RECORDS OF WARRANTS AND PROCEEDINGS OF TOWN MEETINGS, BIRTHS, MARRIAGES AND DEATHS, WITH STATEMENT OF MONEY PAID TO THE COUNTY TREASURER ON ACCOUNT OF DOG LICENSES.


TOWN WARRANT.


COMMONWEALTH OF MASSACHUSETTS,


MIDDLESEX SS.


To William E. Swain, Constable of the Town of Wilmington.


GREETING :


In the name of the Commonwealth of Massachusetts, and in the manner provided in Sect. 2, Art. I, of the By- Laws, you are hereby directed to notify and warn the inhabitants of the Town of Wilmington qualified by law to vote in town affairs, to meet and assemble at the Town Hall, on Monday, the fifth day of March next, at nine o'clock in the forenoon, the polls to be opened at ten o'clock A. M., and may be closed at four o'clock P. M., for the election of officers, and to act upon the follow- ing articles, namely :


ART. I. To elect by ballot a Moderator to preside at said meeting.


ART. 2. To bring in your votes on one ballot for three Selectmen, "who shall act also as Assessors and Overseers of the Poor," Town Clerk, Treasurer, Col- lector of Taxes, School Committee for three years, School Committee to fill vacancy for remainder of term


of three years from the first Monday of March, 1899, Constable, one Auditor, three Fence Viewers, also to vote upon the following questions, viz .: Shall license be granted for the sale of intoxicating liquors in this town ? Yes or No. Amendment to the By-Laws :- It shall be the duty of the Auditor on or before the last day of each month to examine all bills before the Selectmen, issue an order on the treasury for the payment of the same; also to compare the Collector's tax list with the Assessors' books previous to the first day of August in each year. Vote Yes or No.


ART. 3. To choose all other necessary town officers for the year ensuing.


ART. 4. To hear reports of Committees and act thereon. -


ART. 5. To see how much money the town will vote to raise and appropriate for the support of schools, for school books and supplies, for salary of School Com- mittee, highways, roads and bridges, support of poor, repairs of public buildings, for care and improvement of cemetery (old and new), support of public library, police, town officers, removing snow, miscellaneous expenses, printing, notes payable, interest, state and county taxes, outstanding indebtedness, and abatement of taxes.


ART. 6. To see what method the town will adopt for the collection of taxes and dertermine the compensation of the Collector.


ART. 7. To see if the town will vote to authorize the Town Treasurer "with the sanction of the Selectmen," to borrow money in anticipation of taxes when neces- sary to meet current demands for the ensuing municipal

year, the notes for the same to be paid from the taxes assessed for the ensuing year.


ART. 8. To see how much money the town will raise and appropriate for the observance of Memorial Day.


ART. 9. To see if the town will vote to include the office of Cemetery Committee in those to be placed upon the official ballot.


ART. IO; To see if the town will raise and appro- priate the sum of seven hundred dollars to be used in connection with three hundred dollars held by the Ex- High School Associates for the purchase and erection of a Soldiers' Monument, or do anything in relation to the same.


ART. II. To see if the town will grant a location for said Monument and choose a committee to act with a committee of Ex-High School Associates, with full power to purchase and erect said Monument.


ART. 12. To see if the town will vote under the pro- visions of Sect. 9, Chap. 466, Acts of 1898, to authorize the School Committee to arrange a union with some other towns for the purpose of employing a Superinten- dent of Schools.


ART. 13. To see if the town will vote to raise and appropriate a sum sufficient to pay the expense incur- red for salary of a Superintendent of Schools.


ART. 14. £ To see if the town will vote to adopt the provisions of Secs. 20 and 21 of Chapter 50, of the Pub- lic Statutes, in regard to the establishment and grading of sidewalks.


ART. 15. To hear the list of jurors, as prepared by the Selectmen, and act thereon.

TOWN MEETING.


RECORDS OF PROCEEDINGS OF ANNUAL TOWN MEETING, HELD MARCH 5, 1900.


