WARRANT FOR ANNUAL TOWN MEETING

To either of the Constables of the Town of Tewksbury in said County :


Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabi- tants of the Town of Tewksbury, qualified to vote in Town affairs, to meet and assemble at Town Hall in said Tewksbury, on Saturday the 5th day of February, 1927 at nine o'clock A. M., to act on the following articles :


ART. 1. To choose a Moderator to preside at said meeting.


ART. 2. To choose all necessary Town officers, to choose by ballot a Town Clerk, three Selectmen, three Overseers of the Poor, three members of the Board of Health, a Town Treasurer, an Auditor, a Collector of Taxes, a Tree Warden and Constables, (Three) all to serve one year: one Highway Com- missioner to serve three years ; one School Committee to serve three years ; one Trustee of the Public Libra- ry to serve two years, two Trustees of the Public Li- brary to serve three years; one Park Commissioner to serve three years; One Park Commissioner to serve two years; one Assessor to serve three years. The polls for the election of Town Officers to be opened at nine o'clock A. M., and close at four o'clock P. M.


ART. 3. To hear reports of Town Officers and Com- mittees and act thercon.

ART. 4. To see what sums of money the Town will vote to raise by taxation to defray necessary ex- penses for the current year, and make appropria- tions for the same.


ART. 5. To see if the Town will vote the money aris- ing from licensing dogs, for the ensuing year, to aid in support of the Public Library.


ART. 6. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current. financial year. The vote to be as follows :


Voted :- That the Town Treasurer with the approval of the Selectmen, be and hereby is authorized to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1927, and to issue a note or notes therefor, payable within one year, and debt or debts incurred under this vote to be paid from the revenue of said finan- cial year.


ART. 7. To see what compensation the Town will vote for the collection of taxes, and at what rate and from what date interest shall be charged on taxes of 1927 unpaid after November 1, 1927 or to take any other action relative thereto.


ART. 8. To see if the Town will vote to borrow, if necessary a sum not exceeding one twenty-fifth of one percent, of the current year's valuation, such sum of money to be used in the suppression of the Gipsy and Brown Tail Moths, and not to be expended before December 1st next, and to be raised in the tax levy of the year 1928.

ART. 9. To see if the Town will vote to raise and ap- propriate the sum of $225.00 for the proper obser- vance of Memorial Day, and appoint a committee to expend the money. Said committee to be taken fromn members of the G. A. R., Spanish War Veterans, and American Legion, and Sons of Veterans.


ART. 10. To see if the Town will authorize the Select- men to institute suits on behalf of the Town or defend any suits that are, or may be brought against the Town.


ART. 11. To see, if the Town will vote to raise and appropriate the sum of $150.00, or some other amount and elect a director; the money to be ex- pended by and the director to serve in cooperation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the provisions of Sections 40 to 45, Chapter 128, General Laws of Massachu- setts.


ART. 12. To see what sum of money the Town will raise for repairs, alterations or additions to the North Tewksbury school house, or take any action relative thereto.


ART. 13. To see what sum of money the Town will raise for the purchase of one or more buses for the transportation of school children, or what action the Town will take towards such purchase.


ART. 14. To see if the Town will vote to purchase or take by eminent domain land of Mary Lynch, an area of about two acres adjoining the Foster School House lot, for the enlargement of the present school house lot, and to see what appropriation of money the Town will make for said purpose, as provided in Section 14 of Chapter 40 of the General Laws.

ART. 15. To see if the Town will vote to raise and appropriate $3000 for oil or other binder or take any other action relative thereto.


ART. 16. To see if the Town will vote to raise and ap- propriate a sum of $2500 for cinders or gravel to be used in South Tewksbury.


ART. 17. To see if the Town will vote to accept Ver- non Street as laid out on the plan filed with the Town Clerk.


ART. 18. To see if the Town will vote to accept Coolidge Street and Heath Street as laid out on the plan filed with the Town Clerk.


ART. 19. To see if the Town will vote to raise and appropriate the sum of $1000 to buy a new road scraper with scarifier attachment for the Highway Department or take any other action relative thereto.


ART. 20. To see if the Town will vote to cinder or gravel River Road, from Andover St., to the resi dence of Howard Foster, and raise and appropriate money for same, or take any other action relative thereto.


