TOWN MEETING
Adjourned Town Meeting, March 14, 1921, Record of Proceedings
The meeting was called to order at 8 o'clock p.m., by the Moderator and Article 6 read.
Article 6. The following motion by Mr. Edward L. Roberts was presented: That the Town raise and appropriate three hundred dollars for Memorial Day and that a committee of seven. (7) be appointed by the Moderator to expend the same; amendment made by Mr. Harold N. Eames to strike out the sum of three hundred and insert four hundred as the amount, the vote on the amendment was declared in the affirmative. The vote was then taken on the original motion as amended and it was voted in the affirmative-$400.00. Moderator appointed the following committee: Mrs. George W. Buck, John H. Simpson, Walter L. Hale, Chester W. Nichols, Percy P. Kidder, Joseph B. McMahon and John J. Kenney.
The following resolution was presented and read by the Rev. Richard Boland and was unanimously adopted by the meeting. To the respected Moderator, Board of Selectmen, and Citizens of the Town of Wilmington in Town Meeting assembled. Whereas, it has pleased Almighty God in his infinite wisdom to call from his earthly home to "that home not built by human hands", our late, highly respected and generous-hearted fellow citizen, Fred H. Roberts, whose kind- ness to all and whose consideration for the feelings of all, have readily placed him among the noblest and worthiest of our fellow townsmen; whose charity, unostentatious and retiring was truly worthy of emulation; whose patriotism and solici- tude for the welfare of his country, were unexcelled; whose unfailing attention to the extensive commercial enterprise which he fathered and developed, is an inspiration to those

who would succeed; whose broad-mindedness and under- standing of human nature saw only the virtues of his fellow men; whose countenance was known to wear a frown only when his neighbor was reviled or unjustly assailed and whose kindness to the schools and school children of all the churches of this, his own community, we cannot readily forget.
Therefore, Be it Resolved, that we, his sorrowing fellow- citizens, while bereaving his loss and lamenting his unexpected call from our midst, avail ourselves of the opportunity, as- sembled, as we are, in Annual Town Meeting, to unanimously and publicly convey to his wife and family, this expression of our sympathy, for with them, we realize in the words of Holy Writ "that the eyes that have seen him shall see him no more, neither shall his place behold him" and be it moreover Resolved, that two copies of this resolution be suitably prepared by the Town Clerk, one of which is to be presented to Mrs. Roberts and her family, the other to be preserved in the Town archives, that future generations may understand that we, in our day, cherish the memory and honor the name of one whose generosity of soul and broadness of vision, we trust to see imitated, al- though we cannot entertain the hope of seeing the same ex- celled in this or in any other community.
Art. 7. Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1921, and to issue a note or notes therefor payable within one year. Any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Art. 8. Voted: To pay the Collector of Taxes 2% of his collections as his compensation for the ensuing year and that he collect the taxes according to law.
Art. 9. Voted: To raise and appropriate $15.00 for the up-keep of Regan Park-$15.00.

Voted to take appropriation for Collector from the table. on motion voted: to raise and appropriate-$1,500.00.
Art. 10. Motion by Mr. Edward N. Eames that the sum of $500 be raised and appropriated for Public Health Work to be expended under the direction of the Selectmen, amend- ment that the sum be $1,000, the vote on the amendment was decided in the negative, the vote was then taken on the original motion, and was voted in the affirmative-$500.00.
Art. 11. Motion made to pass by the article, Moderator ruled the motion not in order as the article was by petition and the petitioners should be heard; letter by the Supt. of Schools on behalf of the School Committee to the Board of Selectmen for the insertion of the article read after which on motion it was voted a committee of three be appointed by the Moderator to look into the matter of the title to the North, East and West school lots and to report at a future meeting. Moderator ap- pointed Joseph Patchett, James E. Kelley and Howard M. Horton.
Art. 12. Motion by Harold N. Eames. To see if the Town will vote to raise and appropriate the sum of $200 or some other amount, and elect a director for demonstration work in agriculture and home economics. the money to be expended by, and the director to serve in co-operation with the County Trustees for Aid to Agriculture of the Middlesex County Bureau of Agriculture and Home Economics, under the provisions of Chapter 273, General Acts of 1918; it being understood that $75 of this amount shall be used to provide local paid supervision of boys and girls' club work. Remarks by Mr. Trask of the Middlesex County Bureau of Agriculture and Home Economics, after which on being put to a vote it was declared in the negative. Motion then made that the appropriation for Highways be taken from the table and all articles in relation to Highways be acted on before making the total appropriation for same. Voted in the affirmative. On motion then voted to take up Article 32.

