REPORT OF SPECIAL TOWN MEETING Held November 13, 1950


Meeting opened by the moderator, Oliver Wolcott. at 8:12 P. M., a count of the voters having been made and it being found that the required 200 to constitute a quorum were present.


The Moderator lead the meeting in repeating the Lord's Prayer, in ab- sence of a member of the Clergy.


Lawrence R. Stone, Chairman of the Board of Selectmen, addressed the Chair and was recognized by the Moderator. (Mr. Stone) "It is my sad duty to bring to the attention of the meeting the great loss the town has suffered in the sudden taking of one of our most prominent and be- loved citizens, the late Donald G. Trussell, a member of our board of assessors for several years, who passed away Saturday night. I move that the town adopt the following Resolution :"


Whereas it is with deep and profound sorrow we learn of the sudden death of Donald G. Trussell, a beloved and outstanding citizen of our town. ever highly respected and deeply appreciated by his fellow-citizens and associates in public office, therefore be it RESOLVED, that we extend to his bereaved family and relatives and all those who, with us, mourn his loss, our deep and lasting sympathy and sorrow, assuring them that Al- mighty God does all things well and He will be their Guide and Strength in the time to come. Be it RESOLVED further, that we place the town flag at half-mast until after the funeral, that a copy of these resolutions be spread upon the records of this meeting and a copy of them forwarded to his bereaved family.


RESOLVED, that the meeting pause for a moment of silent prayer and sympathy.


Motion unanimously carried and the Meeting stood in a moment of silent prayer and sympathy.


The Warrant was read by the Moderator and the meeting proceeded to act upon the articles contained therein.


Article 1. To see if the Town will vote to receive and consider the report of the School Survey Committee relative to its activities and inves- tigations from March 1950 to the present time, with recommendations therein to meet the present and future schoolhousing problems, or take any action thereon.


Moved by Mr. Everett F. Haley and duly seconded. that the report of the School Survey Committee relative to its activities and investigations from March 1950 to the present time, to meet the present and future school housing problems of the town be received and placed on file, and the thanks of the town be extended to the committee for its diligent service, and that the committee be discharged.


Voice Vote. Motion unanimously carried.

Article 2. To see if the Town will vote to appoint a school building committee of five for the purpose of securing the services of a competent schoolhouse architect to draft preliminary plans, studies and estimates on the overall educational plan outlined by the School Survey Committee in its report, now on file in the office of the town clerk, to meet the present and future schoolhouse problems of the town, and transfer from the Ex- cess and Deficiency Account a sum of money for the same, or take any action thereon.


Moved by Mr. Allan MacCurrach and duly seconded, that a committee of five be appointed by the Moderator to be known as the School Building Committee for the purpose of securing the services of a competent school- house architect to draft preliminary plans, studies and estimates on the overall educational plan outlined by the School Survey Committee in its report accepted under Article 1, now on file in the office of the town clerk, to meet the present and future schoolhouse problems of the town, and that the sum of $6,000 be transferred from the Excess and Deficiency Account for such purpose.


Voice Vote. Motion declared unanimously carried.


Article 3. To see if the town will vote to recmomend and approve the temporary discontinuance of the kindergarten as part of the public school system, or take any action thereon.


Moved by Mr. John Neary and duly seconded. that this article be in- definitely postponed.


Voice Vote. Motion carried.


Article 4. To see if the town will vote to establish a local organiza- tion for civil defense as provided for by Chapter 639, Acts of 1950, and transfer from the Excess and Deficiency Account a sum of money therefor, or take any action thereon.


Moved by Lawrence R. Stone and duly seconded. that the town es- tablish an organization for civil defense, as provided for by Chapter 639, of the Acts and Resolves of 1950, and that the sum of $500.00 be trans- ferred from the Excess and Deficiency Account for the purpose.


Voice Vote. Motion unanimously carried.


Article 5. To see if the town will vote to transfer the sum of $1,000.00 from the Excess and Deficiency Account to the Public Welfare Account, or take any action thereon.


Moved by Mr. Edward A. DeWitt and duly seconded, that the sum of $1,000.00 be transferred from the Excess and Deficiency Account to the Public Welfare Account for current expenses.


Voice Vote. Motion declared carried by the necessary two-thirds vote.

Article 6. To see if the town will vote to transfer the sum of $200.00 from the Excess and Deficiency Account to the Election and Registration Account, or take any action thereon.


Moved by Everett F. Haley and duly seconded, that this article be indefinitely postponed, the Finance Committee having agreed to transfer the necessary amount from the reserve fund.


Voice Vote. Motion unanimously carried.


Article 7. To see if the town will vote to transfer the sum of $150.00 from the Excess and Deficiency Account to the Police Maintenance of Cruiser Account, or take any action thereon.


Moved by Edward A. DeWitt and duly seconded, that this article be indefinitely postponed, the Finance Committee having agreed to transfer the necessary amount from the reserve fund.


Voice Vote. Motion unanimously carried.


Article 8. To act on any other matter that may legally come before said meeting.

REPORT OF THE BOARD OF SELECTMEN


To the Citizens of Hamilton:


The following is a report of the Board of Selectmen for the year 1950 : Under the Selectmen's sidewalk development program a portion of Maple Street. Mill Street and Hamilton Avenue was undertaken, super- vised by the Highway Surveyor. We are recommending that the develop- ment of hot-top sidewalks be further continued the coming year. An article will be inserted in the warrant calling for an appropriation of $2,000.00 for this work.
