TOWN WARRANT


To Albert D. Butters, Constable of the Town of Wilmington:


Greeting :- In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the Town Hall on Monday the seventh day of March next at 9:45 o'clock in the forenoon, the polls to be opened at 10:00 A. M. and shall be closed at 8:00 P. M. for the election of Town Officers.


Article 1. To bring in your votes on one ballot for three Selectmen, who shall also act as Board of Survey; one Assessor for three years; Town Clerk; Treasurer; Collector of Taxes; Constable; three Fence Viewers; Board of Public Welfare, one member for a term of three years; two members of School Com- mittee for three years; two trustees of the Public Library for three years; one trustee of Trust Funds for three years ; one mem- ber of the S. D. J. Carter Lecture Committee for five years ; one Water Commissioner for three years; one member of Planning Board for three years; Tree Warden; Moderator.


You are also hereby further required and directed to notify and warn the said inhabitants of the Town of Wilmington, who are qualified to vote on elections and Town affairs, therein to assemble subsequently, and meet in Town Meeting at the Grange Hall, Wildwood Street, in said Town of Wilmington, on Mon- day, the fourteenth day of March, A. D. 1932, at eight o'clock P. M., then and there to act on the following Articles :


Article 2. To choose all other Town officers for the ensuing year.


Article 3. To hear the reports of Committees and act thereon.


Article 4. To see how much money the Town will vote to raise and appropriate for the following items:

Article 5. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the present financial year. The vote to be as follows:


Voted: That the Town Treasurer with the approval of Select- men, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1932, and to issue a note or notes therefor, payable within one year, and debt or debts incurred under this vote to be paid from the revenue of said financial year.


Article 6. To see if the Town will vote to raise and appro- priate the sum of four hundred dollars ($400.00) for the Observ- ance of Memorial Day, and that the Moderator appoint a Com- mittee who shall arrange to have charge of such observance, or do anything in relation thereto.


Article 7. To see if the Town will vote to instruct the Water Department to extend the water main on Glen Road and install

a hydrant near Lee Street and to raise and appropriate one thou- sand dollars ($1,000.00) to defray cost thereof, or do anything in relation thereto.


Article 8. To see if the Town will raise and appropriate the sum of one thousand dollars ($1,000.00) to extend the water main on Parker Street to corner Blackstone Street.


Article 9. To see if the Town will appropriate the sum of one thousand dollars ($1,000.00) for the purpose of installing town water in Wildwood Cemetery, this sum to be transferred from the Cemetery Reserve Account, or do anything in relation thereto.


Article 10. To see if the Town will vote to raise and appro- priate the sum of fifteen hundred dollars ($1,500.00) to defray its share of the cost of reconstruction of the Aqueduct Bridge on Shawsheen Avenue, or do anything in relation thereto.


Article 11. To see if the Town will vote to raise and appro- priate the sum of two thousand dollars ($2,000.00) to be ex- pended on reconstruction of Shawsheen Avenue under the direc- tion of and with the aid of the State Department of Public Works and County Commissioners, or do anything in relation thereto.


Article 12. To see if the Town will vote to raise and appro- priate the sum of eight thousand six hundred ninety-four dollars and seventy-five cents ($8,694.75), its share of the cost of con- struction of the Middlesex County Sanatorium as decreed by the County Commissioners, or do anything in relation thereto.


Article 13. To see if the Town will raise and appropriate the sum of seventy-five dollars ($75.00) to cover incidental ex- penses of the Planning Board, or do anything in relation thereto.


Article 14. To see if the Town will vote to instruct the Moderator to appoint a Committee of five to assist the Planning Board in its duties as outlined in Chapter 41, Sections 70, 71 and 72 of the General Laws, or do anything in relation thereto.

Article 15. To see if the Town will vote to authorize the Selectmen to sell or dispose of the East Schoolhouse lot and building thereon on the best terms obtainable, or do anything in relation thereto.


Article 16. To see if the Town will vote to instruct the Town Accountant to establish a new account under the title "Surplus Account" and beginning with the Annual Town Meet- ing to be held in March, 1933, and at each Annual Town Meet- ing thereafter, if such be recommended by the Finance Commit- tee, an amount be transferred from Excess and Deficiency Account to said "Surplus Account" by a two-thirds vote of those present and voting at said Annual Town Meetings; said annual transfers to continue to be made until "Surplus Account" shall amount to two per cent. (2%) of the assessed valuation of the Town.


No withdrawals or payments shall be made from said "Surplus Account". unless an emergency shall be declared to exist and then only with the approval of the Board of Selectmen, Finance Com- mittee, and by a two-thirds vote of those present and voting at an Annual or Special Town Meeting.


