I submit herewith my report of an audit of the books and accounts of the town of Hamilton for the year ending December 31, 1950, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Direct- or of Accounts.

As directed by you, I have made an audit of the books and accounts of the town of Hamilton for the year ending December 31, 1950, and submit the following report thereon :
An examination and verification was made of the recorded financial transactions of the town as shown on the books of the departments receiving or disbursing money or committing bills for collection.
The books and accounts in the town acountant's office were examined and checked. The receipts, as recorded on the ledger, were checked with the records of the several departments making payments to the treasurer and with the treasurer's books, while the recorded payments were checked with the treasury warrants issued by the selectmen and with the treasurer's

cash book. The appropriations and transfers, as recorded on the ledger, were checked with the town clerk's records of town meetings and with the records of the finance committee. A trial balance was taken off, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town as of December 31, 1950.
In checking the paid vouchers on file it was noted that the assessors received, in addition to the salary fixed for their office by the town, addi- tional compensation for services rendered, although such compensation was not authorized by vote of the town under Section 4A, Chapter 41, General Laws, which reads as follows :
"Except as otherwise expressly provided. a town board may, if authorized by vote of the town, appoint any member thereof to an- other town office or position for the term provided by law, if any. otherwise for a term not exceeding one year. The salary of any such appointee shall be fixed by vote of the town, notwithstanding the pro- visions of section one hundred and eight. In this section, the word "town" shall not include city."
The books and accounts of the town treasurer were examined and checked. The cash book additions were verified. and the recorded receipts were analyzed and compared with the records of the departments making payments to the treasurer. The disbursements by the treasurer were com- pared with the selectmen's warrants authorizing the disbursement of town funds.
The treasurer's cash balance on January 5, 1951 was proved by recon- ciliation of the bank balances with statements furnished by the banks of deposit and by actual count of cash in the office.
The transactions of the several trust and investment funds in the custody of the town treasurer were verified, and the savings bank books representing the investment of these funds were examined and listed.
The payments on account of debt and interest were proved by examin- ation of the cancelled bonds and coupons on file and by comparison with the amounts falling due during the period covered by the audit.
The records of tax titles held by the town were examined and checked with the deeds on file. The amounts added to the tax title account were compared with the collector's records, and the tax titles on hand were listed, proved. and checked with the records at the Registry of Deeds.
The deductions from employees' salaries for federal taxes and the re- tirement fund were listed and reconciled with the amounts paid to the federal government and the Essex County Retirement Board.
The failure of the treasurer to report to the town accountant for sev- eral months the amount of receipts collected by him caused delay in the final closing of the books for the year. thereby increasing the cost of the audit to the town.
The books and accounts of the town collector were examined and checked in detail. The commitment lists of poll and property taxes, mo- tor vehicle and trailer excise, and assessments for the year 1950 were ana- lyzed and the totals were proved with the assessors' warrants authorizing

their collection. The taxes outstanding at the time of the previous exam- ination were also audited, the payments to the treasurer, abatements, and additions to the tax title account being verified, and the outstanding ac- counts being listed and proved.
The commitments of water and cemetery accounts were examined and checked. The payments to the treasurer and the abatements were verified, and the outstanding accounts were listed and proved.
Verification notices were mailed to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
The work of the town collector has been performed accurately and effiiently.
The Town Clerk's records of receipts on account of dog and sporting licenses issued were examined and checked, the payments to the treasurer and the Division of Fisheries and Game being verified.
In addition to the departments and accounts mentioned, the records of all other departments wherein money is collected for the town or in which charges originate were examined and checked in detail.
The surety bonds furnished by the several officials were examined and found to be in proper form.
In addition to the balance sheet referred to, there are appended to this report tables showing a reconciliation of the treasurer's cash, summaries of the tax, motor vehicle and trailer excise, assessment, tax title, depart- mental, and water accounts, together with tables showing the condition and transactions of the trust and investment funds.
While engaged in making the audit, cooperation was received from all the officials of the town, for which, on behalf of my assistants and for my- self, I wish to express appreciation.
