Article 4. Moderator : "To see if the Town will authorize the School Building Committee appointed by vote of the Town under Article 2 of the Warrant for the special town meeting held July 16, 1956, to employ architects to prepare final plans for the construction of an elementary school, consisting of twelve class rooms, physical education room, cafe- teria, auditorium, offices and incidental rooms, playing fields, landscap- ing, access and paved areas, to raise and appropriate a sum of money for the foregoing purposes, and to determine the manner in which the appropriation is to be raised, whether by taxation, transfer of available funds or otherwise, or take any action thereon or relative thereto."


Mr. Donald L. Miller: "I would like to point out that under Articles 4 and 5 there has been a misprint in the Warrant. Under the two motions to be made under Article 4 and 5, the differences will be Plan A

and Plan B. In Plan A we have two main rooms, in Plan B we have one. If Article 4 carries, Article 5 will be tabled. These articles do not need a two-thirds vote; they require a majority vote. Under Article 4 we will have two main rooms, physical education room and a separate gym. Article 5 will be without a separate gym. The money that will be asked for under 4 will be $30,000, under 5 will be $28,500. This is to employ the architects.


Moved by Mr. Donald L. Miller and duly seconded : "That the School Building Committee appointed by vote of the Town under Article 2 of the Warrant at a special town meeting held July 16, 1956, be authorized to employ architects to prepare final plans for the construction of an ele- mentary school consisting of twelve class rooms, a physical education room, a cafeteria combined with an auditorium, offices and incidental rooms, playing fields, landscaping, access and paved areas and that the sum of $30,000 be raised and appropriated for such purpose."


At the conclusion of voting by secret ballot, the Moderator an- nounced the vote to be :

Moderator : "In view of the affirmative vote on Article 4, Article 5 will be eliminated."


Article 5. If the Town does not vote in the affirmative to employ architects referred to under Article 3 of this Warrant, to see if the Town will vote to authorize the School Building Committee appointed by vote of the Town under Article 2 of the Warrant for the special town meeting held July 16, 1956, to employ architects to prepare final plans for the construction of an elementary school consisting of twelve class rooms, physical education room, cafeteria-auditorium, office and incidental rooms, playing fields, landscaping, access and paved areas, to raise and appropriate a sum of money for the foregoing purposes, and to deter- mine the manner in which the appropriation is to be raised, whether by taxation, transfer of available funds or otherwise, or take any action thereon or relative thereto.


Article 6. Moderator: "To see if the Town will vote to transfer from available funds the sum of $2,000.00 to the Water Department to be used for the purpose of cleaning and washing wells, or take any other action thereon or relative thereto."


Moved by Mr. Gordon L. Thompson and duly seconded : "That the sum of $2,000 be transferred from the Excess and Deficiency Account to the Water Department to be used for the purpose of cleaning and wash- ing wells."


Moderator : "In view of the fact that this comes out of the Excess and Deficiency Account, a two-thirds vote is required.


Voice vote. Motion unanimously carried.

Article 7. Moderator : "To see if the Town will vote to amend Sec- tion VI of the Protective By-Law by deleting the proviso at the end of said Section VI and by substituting the following two provisos :


provided that one building and its accessory buildings may be erected on any lot which could not be made to conform to the require- ments as to minimum lot area and frontage at the time of adoption of this Protective By-Law or of any amendments thereto increasing such requirements, and provided further that the Board of Appeals may grant a special permit for an exception from the above requirements for any lot in Residence District A subject to the conditions that such lot shall have a frontage on a public way, shall have been recorded with the Reg- istry of Deeds or assessed as a separate lot or lots on or before January 1, 1954, shall be adjacent to a lot on which a building existed on January 1, 1954, and shall be located in a neighborhood in which substantially all other lots are of comparable size and had dwellings existing thereon on January 1, 1954, and that such exception shall be in harmony with the general purpose and intent of the Protective By-Law, and subject also to such further conditions and safeguards as the Board of Appeals may determine, or take any other action thereon or relative thereto."


Moved by Mr. George Cutler, Jr., and duly seconded: "That the Protective (Zoning) By-Law of the Town be amended by deleting the proviso at the end of Section VI of said By-Law and substituting in place thereof the following two provisos :

ning Board for the purpose of studying the advisability of establishing a Regional School District, and making recommendations relative thereto, pursuant to Chapter 71 of the General Laws Section 14 to 161 inclusive, and to raise and appropriate or transfer from available funds a sum of money to defray expenses of said Committee, acting alone or as part of a Regional School District Planning Board, or take action thereon."


Moved by Mr. Allan MacCurrach and duly seconded : "That a spe- cial unpaid committee to be known as the Regional School District Plan- ning Committee be created, to consist of three members, including one member of the School Committee, all to be appointed by the Moderator, which committee shall be authorized to join with a comparable committee or committees from one or more neighboring town or towns to form a Regional School District Planning Board for the purpose of studying the advisability of establishing a Regional School District and make rec- ommendations relative thereto, pursuant to Chapter 71 of the Massachu- setts General Laws, Sections 14 to 161 inclusive.


Voice vote. Motion unanimously carried.


Article 9. Moderator: "To act on any other matter that may legally come before said meeting."

REPORT OF THE FIRE DEPARTMENT


To the. Honorable Board of Selectmen :


The Engineers of the Fire Department herewith submit their report for the year ending December 31, 1957.


The Department responded to 99 alarms during the year.


The amount of hose laid : 3/4"-1415 feet; 12"-1450 feet; 22"- 400 feet.


The amount of water used from booster tanks was 32,900 gallons. 350 feet of 12" hose and 1000 feet of 3/4" hose was purchased.
