During the year 366 volumes have been added to the library ; 313 by purchase and 53 by gift. On the first of January, 1909, the library contained 11,354 volumes. During the year 40 volumes have become worn out, and have not been replaced. The net gain, therefore, was 326 volumes, making the total number in the library at the close of the year, or December 31, 1909, 11,680 volumes. The circulation for the year was 18,176 volumes, the largest circula- tion in any single month being 1,865, during March; and the smallest, 1,301, during August. The librarian reports that the number of card holders registered since June, 1908, is 1,420.


The circulation is not so great as it should be, and we particu- larly call the attention of our citizens to the facilities afforded for instructive and recreative reading. We believe that many persons who are not now card holders would become patrons of the library if they were acquainted with what it contains. Any person who wishes to select a book by directly examining the shelves will be given an opportunity to do so, upon application to the librarian, and although there are doubtless many volumes in the collection that have become somewhat out of date on account of the lapse of time since they were purchased, nevertheless there is a well selected supply of recent and timely publications in the various departments of literature, always available. The purchases of the present year

include important books in history, biography, travel, and upon the questions of the day. The best novels have been bought, and there are many works for young readers among the recent acces- sions. The teachers in our public schools are especially invited to become familiar with what the library offers, and we will gladly co-operate with them in providing books for the use of their pupils. Suggestions for purchase are welcomed, and books requested will be purchased if within our resources.


We recommend that the sum of $1,000 be raised and appro- priated, in addition to the appropriation of the dog tax, for the sup- port of the library during the coming year. It has been suggested, and the librarian endorses the suggestion, that the service hours of the library be extended by opening on every week day. If this were done the expense for salaries would be somewhat increased. We desire to meet the wishes of the patrons of the library in this extension of opening, if there is a general demand for it; and sug- gest that if it is wanted an additional fifty dollars, at least, should be appropriated.


We commend the attention given by the librarian during the year to the administration of the library. Her interest in her work has not been perfunctory, and her fidelity should be acknowledged here.


The terms of Messrs. Wadlin and Manning expire with the present year.

In order to meet the obligations of the Town the past year I have been obliged to issue notes of the Town to the amount of $105,000.00 for temporary loans in anticipation of taxes, which is in excess of any previous year. $50,000.00 of this amount has been paid, leaving a balance of $55,000.00 unpaid.


The average daily balance of temporary loans for the year 1909 was. $70,657.53.


The average rate of interest on temporary loans for the year 1909 was 3.40 per cent.


I have sold four $1,000.00 four per cent. Coupon Water Bonds which mature, one in 1928 and three in 1929.


For the purpose of extending the Municipal Light lines to the Town of Lynnfield. Mass., I have issued two notes of the Town, one for $1,000.00 and one $1,500.00, maturing in 1910 and 1911 respectively, bear -. ing 4 per cent. interest.
