To the Citizens of the Town of Hamilton:


GREETINGS:


The following is a record of the business of the Town Clerk's office for the year 1936.

WARRANT FOR THE ANNUAL TOWN MEETING


Essex, ss.


To either of the Constables of the Town of Hamilton,


GREETINGS:


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Hamilton, qualified to vote in election and Town affairs to meet in the Town Hall in said Town on Monday, the second day of March, nineteen hundred and thirty-six (March 2, 1936) at seven thirty o'clock in the evening (7:30 P. M.) then and there to act on the following articles, viz.


Article 1. "To bring in your ballots for : Moderator for one year Town Clerk for one year Three Selectmen for one year Three Overseers of Public Welfare for one year Treasurer for one year Tax Collector for one year


One Surveyor of Highways for one year Tree Warden for one year

The above named officers to be voted for on one ballot on Tuesday the tenth day of March, 1936 (March 10, 1936). The polls will be opened at 5:45 o'clock A. M. and may be closed at 4:00 o'clock P. M.


Article 2.


"To choose and appoint all other Town Officers in such manner as the Town shall determine."


Article 3.


"To hear the report of the Town Officers and of the Finance and Advisory Committee and all other committees and take any action thereon."


Article 4.


"To raise and appropriate money for Schools, Highways and all other town expenses and determine the manner of ex- pending same."


Article 5.


"To see if the Town will vote to raise and appropriate the sum of sixteen thousand dollars ($16,000.00) to be expended for work to be done on the highways, the cemetery, the parks or for fire protection and for materials and implements, to provide work for the needy unemployed of the town, or take any action thereon."

Article 6.


"To see if the town will vote to continue the building of permanent highways on Highland Street and Bridge Street, said highways to be built jointly by the State, County and Town and to raise and appropriate the sum of four thousand and fifty dollars ($4,050.00) for the Town's share of the cost of above work as petitioned for by Leland D. Thompson and others."


Article 7.


"To see if the Town will vote to construct a part of the whole of that portion of Chestnut Street laid out and accepted by the Town, March 10, 1925, and appropriate a sum of money therefor, or take any action thereon as petitioned for by Everett F. Haley and others."


Article 8.


"To see if the Town will vote to accept Linden Street Ex- tention so called, from Lois Street to Highland Street as per plan on file at the Town Clerk's office, or take any action thereon, as petitioned for by Timothy A. Moynihan and others."


Article 9.


"To see if the Town will vote to accept Lois Street, south- westerly to the Wenham line as per plan on file at the Town Clerk's office, or take any action thereon, as petitioned for by Timothy A. Moynihan and others."


Article 10.


"To see if the Town will vote to accept Section 106A of Chapter 41 of the General Laws to authorize the Selectmen to appoint the School Physician to be the Town Physician."

Article 11.


"To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town fourteen days at least before the sale, property taken by the Town under tax title procedure, provided that the Selectmen or whomsoever they may authorize to hold such public auction may reject any bid which they deem inadequate, or take any action relative thereto."


Article 12.


""'To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the- financial year beginning January 1, 1937, and to issue a note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws."


Article 13.


"To see if the Town will authorize the Collector to use all means of collecting taxes which a Town Treasurer, when ap- pointed Collector, may use agreeable to Chapter 41, Section 37, of the General Laws."


Article 14.


"To act on any other matter that may legally come before said meeting."


And you are directed to serve this warrant by posting attested copies thereof, one at Town Hall, and one at each of the three postoffices in said Town, seven days at least before the time of holding said meeting.

Bancroft and seconded: That the Town appropriate and raise the sum of $16,000.00 to be ex- pended on the highway, cemetery, parks, for fire protection and for materials and implements, for the purpose of providing work for the needy unemployed, work to be done under the direction of the Selectmen, who shall have authority to appor- tion, supervise and expend said $16,000.00, and further that the present unemployment committee be requested to cooperate with the Selectmen in determining to whom work shall be given.


Moved by Mr. Percival Whipple and seconded: That the motion by Mr. Bancroft be amended as follows: That, if feasible, a portion of this appropriation be used for the pur- pose of beginning the assignment of street numbers to pieces of property on the streets of the town.

Article 6.


"To see if the Town will vote to continue the building of permanent highways on Highland Street and Bridge Street, said highways to be built jointly by the State, County and Town and to raise and appropriate the sum of four thousand and fifty dollars ($4,050.00) for the Town's share of the cost of above work as petitioned for by Leland D. Thompson and others."


Moved by Mr. W. W. Bancroft and seconded: That the town continue the building of permanent highways on High- land and Bridge Street, said highways to be built jointly by the State, County and Town and the Town raise and appropriate $5,752.60 for the town's share of said work, said amount to be raised $4,000 from the tax levy of the present year $1,752 .- 60 to be transferred from the balance of the Highland Street appropriation of 1935.


Voice vote.


Motion unanimously carried.


Article 7.


"To see if the town will vote to construct a part of the whole of that portion of Chestnut Street laid out and accepted by the Town, March 10, 1925, and appropriate a sum of money therefor, or take any action thereon as petitioned for by Everett F. Haley and others."

Moved by Mr. Everett F. Haley and seconded: That this matter be left to the discretion of the Selectmen to be used as an unemployment project if they see fit.


Moved by Mr. Elmo Adams and seconded: That the Town of Hamilton do nothing on their end until Wenham construct- ed their end of the street.


After a statement from Selectman Perkins that Wenham has included this street in its appropriation for this year Mr. Adams withdrew his amendment.


Proceed to vote on motion. Voice vote.


Motion unanimously carried.


Article 8.


"To see if the Town will vote to accept Linden Street Ex- tension, so called, from Lois Street to Highland Street as per plan on file at the Town Clerk's office, or take any action, as petitioned for by Timothy A. Moynihan and others."


Moved by Mr. Francis C. Moynihan and seconded: That the Town accept Linden Street Extention, so called, from Lois Street to Highland Street as laid out by the Selectmen and as per plan on file at the Town Clerk's office.

Moved by Mr. Walfred B. Sellman and seconded: That the town accept Section 106A of Chapter 41 of the General Laws and do hereby authorize the Selectmen to appoint the School Physician to be the Town Physician.
