Summary


The proposed measure provides that every former public employee, other than a judge, who is pensioned or retired for disability, shall report to his retirement authority, annually, his earnings from gainful occupation during the preceding year; and that, if such earnings, plus the pension, exceed the regular compensation of the position formerly held, the pensioner shall refund that portion of his pension equal to such excess or the entire pension if such excess is greater than the pension. A refund, if required, shall not include any part of a pension represented by salary deductions from or special purchase by the former employee. The requirement of a refund is not applicable to income received in or prior to 1958.

The meeting was called to order by the Moderator, Kenneth C. Latham at 8:10 P.M.


The invocation was delivered by Rev. Bruno J. Visco, of the Uni. tarian Church.


The warrant was partially read by the Town Clerk when, on motion of Lawrence Drew it was voted to dispense with further reading of the warrant except the Constable's Return which was then read by the Town Clerk.


Supplemental Report of The Finance Committee


ARTICLE 1. The Finance Committee wishes to amend its report previously filed, as follows:


By striking out the sum of $1100.00 under Article 13 and substituting therefor the sum of $1,000.00 so that the report of the Finance Committee under Article 13 reads as follows: Recommend transfer of $1000.00 from School Transportation.


By striking out the sum of $900 under Article 14 and substituting therefor the sum of $1400.00 so that the report of the Finance Committee under Article 14 reads as follows: Recommend transfer of $1400.00 from School Maintenance.


By striking out the recommendation under Article 15 and substi- tuting therefor the following: Recommend transfer of $2000.00 from Storm Drains Construction Expense Account and $2000.00 from Sidewalk Construction Salaries Account and that the sums aggregating $4000.00 be appropriated as follows:

Resume of Progress to December 5, 1958


1. Booster Pumping Station - Lothrop Road


Pumping Station underground chamber and pipe connections com- pleted - one pump has been installed, contractor has all other equip- ment ready for installation with the exception of electrical controls.


Contractor has given the period December 15 to 25 as final com- pletion date.


2. First .75 MGD Gravel Well, etc. - Revay Brook


(A) Gravel Packed Well completed, test pumped, approved.


(B) Brick Pumping Station building erected - rapidly nearing completion.


(C) Pumping Equipment Contractor guarantees completion of pump installation by January 30, 1959.


(D) Connecting Water Main (10") from Revay Brook Pumping Station No. 1 to Willow Street has been advertised for bid opening on December 15, 1958 (26 contractors have taken out plans and specifi- cations to date).


3. Westerly Loop Main (12") with Connections


This 12" Water Main, running from Lowell Street to Jacob Way, is a part of the bid advertised for opening December 15, 1958.


During the past two months, some 2,000 lineal feet of this water main has been installed; on Willow Street, from Lowell Street to the Boston & Maine Railroad by contract, and on West Street, under New Route 93 by Town forces.


4. Second .75 MGD Gravel Well, etc. - Revay Brook


Two "clusters" or groups of test wells have been driven, test- pumped,, and approved by the State Department of Public Health as suitable Gravel-Wall Well locations in Revay Brook Meadow. The Consulting Engineers retained by the Board of Public Works, Weston & Sampson, are deliberating on the location to be recommended by them for the Second Gravel Well. Eventually, both "clusters" may be developed into gravel wells, possibly with submersible pumps.


5. Land Takings - Revay Brook, Easements


All land takings in the Revay Brook area have been made, and land damages paid. A total of 19.91 acres of land takings were peace- ably negotiated with four separate owners, and the total sum of $13,900.00 has been paid to said owners.


In addition, a standpipe site of .73 Acres off Lothrop Road has been secured for $1,000.00.


Four easements for 10" connecting Main and 12" Westerly Loop Main are now being completed, for nominal land damage payments.


On motion of Lawrence Drew it was voted that Report be accepted and placed on file.


On motion of Lawrence Drew it was voted that Article 1 be laid on the table.


ARTICLE 2. On motion of Lawrence Drew it was voted that the sum of Two Hundred Dollars ($200.00) be transferred from the Aid to Dependent Children, Aid Account, and be appropriated for the

Selectmen's Expense Account, which appropriation is to be added to the previous appropriation for the Selectmen's Expense Account, and that the Town Accountant be and he hereby is authorized and in- structed to transfer said sum to said Selectmen's Expense Account to carry out the purpose of this vote.


ARTICLE 3. On motion of Rudolf Sussmann it was voted that the sum of One Hundred Fifteen Dollars ($115.00) be transferred from the John Street Laundry Building Demolition Account and be appropriated for the Municipal Building Maintenance Account, which appropriation is to be added to the previous appropriation for the Municipal Building Maintenance Account, and that the Town Accountant be and he hereby is authorized and instructed to transfer said sum to said Municipal Building Maintenance Account to carry out the purpose of this vote.


