TOWN WARRANT


COMMONWEALTH OF MASSACHUSETTS MIDDLESEX, SS.


To WILLIAM E. SWAIN, CONSTABLE OF THE TOWN OF WILMING- TON, GREETING :


In the name of the Commonwealth of Massachusetts, and in the manner provided by Section 2, Article 1, of the By-Laws, you are hereby directed to notify and warn the inhabitants of the Town of Wilmington, qualified by law to vote in Town affairs, to meet and assemble at the Town Hall on Monday, the fourth day of March next, at 6 o'clock in the forenoon, the polls to be opened at 6.15 o'clock a. m. and may be closed at 4 o'clock p. m., for election of officers and to act on the following articles, viz :


Article 1. To elect by ballot a Moderator to preside at said meeting.


Art. 2. To bring in your votes on one ballot for Three -elect- men, who shall also be Overseers of the Poor, and Board of Sur- vey, one Assessor for three years, Town Clerk, Treasurer, Collec- tor of Taxes, Auditor, Constable, three Fence Viewers, one School Committee for three years, one School Committee for one year to fill vacancy, two trustees of Public Library for three years, one Sinking Fund Commissioner for two years, one mem- ber of the S. I). J. Carter Lecture Committee for five years, one Tree Warden, one Trustee of Trust Funds for three years ; also to vote on the following question, to wit: Shall licenses be granted for the sale of intoxicating liquors in this Town? "Yes or No."


At ten o'clock in the forenoon to act on the following articles :

Art. 4. To hear the reports of Committees and act thereon.


Art. 5. To see how much money the Town will vote to raise and appropriate for the Support of Schools, School Books and Supplies, Salary of Superintendent of Schools and Salary of School Committee ; for Highways, Roads and Bridges : for Sup- port of Poor at Almshouse : for Support of Outside Poor: for Repairs of Public Buildings ; for Care and Improvement of Ceme- teries ; for Support of Public Library : for Police ; for Tree War- den : for Salaries of Town Officers ; for Printing ; for Outstand- ing Indebtedness : for Notes Payable : for Sinking Fund Pay- ment ; for Interest ; for Removing Snow ; for Miscellaneous Ex- penses ; for Abatement of Taxes ; for Fire Department ; for Forest Fires ; for State and County Taxes ; for the Suppression of the Gypsy and Brown Tail Moths.


Art. 6. To see how much money the Town will vote to raise and appropriate for the observance of Memorial Day, and to de- termine how the same shall be expended.


Art. 7. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen. to borrow money from time to time, in anticipation of taxes of the present munici- pal year to an amount not exceeding in the aggregate eighteen thousand dollars, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of the present municipal year.


Art 8. To see what method the Town will adopt for the col- lection of taxes, and to determine the compensation of the Col- lector.


Art. 9. To see if the town will vote to authorize the Select . men to purchase the lot of land owned by Anna T. Sheldon and Abbie F. Sargent, adjoining the Town Farm, and appropriate Forty Dollars from money in the Treasury, received from sale of land for taxes, to pay for the same.

Art. 10. To see if the Town will vote to authorize the Board of Assessors, to re-imburse either Mrs. Christina B. "Childs" Hall or J. Harvey Carter heirs, on account of double assessment on the same land, and appropriate Thirty-five Dollars from the Treasury for that purpose.


Art. 11. To see if the Town will vote to raise and appropriate the sum of $1,500 to install water cisterns, for use of Fire De- partment, or do anything in relation to same.


Art. 12. To see what action the Town will take in regard to changing the hours and manner of holding the annual town meeting.


Art. 13. To see what action the; Town will take in regard to proposed takings of the waters of the Ipswich River and its tributaries for public water supplies.


Art. 14. To see what action the Town will take in regard to the investment of the Sarah D. J. Carter Lecture fund.


Art. 15. To see what action the Town will take in regard to procuring automobile fire apparatus.


Ait. 16. To see if the Town will vote to purchase hats and coats for the fire department, or do anything in relation to the same.


Art. 17. To see if the Town will vote to have an addition built on engine house No. 1, to be used as a stable, or do any- thing in relation to the same.


Art. 18. To see if the Town will vote to place fire extinguishers in the district schools, or do anything in relation to the same.


Art. 19. To see if the Town will raise and appropriate the sum of Three Hundred Dollars for the purpose of reshingling the Walker School building or do anything in regard to the matter.


Art. 20. To see if the Town will raise and appropriate the sum of Two Hundred Dollars for the purpose of grading the Walker and High School house lots or do anything in regard to the matter.

Art. 21. To see what action the Town will take in regard to the sale of a portion of the Walker School lot as asked for by Mrs. Mary Lewis.


Art. 22. To see if the Town will vote to raise One Hundred Dollars to pay Franklin Balch for service rendered the town in re- gard to Ipswich River or do anything in relation to the same.


Art. 23. To see if the Town will vote to wire the Town Hall and Public Library building and install electric lights or do any- thing in relation to the same.


Art. 24. To see if the Town will vote to raise $1,500 to pay for electric lights for the ensuing year, or do anything in relation to the same.


Hereof fail not, and make due return of this w rrant, with your doings thereon, to the Town Clerk at the time and place of said meeting.

Record of Proceedings of the Annual Town Meeting March 4, 1912


In accordance with the directions of the foregoing warrant, the voters assembled on the above date. The votes as declared by the Moderator are as follows:


The meeting was called to order by the Town Clerk, and the warrant read as far as Article 3. On motion, voted to dispense reading the balance.


Article 1. Edward N. Eames was elected Moderator, the vote being taken by ballot, and the check list being used.


Art. 2. The Moderator read Article 2 and then examined the ballot box, which was found empty, the register indicated 0000, the box was locked and the key delivered to the Con- stable. The Ballot Clerks and Tellers having been sworn, the official ballots were delivered to the Ballot Clerks, a receipt for the same being taken by the Town Clerk.


The Moderator announced that the polls for the election of officers were open and that balloting might proceed. Later on it was voted that the polls for the election of officers be closed at 4.15 o'clock p.m. At the appointed time the Modera- tor declared the polls closed. The names checked upon the lists numbered 223, and five specials for " School Committee Only, "and the ballots as counted from the ballot box numbered 223 regular and five specials, and the register indicated 228.
