Article 11 "To see if the Town will raise and appropriate a sum of money for the maintenance of various streets, said money to be used in conjunction with any money which may be allotted by the State for this purpose, or take any action thereon."


Article 12 "To see if the Town will vote to transfer the sum of $5,000.00 from the Excess and Deficiency Fund for the purpose of purchasing and ac- quiring a truck for the Highway Department, or take any action thereon."

Article 14. "To see if the Town will vote, subject to the approval of the Commissioner of Corporations and Taxation, to transfer the sum of $2,000.00 from the Excess and Deficiency Fund to the Reserve Fund, or take any action thereon."


Article 15. "To see if the Town will vote to authorize the Selectmen to sell, and execute and deliver a deed or deeds therefor, land of low value, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town fourteen days at least before the sale, property taken by the Town under tax title procedure as provided for under Chapter 60 or the General Laws and amendments thereto, provided that the Selectmen or whomsoever they may authorize to hold such public auction may reject any bid which they deem inadequate, or take any action thereon."


Article 16. "To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of revenue of the financial year beginning January 1, 1945 and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a shorter period than one year, in accord- ance with Section 17, Chapter 44, General Laws and Amendments thereto."


Article 17. "To see if the Town will authorize the Collector to use all means of collecting taxes which a Town Treasurer, when appointed Collector, may use agreeable to Chapter 41, Section 37, General Laws and Amendments thereto."


Article 18. "To act on any other matter that may legally come before said meeting."


And you are directed to serve this warrant by posting attested copies thereof, one. at the Town Hall, and one at each of the three postoffices in said Town, seven days at least before the time of holding said meeting.


Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at the time and place of holding said meeting.

RECOMMENDATIONS OF THE FINANCE AND ADVISORY COMMITTEE


To the Citizens of the Town of Hamilton:


Your Finance and Advisory Committee makes its fourth report during the present war. We have given careful consideration to each budget as sub- mitted to us by the respective departments. We believe we have arrived at fair and justifiable recommendations consistent with the need and prevailing conditions as represented to us by the elected officers during our several dis- cussions.


With our nation still at war, we had hoped that the total budget would be near the same level as 1944 in order that our Revenue Surplus (Commonly referred to as the excess and deficiency account ) would be used very sparingly. The maintenance of a sizable backlog in this account might well prevent the necessity for a large tax rate increase in the period of readjustment after the war.


However, when we totaled the budgets as originally submitted, we found the amount so large that a substantial tax rate increase would occur unless many of the departments would be willing to make substantial deductions. We found them most cooperative and the net result leaves, with very few ex- ceptions, the appropriations at approximately the same level as 1944. The exceptions are principally because of the continued extraordinary conditions brought about by the war. This effect is felt especially in the School De- partment where costs of Text books and supplies have continued to increase. Salaries of Teachers also have been increased in accordance with the accepted schedule in effect with that department. In the School Specials will be found some increases, certain of which are maintainance and repair items which should not be postponed. There is also an increase in the cost of snow re- moval as compared to our recommended appropriation at Town Meeting last year


We have approved a basic salary increase for one department head, the Superintendent of Highways. We feel that the sincere efforts on the part of this official to keep our streets in good condition at a minimum of cost in spite of the difficulty of obtaining materials warrants this adjustment.


We have carefully reviewed the item of the temporary increase in salaries as recommended in 1944 and have approved the continuance of this plan for the ensuing year on the same basis as adopted in Town Meeting of March 6, 1944. The cost this year will be for a full twelve months period, whereas last year it did not become effective until Town Meeting.


In view of the above and because of the sincere desire to retain, if possi- ble, our present tax rate, we are recommending the use of available funds to apply to Articles Nos. 8-9-10-12 and 14, subject to the approval of the Commis- sioner of Corporations and Taxation.


We also approve of Articles 5-6-7-11 and 13, which involve specific appro- priations.

We believe that if our recommendations are adhered to and the cost of snow removal does not prove to be greatly in excess of our recommended ap- propriation, the tax payers of Hamilton may for another year enjoy the pres- ent favorable tax rate.

To the Board of Selectmen :


In accordance with the provisions of Section 61 of Chapter 41 of the Gen- eral Laws, I herewith submit my annual report for the year ending December 31, 1944, arranged in accordance with the classifications prescribed by the director of accounts.


In the performance of the duties of Town Accountant I have been ever mindful of the absence of my predecessor, George Gibney Haraden, an amiable and exemplary public official who left us in the midst of his youth and use- fulness. The memory of his kindliness and many helpful deeds will remain with all who knew him.


The assistance rendered by you, the Board of Selectmen, all town officials and Mr. Laurence Crosby of the State Division of Accounts has been most generous and helpful, and of which I am most appreciative.
