We have in service seven hose-reels, all of which are pro- vided with horses, but no drivers. As a consequence, this very necessary portion of the apparatus remains in quarters in case of alarm until a member comes in from the street. Thus inexperienced men are in many cases required at a moment's notice to drive apparatus, which they cannot do with safety to themselves, nor the property placed in their charge. As a matter of economy, both in horse-flesh and apparatus, as well as to afford that protection to our citizens which they have a right to expect, the question of the above increase cannot longer be delayed.

The necessity for a chemical engine continues as urgent as when called to the attention of the City Council in 1880.
The substituting of steam for furnaces in the City Hall and the several school-buildings, with reference especially to its safety.
The placing of fire-escapes on school-buildings occupied in third stories and above ; also fire-alarm stations in each of these buildings.
With the establishment of fire limits, a competent officer should be appointed as building inspector.
FIRES AND ALARMS.
The department has responded to 59 alarms, a decrease of 19 from the previous year.

APPROPRIATIONS, EXPENDITURES, AND RECEIPTS.
The appropriation for this department, including the fire- alarm telegraph, for the year ending Dec. 31, 1882, was $23,000.
To this was added, by vote of the City Council, the re- ceipts, amounting to $73.00.

The overdraft in excess of the appropriation was caused by the epidemic among the horses at Nos. 1 and 2 Stables.

Cautions to Persons Holding Signal-Box Keys.
Never open a box, or touch the apparatus, except in case of fire.
Never sound the alarm for a fire seen at a distance, unless assistance is called for.
Be reasonably sure there is a fire before sounding the alarm.

Be sure your box is locked before leaving it.
Never let the key go out of your possession, except to some responsible person, to give an alarm of fire, and be sure the key is returned
If you remove from your house, or place of business, return the key to the Chief of Fire Department, City Hall.
Directions in Case of Fire.
Get the key to the nearest box to the fire; open the box ; pull the hook all the way down once, and let go. If you hear no sound from the bells, or tapper in the box, pull again. If you fail the second time, go to the next nearest box and do the same, but do not touch any other box if the nearest one gives the alarm.
Remain at the box, if possible, after giving an alarm, to direct the firemen to the fire.
No person will give alarms for the same fire (after the first alarm has been given) without an order from the Chief or Assistant Engineer.
Citizens are earnestly requested to keep themselves informed as to the location of keys to signal-boxes. Signs over each box will give the de- sired information.

1-111 (thirteen) once. - No session all grades, at 7.30 A.M. Schools to close for the day at 1.15 P.M.

1 - Blow for test at 11 45 A. M. and 5 45 P.M. (Sundays, 12.15 P.M )'
1-1-Two blows will be given when the companies in service at fires have "made up."
Should an alarm occur from another box before this signal is struck, companies answering second will immediately answer on first; com- panies answering third will answer second.
1-1-1 (three blows). - General alarm, and calls entire Fire Depart- ment
14 blows, followed by the box number, will assemble the police, in case of emergency.
