REPORT.
To His Honor the Mayor and the City Council:
GENTLEMEN :- In accordance with the requirements of the Public Statutes and the ordinances of the city, the Board of Health herewith submits the report of its doings for the year ending Dec. 31, 1891.
Very much of the work of the Board is of such a character that it is impossible to give a detailed report of the same, and might be unwise were it possible. Up to a certain point it is within the power and province of the individual to look after the things pertaining to his own health and that of others, while beyond that point it neces- sarily falls upon the community at large to do the same. Should the individual neglect or refuse to do that which devolves upon him, then it becomes the duty of this Board, as the representative of the public welfare, to enforce or carry out that work. Again, where there is more than one party concerned in the abatement of certain troubles, one or more may be able to prevent the rest from accomplishing what is desirable, and here the powers given the Board have to be utilized for the benefit of all. To do this without an- noyance or friction to the parties interested has been the aim of the Board, and much time and thought have been given by the members towards securing the best results possible.
