The Town Clerk will furnish to parents, householders physicians and midwives, applying therefor, blanks for returns of births as required by law.


SELECTMEN'S REPORT.


With the close of the year, we give you a brief statement of affairs, together with some suggestions for the ensuing year.


In regard to expense incurred for removing snow, we have been fortunate, the snow fall being light, with one or two exceptions. This has been paid from the electric tax. The appropriation for repairs of public buildings shows a small unexpended balance. In regard to this appropriation for the ensuing year, we suggest that you make a liberal increase, as some schoolhouses need shingling and painting, and if we wish to use the Town Hall until such time as we are prepared to build a new hall it must be shingled. The miscellaneous report shows an unexpended balance, and this appropriation we also recommend increased or a special appropriation for insurance on all schoolhouses not insured at the present time, also on the Public Library. We consider it unwise to risk a total loss of so much property.


The highways of the town are in good order, and in con- nection herewith we wish to call your attention to the fact that Main and Lowell streets have been very much benefited by widening, straightening and reduction of grade, at the expense of the Boston and Northern Street Railway ; also that Church street was very much improved, the expense of which was paid from the street railway tax. We trust the good work will be continued, so that our streets may be a credit to the town.


The schools have been maintained within the appropria- tion, and show an unexpended balance. In connection with this appropriation for the ensuing year, we wish to call your attention to the fact that owing to the sale of railroad bonds by the State and applying a part of the same to the School Fund we shall receive $817.44, which is about twice the amount we usually receive, and with the Dog Tax will amount to $1,064.25 to be applied to support of public schools.

The appropriation for books and supplies shows a small unexpended balance. We have applied the same to pay deficiency on salary of Superintendent of Schools, which was caused by increasing his salary $100 - the appropriation being based on the salary of the previous year.


The expenditures for poor will be found under the report of the Overseers.


The appropriation for cemeteries is overdrawn to a small amount, caused by the committee expending money in antici- pation of having 50 per cent. from lots sold and paid for. Some, however, were not paid for, and we were obliged to pay the excess from unexpended balance on printing.


The appropriation for police is overdrawn $26.40, which was paid from unexpended balance on repairs of public build- ings. The amount paid on interest account was increased over that of last year, owing to the fact that the notes on the temporary loan were discounted, whereas in years past they have been at simple interest, payable semi-annually or at maturity.


The appropriation for the Public Library was increased last year for the purpose of allowing the trustees to have the books indexed, etc., in a proper and up-to-date manner.


The appropriation for salary of town officers is over- drawn to a small amount, one reason for which is found in the fact that the per cent. for collecting the balance of the taxes of the years 1899 and 1900 was doubled.


The total expenditures are within the appropriations and receipts ; the temporary loan has been reduced $2,000. In conclusion, we wish to make a few suggestions, viz .: - The matter of the trust funds is one to which we call your attention.


The object of a trust fund is to provide a permanent income to insure perpetual care or support. We have some $1,575 which the town has accepted, agreeing to expend the income from the same annually as required. These trust funds came in small amounts at different times, went into the treasury, became a part of the general fund, and were spent, instead of being placed where they would yield an income yearly. We now class them as liabilities and tax ourselves

every year to pay an income which has never to our knowledge been even fixed by the town, but by custom has now become a fixture at five per cent. We admit the amount is small annually, but if you stop to think you will see that every twenty years you have paid in taxes the sum of the principal, namely, $1,575, at simple interest; but they were not given for any term of years, but forever.


We advise gradually placing them in some place where they will yield an income, from which the object for which they were given may be paid for.


We also suggest that regulations be made governing the sale of lots in the cemetery, and the management and care of the same.