ARTICLE 4. On motion of James E. Calvin it was voted that the sum of Eleven Hundred Dollars ($1100.00) be transferred from the Aid to Dependent Children, Aid Account, and be appropriated for the Election and Registration Expense Account, which appropriation is to be added to the previous appropriation for the Election and Registration Expense Account, and that the Town Accountant be and he hereby is authorized and instructed to transfer said sum to said Election and Registration Expense Account to carry out the purpose of this vote.


ARTICLE 5. On motion of Lawrence Drew it was voted that the sum of Twenty-five Hundred Dollars ($2,500.00) be transferred from the Disability Assistance, Aid Account, and the sum of Two Thousand Dollars ($2,000.00) be transferred from Surplus Revenue, and that said sums aggregating Forty-five Hundred Dollars ($4,500.00) be appropri- ated for the Veterans Benefits Aid Account, which appropriation is to be added to the previous appropriation for the Veterans Benefits Aid Account, and that the Town Accountant be and he hereby is author- ized and instructed to transfer said sums to said Veterans Benefits Aid Account to carry out the purpose of this vote.


ARTICLE 6. On motion of Rudolf Sussmann it was voted that the sum of One Hundred Twenty-five Dollars ($125.00) be transferred from the John Street Laundry Building Demolition Account and be appropriated for the Parking Area Maintenance Account, which ap- propriation is to be added to the previous appropriation for the Parking Area Maintenance Account, and that the Town Accountant be and he hereby is authorized and instructed to transfer said sum to said Parking Area Maintenance Account to carry out the purpose of this vote.


ARTICLE 7. On motion of James E. Calvin it was voted that the sum of Two Hundred Fifty Dollars ($250.00) be transferred from the John Street Laundry Building Demolition Account and be appropriated for the Board of Appeals Expense Account, which appropriation is to be added to the previous appropriation for the Board of Appeals Expense Account, and that the Town Accountant be and he hereby is authorized and instructed to transfer said sum to said Board of Appeals Expense Account to carry out the purpose of this vote.

ARTICLE 8. On motion of James E. Calvin it was voted that the sum of Two Hundred Ten Dollars ($210.00) be transferred from the John Street Laundry Building Demolition Account, and the sum of Forty Dollars ($40.00) be transferred from the Veterans' Benefits Pension Account, and that said sums aggregating Two Hundred Fifty Dollars ($250.00) be appropriated for the Memorial Day Observance Account, which appropriation is to be added to the previous appropriation for Memorial Day Observance Account, and that the Town Accountant be and he hereby is authorized and instructed to transfer said sums to said Memorial Day Observance Account to carry out the purpose of this vote.


ARTICLE 9. On motion of Rudolf Sussmann it was voted that Article 9 be indefinitely postponed.


ARTICLE 10. On motion of Lawrence Drew it was voted that the sum of Seventeen Hundred Dollars ($1,700.00) be transferred from the Interest Account, and the sum of Eight Hundred Dollars ($800.00) be transferred from the Aid to Dependent Children, Aid Account, and the sum of One Hundred Dollars ($100.00) be transferred from the Disability Assistance, Aid Account, and the sum of Three Hundred Dollars ($300.00) be transferred from the Veterans' Benefits Pension Account, and the sum of Three Thousand Eight Hundred Fifty Dollars ($3,850.00) be transferred from Surplus Revenue, and that said sums aggregating Six Thousand Seven Hundred Fifty Dollars ($6,750.00) be appropriated for the purchase of a new Heavy Duty (4 x 2) Rescue Truck for Civil Defense, and that the Town Accountant be and he hereby is authorized and instructed to transfer said sums to carry out the purpose of this vote.


ARTICLE 11. On motion of James E. Calvin it was voted that the vote of the Special Town Meeting on March 25, 1957 authorizing the Selectmen for and on behalf of the Town to convey or abandon all easements for water mains and all other right, title and interest of the Town in a Private Town Way known as Englund (Private) Road, be and the same hereby is rescinded;


That all action previously taken by the Board of Survey in con- nection with said Private Town Way known as Englund (Private) Road be and the same hereby is nullified and rescinded;


That the Board of Selectmen be and they hereby are authorized for and on behalf of the Town, to convey or abandon, upon such terms and conditions as they may determine, that portion of the easement acquired by the Town for installation of water mains and any other right, title and interest which the Inhabitants of the Town of Reading may have in portions of a Private Town Way known as Englund (Pri- vate) Road.


Vote 117 voted in the affirmative.

ARTICLE 12. On motion of William F. Murphy it was voted that Schedule A Job Classifications under Article XVIII-A of the By-Laws

of the Town of Reading be and the same are hereby amended in the following manner :-


Add to the Fire Department, after the Classification of Captain, the following new Classification :-


LIEUTENANT: In the absence of the Chief, Deputy Chief and Captain, the Lieutenant shall be in charge of extinguishing fires in the Town and the protection of life and property in case of fire, and shall perform such other duties as may be required by law, and which may be assigned to him from time to time by his superior officers.


