We have examined the bonds and notes paid during the year and have found them to be duly paid and cancelled, with the ex- ception of school bond for $1,000, due August 1, which has not been redeemed by the owner, and for which Treasurer's check is still outstanding.
We would call attention to the fact that the collections of the Moth Department, amounting to over $1,000 for the past year, are made by the Superintendent of that Department. Article IV, Section 5, of the Town By Laws reads as follows: "The Treasurer shall be the collector of all sums of money payable to the Town, not otherwise specially provided for by Statutes, or by the By Laws," which calls for a change in the method of handling of these accounts.
We also wish to call attention to Article V, Section 1, of the By Laws relating to contracts by Town Officers :
" ARTICLE V
CONTRACTS BY TOWN OFFICERS
SECT. 1. No member of the Board of Selectmen or any officer of the Town authorized to make any contract or agreement in behalf of the Town for labor, materials, goods, wares or merchandise fur- nished to the Town, or for a loan of money, shall be interested in a private capacity, either directly or indirectly, in such contract, agree- ment or loan ; nor shall either directly or indirectly, for himself, or for any other person, receive any commission, discount, bonus,

present or reward from the persons making such sale, loan, contract or agreement, for furnishing such materials, goods, wares or merchan- dise."
In our opinion, the pay rolls of the Cemetery Department are not properly receipted and we have not approved them.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Reading qualified to vote in elections and Town affairs to meet in Lower Lyceum Hall, in said Reading, on Monday, the seventh day of March, A. D. 1910, at six o'clock in the fore- noon, to act on the following articles, viz :

To bring in their votes on one ballot for Town Clerk, Selectmen, Overseers of the Poor, one member of the Board of Assessors for three years, Treasurer, Collector of Taxes, one member of Board of Health for three years, two Constables, one Water Commissioner for three years, one Water Commissioner for two years unexpired term, one Water Commissioner for one year unexpired term, one member of the Municipal Light Board for three years, two Trustees of Laurel Hill Cemetery for three years,two Trustees of the Public Library for three years, two members of the School Committee for

Art. 4. To determine how much money the Town will raise and appropriate for Schools, Incidental School Expenses. Repairs of Highways, Bridges and Sidewalks, Sprinkling Streets, Removing Snow and Ice, Concrete Sidewalks and Edgestones (providing abutters pay one-half),Fire Department, Police Department, Moth Department, Forest Warden, Support of Poor, Salaries of Town Officers, State and Military Aid, Soi- diers' Relief, Printing, Abatement of Taxes, Town Buildings, Cemetery, Public Library, Memorial Day,Board of Health, Care of Old South Clock, Interest Account. Care and Improvement of Common, Mayall Park and Elm Park, Election Expenses, Concrete Work, Miscellaneous Expenses, Tree Warden and Rent of Playground.
Art. 5. To see what sum the Town will raise and appro- priate with the receipts of the Municipal Light and Power De- partment for the year 1910, for maintenance, operation, re- pairs, and new construction of said plant, and for payment of Bonds, Notes, Interest and Depreciation due by said plant dur ing this year, or what they will do in relation thereto.
Art. 6. To see if the Town will authorize the Municipal Light Board to extend its lines to the Town of North Reading, or what they will do in relation thereto.
Art. 7 To see if the Town will raise and appropriate the sum of seventy-five hundred dollars ($7,500) to extend the

lines of the Municipal Light and Power Department to the Town of North Reading, or what they will do in relation there- to.
Art. S. To see if the Town will raise and appropriate the sum of twelve hundred and seven dollars and fifty-five cents ($1,207.55) to make up the deficiency in the street lighting appropriation for 1909, or what they will do in relation thereto.
Art. 9. To see if the Town will authorize the Municipal Light Board to install an incandescent street lamp on Green street, near the corner of Elliot street, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 10. To see if the Town will authorize the Municipal Light Board to install an incandescent street lamp on Arlington street, midway between Woburn and Prescott streets, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 11. To see if the Town will authorize the Municipal Light Board to install incandescent street lamps on High street at the corner of Middlesex avenue, also junction of High and Woburn streets and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 12. To see if the Town will authorize the Municipal Light Board to install an incandescent street lamp on Pleasant street, at the corner of Parker street, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 13. To see if the Town will authorize the Municipal Light Board to install a Tungsten light on a pole on Berkeley street, midway between Woburn and Fremont streets, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 14. To see if the Town will authorize the Municipal Light Board to install an arc or incandescent light at the

intersection of Scotland road and South Prospect street,and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 15. To see if the Town will authorize the Municipal Light Board to install an arc or incandescent light on Mid- dlesex avenue, midway between High and Vine streets, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 16. To see if the Town will authorize the Municipal Light Board to install an arc or incandescent light on Grand street, north of Middlesex avenue, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 17. To see if the Town will authorize the Municipal Light Board to install an arc or incandescent light at or near the residence of J. B. Nichols, on North Main street, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art.18. To see if the Town will authorize the Municipal Light Board to install an arc or incandescent light on West street, at the junction of Summer avenue and Willow street, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 19. To see if the Town will authorize the Municipal Light Board to install an arc or incandescent light at the corner of Grove and Franklin streets, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 20. To see if the Town will vote to renew the storage battery, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 21. To see if the Town will vote to purchase a pung for Hose four, and how much money they will raise and

