Moved by Mr. Richard Preston and duly seconded: "That the Town accept the provisions of sections sixteen to sixteen I, inclusive, of chapter seventy-one of the General Laws, providing for the establish- ment of a regional school district, together with the Town of Wenham, and the construction, maintenance and operation of a regional school by the said district in accordance with the provisions of a proposed agree- inent filed with the selectmen."
Mr. James Edward Hall, member of the Regional School District Planning Committee, explained that the Regional School Committee had caused a booklet to be distributed to every household on May 16th so that the people could go over the information in their own homes. Also, that the Committee felt very strongly that Hamilton should join with Wen- ham in a Region District.
Moderator : "Are you ready for the question ? To see if the Town will vote to authorize the Selectmen to acquire by purchase or eminent domain for parking, park or other public purposes as may be determined, all or a portion of land with buildings thereon on the easterly side of Bay Road in the South Hamilton Depot Square containing 14,900 square feet, more or less, formerly owned by the Boston and Maine Rail- road and now acquired by Fairfield Estates Trust as shown on a plan entitled 'Land in Hamilton, Massachusetts, Boston and Maine Railroad to Henry F. Larchez, Tr.' by J. F. Kerwin, Engineer, on file with the Town Clerk, and to appropriate a sum of money therefor, said appropri- ation to be transferred from the Excess and Deficiency Fund, or take any action thereon or relative thereto; provided that if any such acquisition shall impose a financial obligation on the Town to maintain a railroad waiting room and other facilities as provided in the conveyance from said Railroad to said Trust then the Selectmen shall apply to the General Court for a special act authorizing the Town to assume said obligation."

REPORT OF THE WATER SUPERINTENDENT
To the Board of Water Commissioners:
GENTLEMEN :
I respectfully submit my report as Superintendent of the Water Department for the year ending December 31, 1959.
The Department has installed forty-three new house services during the year which makes a total of fifteen hundred and six connected to our distribution mains. We have received many calls from our customers in regard to the cellar shut-off valves not operating properly, in which case we have had to remove and repair.
Fluoridation samples have been taken daily and tested and the results reported to the State Department of Public Health.
Water samples have been taken and sent to the State Department for bacterial and chemical analysis in accordance with State requirements.
Water meters have been read and bills sent out semi-annually in accordance with our program.
The usual requirements necessary to the operation of a Water De- partment such as repairing leaks, meters, hydrants, turning on and off of house services, laying mains and maintenance of pumping equipment have been made during the past year.
The total amount of water pumped during the year of 1959 exceeded last year by 27,373,550 gallons which the following figures will indicate :

REPORT OF THE HAMILTON SCHOOL BUILDING NEEDS COMMITTEE
To the Citizens of Hamilton:
The School Building Needs Committee is charged with the responsi- bility of keeping abreast of the classroom needs in the community in light of growth trends in the town.
Presently, our greatest need for classroom space is at the high school level. During this past year, the towns of Hamilton and Wenham formed a Regional School District and appointed a Regional School Committee to plan the construction of a Regional High School.
A new high school is a definite necessity. The School Building Needs Committee urges the citizens of the town of Hamilton to cooperate fully with the Regional School Committee in meeting this vital need.
With the construction of a new high school and its opening, hope- fully, by September, 1962, the present junior-senior high school will be utilized as a junior high school to house grades seven and eight.
Our school population continues to grow. We are, then, watching closely our needs at the elementary school level although at the present time we have no imperative need for additional classroom space at this level. However, based on the continual growth in our enrollments, we anticipate the need for more classrooms in our elementary schools within the next few years.

REPORT OF THE SCHOOL BUILDING COMMITTEE FOR THE NEW ELEMENTARY SCHOOL
To the Citizens of the Town of Hamilton:
On Wednesday, September 9, 1959, grades 4, 5 and 6 happily occu- pied the new Winthrop School.
The Building Committee and the School Committee held an open house day on Sunday, October 4, 1959, for the citizens of the town.