Amend Section 10, Fire Department, of the Salary & Wage Schedule by establishing the weekly minimum and maximum rates for the new Job Classification of Lieutenant as follows :-

BUILDING SUPERINTENDENT: Assists in the management, and supervises the maintenance of the Old High School Building. Respon- sible for cleaning, repair and maintenance of mechanical and electrical equipment, plumbing and structure of said Building. Provides special services such as labor for intra-office moving and makes arrangements for additional lighting and renovations. Responsible for scheduling the use of the auditorium in said Building for civic or private purposes. May allocate, requisition and maintain office furniture. May show empty offices to prospective tenants. Keeps records of labor and ma- terial costs for operation and maintenance of Building and issues periodic reports to the Board of Selectmen.


Delete from the Salary & Wage Schedule the Classification of Build- ing Superintendent under Section 12, General Government.


Add after the classification Hearing Reporter, the following new Classification:


SUPERINTENDENT OF BUILDINGS: Supervises the maintenance and assists in the management of all buildings under the jurisdiction of the Board of Selectmen. Responsible for the cleaning, repair and maintenance of mechanical and electrical equipment, and plumbing and structure of such buildings. Responsible for the requisitioning of maintenance and repair supplies and needs for such buildings. In charge of all custodians and janitors of such buildings, and responsible for the direction and distribution of their services. Responsible for the use and scheduling of the auditorium and other rooms in the Commun- ity Center Building for civic or private purposes. May show empty offices in the Community Center Building to prospective tenants. Keeps records of labor and material costs for operation and maintenance of Community Center Building and all other buildings under the juris- diction of the Board of Selectmen, and issues periodic reports to the Board of Selectmen in connection with all such buildings.

ARTICLE 14. On motion of Robert E. Turner it was voted that the sum of Fourteen Hundred Dollars ($1,400.00) be transferred from the School General Maintenance Account and be appropriated for the School General Salaries Account, which appropriation is to be added to the previous appropriation for the School General Salaries Account, and that the Town Accountant be and he hereby is authorized and instructed to transfer said sum to said School General Salaries Account to carry out the purpose of this vote.


ARTICLE 15. On motion of Coleman J. Donahue it was voted that the sum of Two Thousand Dollars ($2,000.00) be transferred from the Storm Drains Construction Expenses Account and that the sum of Two Thousand Dollars ($2,000.00) be transferred from the Sidewalk Construction Salaries Account, and that said sums aggregating Four Thousand Dollars ($4,000.00) be appropriated as follows :-


Twenty-five hundred Dollars ($2,500.00) to the Snow and Ice Salaries Account; and


Fifteen hundred Dollars ($1,500.00) to the Snow and Ice Expenses Account; and that the Town Accountant be and he hereby is authorized and instructed to transfer said sums to said Snow and Ice Salaries Account and said Snow and Ice Expenses Account to carry out the purpose of this vote.


ARTICLE 16. On motion of Coleman J. Donahue it was voted that the sum of Twenty-eight Hundred Dollars ($2,800.00) be transferred from the Sidewalk Snowplow Purchase Account and be appropriated for the Road Machinery Operating Account for the purchase by the Board of Public Works of one automobile, which appropriation is to be added to the previous appropriation for the Road Machinery Operating Account, and that the Town Accountant be and he hereby is authorized and instructed to transfer said sum to said Road Machinery Operating Account to carry out the purpose of this vote.


ARTICLE 17. On motion of Coleman J. Donahue it was voted that the sum of Four Thousand Dollars ($4,000.00) be transferred from the

Park Department Salaries Account, and the sum of One Thousand Dol- lars ($1,000.00) be transferred from the Park Department Expense Ac- count, and that said sums aggregating Five Thousand Dollars ($5,000.00) be appropriated for Highway Maintenance and Operation Salaries Account, which appropriation is to be added to the previous appropri- ation for Highway Maintenance and Operation Salaries Account, and that the Town Accountant be and he hereby is authorized and in- structed to transfer said sums to said Highway Maintenance and Operation Salaries Account to carry out the purpose of this vote.

Donahue it was voted that the sum of Two Thousand Six Hundred Eighty-seven and 50/100 Dollars ($2,687.50) be transferred from the Water Maintenance and Operation Expenses Account and be appropriated for the Water Debt and Interest Account, which appropriation is to be added to the previous appropri- ation for the Water Debt and Interest Account, and that the Town Accountant be and he hereby is authorized and instructed to transfer said sum to said Water Debt and Interest Account to carry out the purpose of this vote.
