In accordance with the provisions of Chapter 54 of the Gen- eral Laws. Tercentenary Edition and all acts in amendment thereto, the City Clerk of Beverly, the Town Clerk of Wenham and the Town Clerk of Hamilton, the City of Beverly and the towns of Wenham and Hamilton comprising the Fifteenth Rep- rseentative District, met at twelve o'clock noon on Friday the thirteenth day of November A. REPORT OF THE HAMILTON COMMITTEE ON UNEMPLOYMENT
To the Citizens of the Town of Hamilton:
GREETINGS:
The Town appropriated for the purpose of Unemployment Relief $16,000.00 on March 2, 1936. This amount with the balance of $3750.56 on January 1, 1936 made $19,750.56 available.
Of this amount $6330.37 was expended for wages and $8486.05 for materials, trucking, etc. The balance on Decem- ber 31, 1936 for Unemployment was $4934.14, plus a trans- fer of $922.79.
It will be noticed the amount for material, trucking, etc., is a great deal larger than in other years. This is due to the fact that we have furnished materials for W. P. A. Projects.
All monies voted by the Town for Unemployment pur- poses are expended under the direction of the Selectmen. It is the duty of the Committee on Unemployment to consider each applicant and if needy assign the amount of work to which each is entitled as follows, viz: A single man who supports only himself receives one and a half days a week or six dollars; a man with one dependent receives two days per week or eight dollars; a man with more than one dependent receives three days a week or twelve dollars, which is the maximum amount per week allowable.

REPORT OF THE BOARD OF WELFARE
To the Citizens of the Town of Hamilton:
GREETINGS:
The Board of Public Welfare submit herewith the report of their department for the year 1936.
We take this opportunity to acquaint you with some of the most salient problems that have confronted this board during the past year.
Outside of the usual demands that are made on this depart- ment the question of Old Age Assistance is of paramount im- portance.
At the last session of the General Court, several changes were made in the Old Age Assistance act in order that our law would conform to the Federal act, thereby enabling the state to receive Federal Grants. The first change reduced the age limit from 70 to 65 years. This added thousands of persons to the eligible list throughout the state. Previous to this change the state contrib- uted one-third of the costs of Old Age Assistance and the town two-thirds. Under the new setup the Federal Government con- tributes three-sixths, the state two-sixths and the town one- sixth. The money received from the Federal Government must be set up as a separate account and used for Old Age Assistance. Another change raised an applicants equity in Real Estate from $1,500.00 to $2,000.00. At the end of 1935 we had 16 per- sons receiving Old Age Assistance and on January 1, 1937, we had 27 cases.
The last session of the Legislature also changed the Mothers Aid law to conform to the Federal Social Security Act. It is now known as "Aid to Dependent Children." Under this change a

child under sixteen who has been deprived of parental support or care by reason of the death, continued absence from home or physical or mental incapacity of a parent, and who is living with his father, mother, grandfather, grandmother, brother, sister, stepfather, stepmother, stepbrother, stepsister, uncle or aunt in a place of residence maintained by one or more of such rela- tives as his or their own home. Previous to this change the Town contributed two-thirds and the State one-third. Now the Federal Government pays one-third the State one-third and the Town one-third.
We mention the changes in the above two laws in order that the taxpayers may realize the expense which has to be borne by the Town.
At the present time it is practically impossible to accurately estimate the number of cases or the expense to the Town for the calendar year 1937.
Following the practise started last year we again engaged the services of Mr. Hugh Daugherty of Stoneham as investigator.
In closing we wish to thank the several citizens of the town who have given us wood, foodstuffs and clothing to be dis- tributed.

