VOTED that the Town appropriate the sum of $1,209.84 from the income of the Fletcher Fund for the construction and equipment of a playground and recreational field, on "Fletcher Field," or any other place designated as a Public Playground, to be expended under the di- rection of the Playground Committee.

Article 37. To see if the Town will vote to raise and appropriate a sum of money for the purpose of extending the water main on Pleas- ant Street, in an easterly direction to a point opposite the residence of George Wyllie, or do anything relating thereto.


VOTED that this article be indefinitely postponed.


Article 38 .. To see if the Town will raise and appropriate a sum of money to install a Street Light on Pole No. 2419 at the corner of Hill and Cook Streets, or do anything relating thereto.

Article 39. To see if the Town will vote to accept as a public way or street, the private way or street known as Hill Avenue, as a public way or street, as laid out by the Board of Selectmen, or do any- thing relating thereto.

Article 40. To see if the Town will vote to raise and appropriate the sum of $18.00 to install one street light on Pole No. 2439 on Chest- nut Street, or do anything relating thereto.

Article 41. To see if the Town will vote to raise and appropriate a sum of money for the purpose of extending the Water Main on Pleas- ant Street, in an easterly direction to Miller Street, and on Miller Street, in a northerly direction opposite the residence of John N. Paige, or do anything relating thereto.


VOTED that this article be indefinitely postponed.


Article 42. To see if the Town will vote to raise and appropriate the sum of Twenty-Two Thousand One Hundred and Seventy-Six Dollars ($22,176.00) for the extension of a water main on Maple Street, starting at the last hydrant and proceeding for a distance of 7,392 feet and do anything relating thereto.


VOTED that this article be indefinitely postponed.


Article 43. To see if the Town will vote to raise and appropriate the sum of Seventy-Two ($72.00) Dollars to install four (4) Street Lights from Camp Hayastan to the Rod and Gun Club road, to be placed four hundred feet apart, or do anything relating thereto.

VOTED that the Town authorize the Board of Selectmen to sell and convey to Franklin Post No. 3402 Veterans of Foreign Wars, Inc., for the sum of One Hundred Dollars ($100.00), a certain lot or parcel of land situated on the Easterly side of Summer Street, in said Franklin, bounded Westerly by Summer Street, there measuring two hundred (200) feet, Southerly by land of the Town of Franklin, there measuring four hundred (400) feet; Easterly by land of the Town of Franklin, there measuring two hundred (200) feet, and Northerly by land of Henry Recci, or others, there measuring four hundred (400) feet, and in the event that the property is not used for a Post Home by the said Veterans within a period of five years, the land will revert to the Town of Franklin for the same consideration paid.


Article 45. To see if the Town will vote to raise and appropriate the sum of Six Hundred Dollars ($600.00) for repairs and the outside painting of Legion Hall on East Street, or do anything relating thereto.

Article 46. To see if the Town will vote to change property at 64 Summer Street (corner Cross Street) from Single-residence district "B" to General residence district, or do anything relating thereto.


The following report and recommendation was submitted by the Town Planning Board:


In accordance with the provisions of the Town Zoning By-Law, a hearing was held in the Town Hall at 8:00 P. M. February 23, 1950, on a petition to modify the Town Zoning Map by changing property at 64 Summer Street (corner Cross Street) from Single Residence District "B" to General Residence District.


Report: The petitioners appeared in favor of the change and no objectors appeared.


Recommendation-That the Town Zoning Map be modified by changing property at 64 Summer Street (having a frontage of about 150 feet on both Cross Street and Summer Street) from Single Resi- dence District "B" to General Residence District.

Article 47. To see if the Town will vote to modify the Town Zoning Map, by adopting a new Zoning Map, prepared by the Town Planning Board, or do anything relating thereto.


The following report and recommendation was submitted by the Town Planning Board.


In accordance with the provisions of the Town Zoning By-Law, a hearing was held in the Town Hall at 8:00 P. M. February 23, 1950 on a petition to modify the Town Zoning Map, by adopting a new Zoning Map, prepared by the Town Planning Board.

The following report and recommendation was submitted by the Town Planning Board.


In accordance with the provisions of the Town Zoning By-Law, a public hearing was held at 8:00 P. M. in the Town Hall on February 13, 1950 on a petition to amend the Zoning By-Law by striking out the word "not", and changing "five" to "four" in Section 2A, 8a, so that said Section 2A, 8a, will read as follows: "Eating, boarding or lodging house to furnish accommodations for more than four persons."


Report: No objectors appeared. The purpose of this change is to allow any person in any district to establish an eating, boarding, or lodging house for no more than four persons without the need of per- mission from the Board of Appeals.

Said Building Inspector to execute the provi- sions of the Zoning By-Law of the Town of Franklin, Massachusetts, and to be required to file with the Planning Board a certificate of in- spection for each permit issued, or do anything relating thereto.


VOTED that this article be indefinitely postponed.


It was then voted that the meeting stand adjourned to March 23, 1950 at 7:30 P. M. in the High School.

Article 50. To see if the Town will vote to raise and appropriate the sum of Four Hundred and Fifty Dollars ($450.00) of which One Hundred Dollars ($100.00) shall be for the use of the Board of Appeals, One Hundred and Fifty Dollars ($150.00) for the salary and expenses of the Building Inspector, and Two Hundred Dollars ($200.00) for the expense of the Town Planning Board, or do anything relating thereto.


VOTED that this article be indefinitely postponed.


Article 51. To see if the Town will vote to raise and appropriate a sum of money and to authorize the Selectmen to lease for a public parking lot, for a period of five years, with a renewal option, the follow- ing described land of Walter F. Crowley on West Central Street; bound- ed Northerly by a line 135 feet South of and parallel to West Central Street, Easterly by land of Haggart, about 130 feet Southerly by land of Mackintosh, about 98 feet Westerly by Town of Franklin about 130

To see if the Town will vote to amend the Town Zon- ing By-Law by striking out the word "six" and inserting the word "three" in Section 8, Paragraph E and adding the words, "except that said accessory building shall be placed no nearer than six (6) feet to any other accessory building on an adjoining lot." So that Section 8, Paragraph E as amended shall read: "Side Yard. There shall be provided on each side of every major building or dwelling, (including attached or semi-detached garage), hereafter erected or placed upon any lot in a single and general residence district, a side yard of not less than fifteen (15) feet in width; except that on lots fronting on more than one street the yards next to the streets shall be at least twenty-five (25) feet in width. Accessory buildings shall have a side yard of at least three (3) feet in width, except that said accessory building shall be placed no nearer than six (6) feet to any other accessory building on an adjoining lot. The side yard shall be the clear space between the lot line and building wall," or do anything relating thereto.

Article 56. To see if the Town will vote to raise and appropriate the sum of $5,000.00 to pave Grove Street starting from Washington Street to the Landry House, a distance of about 11/4 miles, or do anything relating thereto.

Article 57. To see whether the Town will vote to authorize the Board of Water and Sewer Commissioners to make application to the General Services Administration Community Facilities Service in ac- cordance with Public Law 352 for a government advance of funds for preparation of plans for proposed additions to the Town's Sewer Sys- tem, or do anything relating thereto.