Art. 22. To see if the Town will vote to paint Hose Houses three and four on the outside, and Hose House two on the inside, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 23. To see if the Town will vote to locate a Fire Alarm box at the corner of Temple street and Summer avenue, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 24. To see if the Town will vote to locate a Fire Alarm box on West street, at or near the J. B. Severance estate, and how much money they will raise and appropriate therefor, or what they will do in relation thereto.
Art. 25. To see how much money the Town will raise and appropriate for service pipes, hydrant rental, water for drinking fountains, water for street sprinkling, interest on water loan and maintenance of water works, or what they will do in relation thereto.
Art. 26. To authorize the Town Treasurer, with the approval of the Selectmen, to borrow during the municipal year beginning January 1, in anticipation of the collection of taxes for said year, such sums of money as may be necessary for the current expenses of the Town, but not exceeding the total tax levy for said year, giving the notes of the Town therefor, payable within one year from the dates thereof. All debts incurred under authority of this vote shall be paid from the taxes of the present municipal year.
Art. 27. To determine the compensation of the Collector.
Art. 28. To see if the Town will raise and appropriate the sum of fifty dollars ($50) for the purpose of furnishing electricity for lighting Grand Army Hall on Haven street, or what they will do in relation thereto.
Art. 29. To see if the Town will raise and appropriate the sum of thirty-three hundred ninety dollars ($3390) to meet the interest on School House notes and bonds.

Art. 30. To see what action the Town will take to meet the payment of the High School house lot note for two thousand dollars due April 21, 1910.
Art. 31. To see what action the Town will take to meet the payment on the High School house bonds for three thousand dollars due August 1, 1910.
Art. 32. To see what action the Town will take to meet the payment of the High School house bonds for five thousand dollars due November 1, 1910.
Art. 33. To see what action the Town will take to meet the payment of the High School house note for one thousand dollars due December 3, 1910.

Art. 35. To see if the Town will purchase land for playground, and how much money they will raise and ap- . propriate or otherwise provide for that purpose, or what they will do in relation thereto.
Art. 36. To see if the Town will vote to raise and appro- priate nine hundred seventy-five dollars ($975) to pay for inspection of beef for 1909, or what they will do in relation thereto.
Art. 37. To see if the Town will raise and appropriate the sum of two hundred dollars ($200) toward band concerts the coming summer, or what they will do in relation thereto.
Art. 38. To see how much money the Town will raise and appropriate, or otherwise provide, to make a thorough re- valuation of the property of the Town and publish same in a book, and to see what instructions they will give the Board of Assessors, or what they will do in relation thereto.

Art. 39. To see if the Town will instruct all Town Officers placing Fire Insurance, to use the Blanket Form, or what they will do in relation thereto.
Art. 40. To see if the Town will instruct its several officials to hereafter secure its insurance through the Town Treasurer, or what they will do in relation thereto.
Art. 41. To see if the Town will authorize the Board of Selectmen to employ a Clerk, and how much money they will raise and appropriate for that purpose, or what they will do in relation thereto.
Art. 42. To hear and act on the report of the Selectmen on the laying out of Highland ave. and Vine place, from High street to Mineral street, and to determine if the Town will raise and appropriate the sum of three hundred dollars ($300) for that purpose, or what they will do in relation thereto.
Art. 43. To see if the Town will authorize and instruct its Treasurer to keep all money which may hereafter be received for the sale of Cemetery Lots separate from all other money of the Town, and deposit the same in the Savings Bank or banks, when received. All money so received together with the income thereof, shall be known as "The Cemetery Fund," and shall be kept intact until such time as the Town shall vote to use the whole or any part thereof, for the care or improve- ment of the Cemetery, to which use it is hereby set apart and appropriated, or what they will do in relation thereto.
Art. 44. To see if the Town will vote to remove the elevation on Winthrop avenue, near Lowell street, and how much money they will raise and appropriate for that purpose. or what they will do in relation thereto.
Art. 45. To see if the town will widen the sidewalk on the westerly side of Main street, at the curve near the Oid South M. E. church, and how much money they will raise and appropriate for that purpose, or what they will do in relation thereto.

Art. 46. To see if the Town will amend its By Laws so that the annual town meeting for the transaction of business may be held on some day other than the first Monday in March.
Art. 47. To see if the Town will vote to furnish creosote free to citizens of the Town to paint gypsy moth nests, or what they will do in relation thereto.
Art. 48. To hear and act on the report of the Selectmen in relation to guide posts, and to determine if the Town will raise and appropriate the sum of fifty dollars for the repair of the same.
Art. 49. To see what instructions the Town will give the Board of Selectmen in relation to filling vacancies which may occur on the Finance Committee.
Hereof fail not, and make due return of this warrant witl: your doings thereon, to the Town Clerk, at or before the time appointed for said meeting.
