Article 20 :- School Survey. Recommended.


Chapter 645 of the Acts of 1948 provides financial assistance from the Commonwealth for consolidated or regional school buildings. In gen- eral the assistance is as follows :


(a) Reimbursement in whole or in part for any expenses incurred on or after January 1, 1946, in preparation of preliminary studies, plans, drawings and estimates for a new school ;


(b) A grant of from 20% to 50% of the cost of an approved school project, or from 25% to 50% of the cost if the project is for a regional school.

In view of the obsolescence of the Lamson School, and the apparent desirability of a regional school from the point of view of the excellence of the facilities and the potential improvement in the calibre of instruction, the Committee feels that the Town should take advantage of this Act, at least to the extent of making a survey of the possibilities of joining with neighboring towns in such a regional project, and possibly, if such joiner proves feasible, of authorizing the undertaking of preliminary plans and studies for such a project. Accordingly, the Committee recommends the adoption of Article 20 in the Warrant.


Article 21 :- Extension of Water Main on Essex Street. Not Recommended.


Article 21 is a request for the extension of the water main on Essex Street to Woodberry Street. This is an extension of about one-half mile and cannot be accomplished for less than $5000, in the opinion of the Water Board. The Committee feels, as it has in the past, that in principle Town water should be extended to all who want it, since as matters stand all taxpayers are paying a share of the original cost and the operating expenses of the present system. But as the Committee has pointed out above, current rates do not bring in sufficient revenue to cover operations and debt service. Since it appears that on the proposed extension four is the maximum number of possible users in the near future, the Committee recommends that Article 21 be not adopted.


Articles 23, 24, and 25 :- Grading and Draining Streets. Not Recommended.


The Finance Committee recommends that the special Articles 23, 24 and 25 requesting work on individual roads be not voted. It is the opinion of the Committee that development of the Town roads and the maintenance of existing. roads should be carried on by the Surveyor of Highways on the basis of a systematic plan established and followed by him. It is opposed to isolated hit or miss development. The approved budget for the Highway Department for 1949, excluding snow removal and street lighting, amounts to $25,927, which is an increase of about $5,000 or a dollar in the tax rate over the appropriation for 1948. This includes increases in salaries and wages, and work which the Surveyor has laid out for the year. The Com- mittee feels no more should be spent.


Articles 26 and 27 :- Junction with Town of Essex Water System. Recommended.


The extensions authorized by the Special Town Meeting of August 29, 1947, are about 50% completed. The new reservoir is finished and operat- ing. The search for new sources of water, which was also authorized by that meeting, has had little success. Of the funds appropriated for that purpose, about $3,000 remain unexpended. We find ourselves with an expanding system but with no substantial increase in available supplies of water, and we face at least the possibility of a recurrence of the critical water shortages of 1947 and 1948. The Water Commissioners have ad- vised the Committee that it is possible for them to enter an arrangement

with the Town of Essex to purchase virtually unlimited water at an ad- vantageous price from the system which that town is now installing. It is our opinion that this is a desirable move and should be carried into effect. To do so requires the extension of the main on Essex Street to the Essex line and connection with the Essex system, a project which the Water Commissioners estimate would cost about $5,000. The Finance Commit- tee recommends the adoption of Articles 26 and 27 to this end.


Article 28 :- Appointment of Commission to Survey Town Government. Recommended.


For the purpose of effecting economies and to bring about greater efficiency, the Finance Committee is inclined to believe that all or sub- stantially all the Town's business should be conducted from the Town Hall, and that there should be a consolidation of many activities which now tend to overlap. But it feels that it is insufficiently informed on these matters and hence not qualified to make firm recommendations. Accordingly, the Committee recommends the approval of Article 28 in the Warrant which provides for an investigation and study of the operation of the Town Gov- ernment, to take place during 1949 and early 1950, for the purpose of determining what added efficiencies and greater economies can be brought about in the conduct of the Town Government.


Article 29 :- By-Law on Acceptance of Streets. Recommended.


This article proposed the amendment of the By-Law to provide ex- press standards which must be met before the Town can accept a street. As the Committee pointed out in its comment on Articles 16-19, the exist- ence of such standards is highly desirable. This proposed By-Law will prevent the acceptance of unimproved streets, with the effect that the property of a few is increased in value at the expense of the rest of the Town. Accordingly, the Committee recommends the adoption of Article 29.


Article 32 :- Hot Top Sidewalks. Recommended.


It is the policy of the Selectmen to extend hot top sidewalks on the basis of a systematic plan which they have adopted. The Finance Com- mittee approves of this course and recommends the appropriation from the Excess and Deficiency Fund of $2,000 for this article.


The following tables show the actual appropriations in 1947, 1948, and the recommended budget figures for 1949.

To the Citizens of Hamilton :


In accordance with the provisions of Chapter 41, of the General Laws, I herewith submit my report for the year ending December 31, 1948, show- ing the amount and source of all receipts, the amount of appropriations and expenditures therefrom, the purpose for which money was spent, town in- debtedness and condition of trust funds.


Although the law provides that such statement shall be in accordance with classifications prescribed by the director of accounts, I have further extended the classification of expenditures to make such information readily available to those who desire it. Any additional information will be gladly given to all residents of the town upon calling at the office.


I extend my sincere appreciation to the town officials and the citizens of Hamilton for their assistance and cooperation during the past year.
