REPORT OF PARK COMMISSION
Feb. 6, 1929.
We have completed the fence along three sides of the Dorothy Winthrop Memorial Lot and feel that a sum of money ($300) should be appropriated to complete the fourth side this year.
Chebacco Pak continues to be used very much by picnicers and campers. We have placed a barrel in a convenient place and request that everyone using this, spot clean up the papers and cans, etc., and put them in the barrel before leaving.
We are asking for the same amount ($350) this year for the upkeep of the Memorial Green and Central Park. The efficient manner in which they have been kept has added greatly to the appearance of the town.

An Act to provide for an excise tax on registered motor vehicles for the privilege of operating such vehicles up on the high-

ways and to repeal the local property tax on such motor vehicles.
Be it enacted, etc., as follows:
Section 1. The General Laws are hereby amended by insert- ing after chapter sixty under the title "Excise Tax on Registered Motor Vehicles in Lieu of Local Tax," the following new chapter :
CHAPTER 60A.
Chapter 60A is so long we omit to print it in full. Will give a brief synopsis of the Act.
The Tax Commissioner sends to the Assessors a list of all cars registered during the year. The Commissioner also furnished a a list price of all cars, which price we use in making the valuation.
We are to keep a separate Valuation book, also a separate Com- mitment book and a special tax file.
No Commitment can be made until the Tax Collector is elected and a bond for the Collector approved by the Tax Commissioner.
Commitments can be made at any time thereafter.
All cars registered during the year are assessed an average state rate; in 1929 rate is $29.65.
The Valuation made by the Commissioner is as follows :
90% of the list price in the year of manufacture.
60% in the second year.
40% in the third year.
25% in the fourth year.
10% in the fifth and succeeding years.
If a motor vehicle not already taxable is registered after the last day in June of the calendar year, and before the first day of October of each year, the tax hereinbefore established shall be reduced by one-half; or if registered thereafter in each year, by one-fourth ; the bill authorizes the Assessors to make proper abate-

ment. This act will increase the duties of the Assessors quite an amount.

REPORT OF CEMETERY COMMISSIONERS
We have established a new water plant, which includes repairing the old building in which the motor pump and tank is housed, pipes are distributed around the cemetery, with stands located so that it will be convenient to all the lots. Water is to be turned on as soon as danger of freezing is over. In repairing buildings we have made arrangements for a com- fort station, which we hope to be able to complete this year. The cost of the plant was $737.53, adding team work $9.00, and electric power $3.00, making total cost $749.53. We have had set in cement foundations and located at the four corners of the soldiers' lots, the cannons given to this town by the War Department of the U. S. A., at a cost of $251.55. Repairs were made on the receiving tomb. The building used for the water plant should be painted this year. Some markers are necessary for the single grave lots. We recommend an appro- priation of $1,000.00. The rest of the work done was the ordinary work of the cemetery. The amount in the Special Cemetery Fund is $1,858.69, and the Endowed lots $9,881.33. There are 71 endowed lots.

ARTICLE 2. To choose and appoint all other town officers in such manner as the town shall determine.
ARTICLE 3. To hear the report of the Town Officers and of the Finance and Advisory Committee and other committees, and take any action thereon.
ARTICLE 4. To raise and appropriate money for Schools, Highways and all town expenses and determine the manner of expending the same.
ARTICLE 5. To see if the Town will appropriate the sum of $1,136.79 from Excess and Deficiency to cover the over- draft of the Fire Department for the year 1928.
ARTICLE 6. To see if the Town will vote to purchase Fire Apparatus, to replace the Peerless, and appropriate a sum of money therefor, or take any action thereon, as petitioned for by the Engineers of the Fire Department.

ARTICLE 9. To see if the Town will accept Garfield Ave- nue, so called, as laid out by the Selectmen, and as per plan on file in the Town Clerk's office and appropriate the sum of Two Thousand Dollars ($2,000.00) to construct same, as peti- tioned for by Arthur W. Jaquith and others.
ARTICLE 10. To see if the Town will vote to appropriate the sum of Fifteen Thousand Dollars ($15,000.00) to con- struct a piece of Macadam Highway on Bridge Street, North- easterly from the Railroad Crossing near the junction of Bridge and Woodbury Streets.
ARTICLE 11. To see if the Town will vote to appropriate the sum of $1,800.00 to grade and rebuild Rust Street Exten- sion, so called, to be built under the supervision of the Board of Selectmen, as petitioned for by Everett C. Welch and others.
ARTICLE 12. To see if the Town will raise and appropri- ate the sum of Eight Thousand Five Hundred Dollars ($8,500.00) to reconstruct Union Street from the Wenham Town Line to Asbury Street, in permanent highway, the same to be let by Public Bid and to be completed by July 1, 1929, as petitioned for by George H. Gibney and others.
ARTICLE 13. To see if the Town will appropriate the sum of Three Hundred Dollars ($300.00) to drain to the swamp the overflow from the two catch basins on Asbury Street, near the boundary line between the property of Arthur W. Day and George R. Dodge, as petitioned for by Arthur W. Day and others.
