GENTLEMEN, - In compliance with Sect. 5 of Ordinance IX, approved December, 1882, relating to the City Engi- neer's Department, the following Report, "giving in detail the cost of all special work of the Highway Department, the expenses of the City Engineer's Department, the number of persons employed therein, and a description of the work done," for the year 1882, is respectfully submitted.
HIGHWAYS.
The management of the highways, the ordinary repairs, the building or rebuilding of all streets, drains, culverts, sidewalks, etc., the gravel lands, and public squares or parks, have been under the general direction of the Standing Com- mittee on streets, ways, sidewalks, drains, and sewers, the Highway Surveyors, and the Joint Standing Committee on Highways, consisting of Alderman Charles C. The immediate charge of the execution of the work has been under the direction of William E. Fuller, Superintend- ent of Streets, assisted by George E. Stuart in Wards 1, 2, and 7, John J. Ware in Wards 4 and 5, and John A. Peck in Ward 6.
The policy of the Highway Committee and the Superin-

tendent of Streets for the past two years has been thorough work in whatever was undertaken, and the results are already apparent in the greatly improved condition of the highways. I think it can be safely said that the streets of Newton were never in better condition than to-day.
Should the department be managed with equal wisdom, and receive as liberal support from the City Council, for the next few years, the highways will undoubtedly be brought to a state of perfection second to none in the State, and one of which every citizen may justly be proud. The economy of this system, while it may not be apparent by a reduction in the amount of the appropriation required for the mainte- nance of the highways, will be felt, by every person travel- ling over them, by the decreased wear and tear on horse and wagon.
The continuous use of the steam road-roller, purchased in May, 1881, has materially changed the method of the con- struction and repair of our highways; and their improved condition, wherever it has been used, is apparent, not only in the comfort and convenience of persons using the same, but in the economy of their maintenance.
The department as at present arranged is divided into four districts, under the Superintendent of Streets and three assistants.
The horses of the department occupy the stables jointly with those of the Fire Department, and are subject to the demands and calls of that department. The district under Mr. Stuart is subdivided into two, - Newton and Newton- ville ; and that under Mr. Ware, into three, - Auburndale, Newton Lower Falls, and Newton Upper Falls.
Under the efficient management of the Superintendent of Streets, there is scarcely a day that the full force of the de- partment cannot work to advantage. As at present arranged, the concentrated action of the force cannot be obtained, and the Highway Committee have under consideration the advis- ability of placing the whole force of the north side of the city at some central point, as at Newtonville; thus separating

the Fire and Highway Departments. This would undoubt- edly result in great advantage to the Highway Department, enabling the superintendent to concentrate his forces, and carry on the work with greater economy.