In accordance and obedience to the directions of the foregoing warrant, the qualified voters of the Town of Wilmington, assembled at the Town Hall, on Monday, the fifth day of March, A. D. 1900, at nine o'clock in the forenoon, the results, with the votes taken, are as follows :


The meeting was called to order by the Town Clerk the warrant read, and Article one taken up.


ARTICLE I. Chester W. Clark receiving all the votes cast, was elected Moderator, the vote being taken by ballot and the check list being used.


ART. 2. The Moderator examined the ballot box which was found empty, the register indicated ooo, the the Ballot Clerks and Tellers were sworn, the first set of official ballots were delivered to the Ballot Clerks, a re- ceipt for the same being taken by the Town Clerk. The Moderator announced that the polls for the elec- tion of officers were open and that balloting might pro- ceed. On motion of Mr. Horton it was voted to close


the polls at 4. 15 P. M. At the appointed time the Mod- erater declared the polls closed. The names checked upon the lists numbered one hundred and thirty-nine, and the ballots, on being counted from the box, numbered one hundred and thirty-nine, the register indicated one hundred and forty-one, caused by two ballots not going into the box in a proper manner.

ART. 4. Voted all reports under this article be passed except the School Committee Report. Motion presented by Edgar C. Folkins -that the matter con- tained in an article printed in the "School Report for

1899 marked " Important," and commencing on page seven (7) of the report with the words, "Now friends for your possible information," etc., and ending on page nine (9) of same report with the words, " In a concen- trated effort to improve the moral tone of our loved town," be stricken from said School Report.


Voted to lay said motion, also Article 4 on the table and take up Article 5.


Voted that Article 5 of the Warrant be laid on the table and Articles 12 and 13 be taken up and acted upon.


ART. 12. Letters from the Chairmen of, the School Committees of Lincoln, Bedford and Burlington, in favor of a union with Wilmington, were read by Mr. Warren Eames, a member of the School Committee. Mr. J. W. MacDonald, agent of the State Board of Education, being present in the hall, it was voted to extend to him the courtesy of the floor, and that he be invited to address the meeting. He complied, and after explaining the needs of small towns and the benefits to be derived from the formation of a union, it was voted that the School Committee be authorized to arrange a union for the purpose set forth in the article.


ART. 13. Voted to raise and appropriate the sum of $225.00.


ART. 4. Voted to return and take up Article 4. Voted Mr. Folkins' motion under said article be taken from the table and acted upon. Voted that the subject matter referred to in said motion be stricken from said report. The vote was, yes, 27; no, 12.

" The vote was unanimous." ART. 8. Voted to raise and appropriate $75.00.


Voted that all veterans of the civil war present retire to the ante-room and bring in the names of three per- sons who shall act as a committee on the observance of Memorial Day. Reported the names of Milton T. Holt, Rollin A. Phillips and Fred S. White. Report except- ed and committee chosen.


ART. 9. Voted the office of Cemetery Committee be included with those to be placed upon the official ballot.


ART. IO. Voted to extend the courtesy of the floor to Messrs. Eames and Porter of Woburn, the last-named gentleman giving some estimates of the cost of monu- ments, the photographs of which he exhibited.


Voted not to raise $700.


ART. II. Voted to pass the Article.


ART. 14. Voted not to adopt the provisions of said sections.


ART. 15. The name of Fred M. Carter was with- drawn at his request, also the name of Eldon W. Sewall,

as he was not a registered voter. The following names were substituted in place thereof, Charles E. Carter and Samuel R. Rice. As then revised it was accepted.


After the declaration of the vote for Town Officers under Article 2 of the warrant by the Moderator, it was voted to dissolve the meeting.

To see if the town will vote to raise and appropriate the sum of one hundred ($100) dollars to pay the salary of the "Principal of Schools" to the close of the school term in June; or authorize the School Committee to use any portion of the amount of money already appropriated for the support of schools, for said purpose, or do anything in relation to the same.