ART. 21. To see if the Town will vote to raise and appropriate a sum not to exceed $500, to lower the grade of the culvert on East St., near the land of Mr. Spaulding, or take any other action relative thereto. 1 .


ART. 22. To see if the Town will vote to sell the Town teams and buy one or more Ford dump trucks and raise and appropriate money for same, or take any other action relative thereto.

ART. 23. To see if the Town will vote to raise and appropriate the sum of $100, to rebuild culvert on Rogers St., above the junction of Pike St.


ART. 24. To see if the Town will vote to place cin- ders or gravel on Rogers Street from Main Street to the residence of Mr. Walsh, and appropriate a sum not exceeding $200, for same. Said sum to be raised and included in the regular Street department appropriation.


ART. 25. To see if the Town will vote to place one street light on Clark Road, near the property of George Garland.


ART. 26. To see what action the Town will take to continue the street lights from Baldwin's Station to the residence of Wm. Colby on Pinnacle St., appro- priate money for same, or take any other action rela- tive thereto.


ART. 27. To see if the Town will vote to install electric lights on Shawsheen St. from the present terminal, at Burtt's crossing to the residence of George Win- ters, make appropriation for same or take any other action relative thereto.


ART. 28. To see if the Town will vote to install electric lights on Ballard St., from-Burtt's corner to Shaw- sheen St., and on Shawsheen St. to the residence of Anthony Silkinnis, make appropriation for same, or take any other action relative thereto.


ART. 29. To see if the Town will vote to install a warning signal on Main Street, at Chandler, appro- priate money for same, or take any action relative thereto.

ART. 30. To see if the Town will vote to install one 1000-candle power electric light at the junction of Chandler and Main Streets, and make appropriation for same, or take any other action relative thereto.


ART. 31. To see if the Town will vote to instruct the Board of Selectmen to confer with the officials of the Eastern Mass. St. Ry., the Lowell Electric Light Corp., the New England Tel. & Tel. Co., and any other person or firm having poles located at on near the junction of Chandler and Main Streets; and have any or all poles used for the carrying of electric light power or telephone wires re-located so as to make automobile and other vehicular traffic safer at this point.


ART. 32. To see if the Town will vote to increase the salary of the Town Clerk from two hundred dollars to three hundred dollars per year or take any other action in regards thereto.


ART. 33. To see if the Town will vote to abolish the Highway Commissioners, and to vote for the care of the roads to be placed in charge of the Board of Selectmen.

REPORT OF THE SCHOOL COMMITTEE FOR THE YEAR 1926


The work and supervision of the Schools has been carried on as usual. The Foster School because of the previous remodelling has re- quired very few repairs. The lunchroom has been supplied with extra tables making it possible for most of the children to be seated for their lunch.


For economic reasons it seemed advisable to the Committee to close the Spaulding School Building. The first grade has been moved into the extra room at the Foster School.


No repairs have been done at the North School, as a special com- mittee was appointed at the last Town Meeting to report on plans for an addition which the Committee have felt was very much needed.


During the summer the school rooms and coridors of the Shaw- sheen School were painted. Electric lights have also been installed throughout the building.

REPORT OF COMMITTEE TO INVESTIGATE NORTH SCHOOL


Report of the Committee appointed at the last Annual Town Meet- ing to investigate conditions at the North School.


Final meeting held at the Town Hall, Friday evening, Jan. 7, 1927.


After examining several plans shown by the Chairman, Herbert L. Trull, it was voted to recommend that the Town build a one room addition, similar to plan shown.


It was also voted that the Committee recommend that the Town appropriate the sum of $10,000, for alterations and additions to the North School.

I herewith submit my fourteenth annual report which is the thirty- sixth in the series of Superintendents' Reports.


" The school year has been marked by consistent, faithful work, and by distinct progress in several lines.


Supervisors and Teachers. Miss Elizabeth Ward, who had but started in her teaching career, resigned in June to be married. From among several applicants Miss Mildred Smith, a graduate of the Rhode Island School of Design, was selected for the position of Supervisor of Drawing left vacant by+ Miss Ward's resignation.