REPORT OF THE BOARD OF HEALTH
To the Citizens of the Town of Hamilton:
GREETINGS:
The Board of Health submits the following report for the year ending December 31, 1936 :-
During the year 1936, the expenditures of the Health Depart- ment have shown a slight decrease, and this year we are asking for $500.00 less than the amount appropriated for 1936. The Health appropriations have thus decreased as follows during the last three years:
1935 appropriation $4,500.00
1936 appropriation 3,500.00
1937 appropriation 3,000.00
We awarded the usual garbage and rubbish removal contracts for 1936 at a slight decrease from the previous year, to Mar- garet F. Harrigan, the garbage contract for $1,248.00 and to Grace Lamson the rubbish contract for $714.48. These con- tracts have been fulfilled satisfactorily.
The Town had no epidemics during the year, although there were more than the usual number of cases of measles. The num- ber of reported cases of contagious diseases for 1936 were as follows:

REPORT OF THE BOARD OF WATER COMMISSIONERS
To the Citizens of Hamilton:
GREETINGS :
The Board of Water Commissioners herewith submit their second annual report for the year ending December 31, 1936.
During the year a project for the extension of fire protection mains on Union and Asbury Streets was undertaken. The pro- ject was approved by the Federal W. P. A. and work started June 9. Approximately 3000 feet of eight inch and ten inch pipe were laid, six hydrants were added making a total of 21
now in operation. Property valued at approximately $350,000.00 was covered by this new extension.
Complete data on all past work was brought up to date and plans and maps drafted, showing all installations, hydrants, valves and cut in entrances to streets.
Your board considers it good business for the town to make extensions from time to time and an unemployment project in conjunction with Federal aid. We hope that the next project will extend the system to the entrance of Asbury Grove.
Our only other major work completed the past year was the painting of the water tower and tank at the railroad station.
We desire at this time to extend our thanks to the Board of Selectmen and all other officials of the town who have gen- erously given of their time and effort in helping us carry on for the benefit of the town.

TO THE TAXPAYERS OF HAMILTON
Several changes in laws on local taxation have been made the past year by the Legislature.
One is that the final date for filing personal statements is January 31st. These forms can be obtained at the assessors office or will be mailed on application.
Another change is that from January 1st, -937 on all Male persons over seventy years old are exempt from paying a poll tax.
Also the final date for filing applications for abatements on property is Oct. 1, 1937. Applications will not be accepted by the Board unless written on a form approved by the tax com- missioner.

REPORT OF THE SURVEYOR OF HIGHWAYS
To the Voters of the Town of Hamilton:
The following report of the Highway Department for the year ending December 31, 1936 is respectfully submitted.
During the past year the general program for the department has been concentrated on the tar and oil roads. Due to extra bad conditions caused last Spring by the floods and frost these roads needed more attention than usual; 4,066 gals. of cold patch, 4,824 gals. of road oil, 19,141 gals. of asphalt and 2,025 gals. of Tarvia were applied. The oil roads of the Town have been increased from 21/2 to 3 miles this year.
The gravel roads have been scraped, dragged and patched. Assistance on the gravel roads by the Federal Government has been continued this year with the drainage and graveling of Moulton and Gardner Streets with the tar and cover for Moulton Street furnished from the Highway appropriation.
A much needed drain was installed on Bridge Street. New catch-basins were placed on various streets to offset bad drain- age conditions. All of the catch-basins and pipes were kept free and clear by periodical cleanings. The drainage conditions in the Town are much more improved than they were several years ago.
The Tar-O-Lithic sidewalk program was continued under a State Bond Issue of $1,404.05 on Railroad Avenue, Rust Street and a portion of Union Street.

GENTLEMEN:
The engineers of the Fire Department herewith submit their report for the year ending December 31, 1936.
The department responded to 54 alarms during the year as follows: 22 stills-2 false-3 out of town-27 bells.
The amount of hose laid 21/2 in. 12,600 feet-112 in. 2950-3/4 in. 6850 feet.
5565 gals. of water was used from the booster tank.
The amount of hose purchased during the year, 11/2 in, 600 feet-212 in., 350 feet-34 in., 150 feet.