Art. 32. Motion made to accept the provisions of Chapter 155, Acts of 1918, after some explanatory remarks of Mr. Louis T. McMahon and the Chairman of the Selectmen, it was voted to accept the provisions of said Chapter.
Art. 13. On motion it was voted to pass by the article.
Art. 15. On motion: Voted to indefinitely postpone further consideration of the article.
Art. 16. Letter from Highway Commission read by Chairman of the Board of Selectmen, after remarks by several gentlemen, Mr. Howard M. Horton moved that the article be indefinitely postponed, Voted in the negative. Motion made to raise and appropriate $2,000 under Chapter 525, Acts of 1910, to be expended under the direction of the Massachusetts Highway Commission on Salem Street. Voted in the affirmative- $2,000.00.
Art. 18. Motion made to accept Cross Street Extension to Cottage Street, also Cottage Street as laid out by the Board of Selectmen, provided the abutters give to the Town a release of all claims for damages. Voted in the negative, decision doubted and on a hand vote, 110 voted yes, and 93 voted no, and the Moderator decided the motion accepted.
Art. 19. Moderator decided the article not properly before the meeting.
Art. 31. On motion voted to pass the article. Motion then made to raise and appropriate for Highways the sum of $10,000-$6,125 to be expended under the provisions of Chapter 155, Acts of 1918, and $3,875 for general repairs and construction. The vote on the same was in the affirmative- $10,000.00.
Art. 14. On motion: Voted to pay the Sealer of Weights and Measures $150 as salary for the year-$150.00.

Art. 17. On motion: Voted to pass by the article.
Art. 20. On motion: Voted to raise and appropriate the sum of $37.50 account of salary of the Building Inspector for the year 1920-$37.50.
Motion: To take Electric Street Lights from the table. Voted in the affirmative.
Art. 21. On motion: Voted to instruct the selectmen to install 12 lights on Federal Street.
Art. 22. On motion: Voted to instruct the Selectmen to install 2 lights on Mystic Avenue.
Art. 23. On motion: Voted to pass by the article.
Art. 24. On motion: Voted to instruct the Selectmen to install 18 lights on Ballardvale Street.
Art. 25. Motion: To instruct the Selectmen to install 10 lights on Nichols Street, voted in the negative, the vote was doubted and on a hand vote 113 voted yes, and 84 voted no, and the Moderator declared the motion carried.
On motion it was then voted to raise and appropriate $6,655.50 for all Street Lights in Town-$6,655.50.
Art. 26. Motion: That beginning with the municipal year 1922, we elect a Road Surveyor for the term of one year, and that the names of the candidates for said office be placed on the Official Ballot and that the compensation be fixed at said meeting. Voted in the negative. Motion to adjourn. Voted in the negative.
Art. 27. That a committee of three be appointed by the Moderator to consider the advisability of appointing a Finance and Warrant Committee and report at a future meeting, motion carried. Moderator appointed as said committee, Waldo L. Dean, Howard M. Horton and Wisdom E. Bell.

Motion then made to reconsider the motion carried at the meeting, March 7th, viz :- That the liabilities as shown on the Balance Sheet as of December 31, 1920, be corrected to include the additional liabilities of the School Committee. Voted to reconsider.
Motion made by Louis T. McMahon, That the Town Accountant record the bills incurred without authority by the School Committee, on the Annual Statement for 1920, in ac- cordance with the recommendations of the State Director of Accounts. Voted in the affirmative.
Art. 28. On motion: Voted that a committee of Five of which the Moderator shall be one, the other Four to be named by him, they to consider the advisability of opening the electric railroad from Perry's Corner through Wilmington Center to Hudson's Corner "so called", and report at a future meeting. The Moderator declined to serve and the following were ap- pointed on said committee, Charles J. Sargent, Frank M. Tiffany, Louis T. McMahon, William E. Buck, and Lucy A. Woodside.
Art. 29. Motion by Mr. Hayward to pass by the article, which after some explanation in regard to the change, he with- drew in justice to the Tellers and Moderator, and on being put to a vote it was voted to reconsider. Motion then made that the Annual Meeting adjourn for the transaction of business other than the Election of Officers, to the second Monday evening in March. Voted in the affirmative.
Art. 30. After some remarks on the Building Laws, motion made a committee of Three be appointed to consider said Building Laws and report in thirty days-Amendment made that they report at the next Town Meeting, the vote on the Amendment was in the negative. A vote was then taken on the original motion and declared in the negative. Motion then made to pass the article. Voted in the affirmative.
Motion then made to dissolve the meeting. So voted. Attest :
