is a table giving the names of all streets in the Town, public and private, lengths, widths, and total mileage; also a table of general statistics pertaining to the Town.