If and when said "Surplus Account" shall equal two per cent. (2%) of the assessed valuation and subsequently by reason of payments and withdrawals shall be reduced below said two per cent. (2%), additional transfers from Excess and Deficiency Ac- count may be voted to maintain the principal amount of said "Surplus Account."


Article 17. To see if the Town will vote to elect a Board of Health at its Annual Meeting in the year 1933, such Board to have all powers now possessed by the Board of Selectmen acting as a Board of Health, and to have such powers and duties as may be prescribed by Statute law, or act in any matter relat- ing thereto.


Article 18. If the Town votes in the affirmative on the fore- going Article,


To see if the Town will vote to rescind any and all former votes inconsistent therewith, such vote to rescind to take effect

on the election and qualification of such Board of Health at the Annual Meeting in 1933, or do anything in relation thereto.


Article 19. If the Town votes in the affirmative on the two foregoing Articles,


To see if the Town will vote to elect at its Annual Meeting in 1933, a Board of Health to consist of three members, one to be elected for three years; one for two years, and one for one year, and at each Annual Meeting thereafter to elect one member for a term of three years and have the ballot for such annual election prepared accordingly.


Article 20. To see if the Town will vote to pay annual salaries to the members of the Board of Public Welfare and fix the amount thereof, or do anything in relation thereto.


Article 21. To see if the Town will vote to co-operate with the Massachusetts Commission for the Celebration of the 200th Anniversary of the Birth of George Washington and raise and appropriate a sum of money therefor, or do anything in relation thereto.


Article 22. To see if the Town will vote to approve the granting by the Selectmen of licenses for the holding of Moving Picture Entertainments in this Town on Sundays, or do anything in relation thereto.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk, immediately after making service thereof.

Article 6. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars for the Observance of Memorial Day, and that the Moderator appoint a Committee who'shall arrange to have charge of such observance, or do anything in relation thereto.


Article 7. To see if the Town will vote to instruct the Water De- partment to extend the water main on Glen Road and install a hydrant near Lee Street and to raise and appropriate One Thousand Dollars to defray cost thereof, or do anything in relation thereto.


Article 8. To see if the Town will raise and appropriate the sum of One Thousand Dollars to extend the water main on Parker Street to corner Blackstone Street.

Article 9. To see if the Town will appropriate the sum of One Thousand Dollars for the purpose of installing town water in Wild- wood Cemetery, this sum to be transferred from the Cemetery Re- serve Account, or do anything in relation thereto. do anything in relation thereto.


Article 10. To see if the Town will vote to raise and appropriate the sum of Fifteen Hundred Dollars to defray its share of the cost of reconstruction of the Aqueduct Bridge on Shawsheen Avenue, or do anything in relation thereto.


Article 11. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars to be expended on reconstruction of Shawsheen Avenue under the direction of and with the aid of the State Department of Public Works and County Commissioners, or do anything in relation thereto.


Article 12. To see if the Town will vote to raise and appropriate the sum of $8,694.75, its share of the cost of construction of the Mid- dlesex County Sanatorium as decreed by the County Commissioners, or


Article 13. To see if the Town will raise and appropriate the sum of Seventy-five Dollars to cover incidental expenses of the Planning Board, or do anything in relation thereto.


Article 14. To see if. the Town will vote to instruct the Moderator to appoint a Committee of five to assist the Planning Board in its duties as outlined in Chapter 41, Sections 70, 71 and 72 of the General Laws, or do anything in relation thereto.


Article 15. To see if the Town will vote to authorize the Selectmen to sell or dispose of the East Schoolhouse lot and building therecn on the best terms obtainable, or do anything in relation thereto.


Article 16. To see if the Town will vote to instruct the Town Accountant to establish a new account under the title SURPLUS ACCOUNT and beginning with the Annual Town Meeting to be held in March, 1933, and at each Annual Town Meeting thereafter, if such

be recommended by the Finance Committee, an amount be trans. ferred from Excess and Deficiency Account to said SURPLUS ACCOUNT by a two-thirds vote of those present and voting at said Annual Town Meetings; said annual transfers to continue to be made until SURPLUS ACCOUNT shall amount to two per cent of the assessed valuation of the Town.


No withdrawals or payments shall be made from said SURPLUS ACCOUNT unless an emergency shall be declared to exist and then only with the approval of the Board of Selectmen, Finance Coni- mittee, and by a two-thirds vote of those present and voting at an Annual or Special Town Meeting.


If and when said SURPLUS ACCOUNT shall equal two per cent of the assessed valuation and subsequently by reason of payments and withdrawals shall be reduced below said two per cent., additional transfers from Excess and Deficiency Account may be voted to main- tain the principal amount of said SURPLUS ACCOUNT.
