Article 17. To see if the Town will vote to elect a Board of Health at its Annual Meeting in the year 1933, such Board to have all powers now possessed by the Board of Selectmen acting as a Board of Health, and to have such powers and duties as may be prescribed by Statute law, or act in any matter relating thereto.

To see if the Town will vote to rescind any and all former votes in- consistent therewith, such vote to rescind to take effect on the election and qualification of such Board of Health at the Annual Meeting in 1933, or do anything in relation thereto.

Article 20. To see if the Town will vote to pay annual salaries to the members of the Board of Public Welfare and fix the amount thereof, or do anything in relation thereto.


Article 21. To see if the Town will vote to cooperate with the Massachusetts Commission for the Celebration of the 200th Anniver- sary of the Birth of George Washington and raise and appropriate a sum of money therefor, or do anything in relation thereto.


Article 22. To see if the Town will vote to approve the granting by the Selectmen of licenses for the holding of Moving Picture. .. Enter- tainments in this Town on Sundays, or do anything in relation thereto.

Records of Proceedings of the Annual Town Meeting Held


March 7, 1932.


In accordance with the foregoing Warrant the voters assembled at the Town Hall on the above date. The meeting was called to order by the Moderator, and the Warrant read by the Town Clerk as far as Article 2, when a motion was made by Mr. Butters to dispense with the reading of the remaining Articles. Motion ,was voted in the ammnative.


The Moderator thon examined the ballot box, which was found empty, the register indicating 0000, the ballot box was locked and the key delivered to the Constable.


The Ballot Clerks and Tellers being duly sworn, the official ballots were delivered to the Ballot Clerks and receipts taken by the Town Clerk.


At ten o'clock A. M. the Moderator declared the Polls open.


At eight o'clock P. M. the Moderator declared the Polls closed. The names checked 'on the check list numbered eleven hundred seventy, the ballots counted from the ballot box numbered eleven hundred seventy, and the register indicated eleven hundred seventy.

At eight o'clock the Moderator called the meeting to order and pro- ceeded to take up Article 2.


Article 2. Motion by Mr. Ritchie, that a committee of three be ap- pointed by the Moderator to bring in a list of names as nominations for the several offices to be filled under this Article. Voted in the affirmative. £ The Moderator appointed Mr. Gardner Ritchie, Mr. Charles J. Allgrove and Mr. Charles Periy. The committee retired and submitted the following list as nominations.

Article 5. Motion by Mr. Melzar, that the Town Treasurer, with the approval of the Selectmen, be and he hereby is authorized to borrow money from time to time in anticipation of the revenue of the finan- cial year beginning January 1, 1932, and to issue a note or notes there- for, payable within one year, and debt or debts incurred under this vote to be paid from the revenue of said financial year. Voted in the affirmative.


Article 6. Motion by Mr. Fred J. MeQuaide, that the town vote to raise and appropriate the sum of four hundred dollars ($400.00) for the proper observance of Memorial Day and that the Moderator appoint a committee who shall arrange and have charge of such observance.


Amendment offered by Mr. Charles Perry that the amount of three hundred dollars be raised instead of four hundred dollars. Voted in the negative.


Motion was then voted on. Voted in the affirmative.

Article 7. Motion by Mrs. Carlon, that the Water Commissioners be instructed to extend the water main on Glen Road and install a hy- drant near Lee Street, and that the sum of $1,000.00 be raised and ap- propriated to pay cost of same.


Amendment offered by Mr. Barrows that the sum be amended to $500.00. Voted in the affirmative. Motion as amended. Voted in the affirmative.


Article 8. Motion by Mr. Barrows to pass the Article. Voted in the affirmative.


Article 9. Motion by Mr. McMahon, that the Town appropriate the sum of $1,000.00 for the purpose of installing Town Water in the Cemetery, and that this amount be transferred from the Cemetery Re- serve Account. Voted in the affirmative.


Motion 10. Motion by Mr. Melzar, that the Town raise and appro- priate the sum of fifteen hundred dollars ($1,500.00) to defray it's share of the cost or reconstruction of the Aqueduct Bridge on Shaw. sheen Avenue. Voted in the affirmative.


Article 11. Motion by Mr. Melzar to pass the Article. Voted in the affirmative.


Article 12. Motion by Mr. Melzar, that the sum of eight thousand six hundred ninety-four dollars and seventy-five cents ($8,694.75) be . ing the amount of the assessment already made for the town's pro- portion of the cost of the construction and equipment of Middlesex County Tuberculosis Hospital be and the same is hereby appropriated and that of said amount the sum of seven thousand dollars ($7,000.00)

be funded as authorized by Chapter 10 of the Acts of 1932, said sum to be paid in substantially equal instalinents over a period of five (5) years in accordance with the provisions of said Chapter 10, and the town clerk be and he hereby is directed to file with the county com- missioners promptly a copy of this vote. Article 13. Motion by Mr. Neilson to pass the Article. Voted in the affirmative.


Article 14. Motion that the Moderator be instructed to appoint a committee of five (5) to assist the Planning Board in its duties as out - lined in Chapter 41, Section 70, 71 and 72 of the General. Laws. Amend- ment offiered by Mr. Newcomb that the committee consist of two (2) instead of five. Voted in the affirmative. . Motion as amended voted in the affirmative. The Moderator appointed Mr. A. Chandler Manning and Mr. Howard E. Bedell.


Article 15. Motion by Mr. Melzar, that the Board of Selectmen be and they hereby are authorized in their discretion to sell or dispose of the East School House lot and building; thereon on the best terms ob- tainable. Voted in the affirmative.


Article 16. Motion by Mr. Barrows that the Town Accountant be in - structed to establish a new account under the title of "Surplus Ac- count", and beginning with the Annual Town Meeting to be held in March 1933, and at each Annual Town Meeting thereafter, if such be recommended by the Finance Committee, an amount to be transferred from Excess and Deficiency Account to said Surplus Account by two- thirds vofe of those present and voting at said Annual Town Meeting; said annual transfers to continue to be made until "Surplus Account" shall amount to two per cent. 2% of the assessed valuation of the Town.


No withdrawls or. payments shall be made fromn said "Surplus Ac- count" unless an emergency shall be declared to exist and then only with the approval of the Board of Selectmen, Finance Committee, and by a two thirds vote of those present and voting at an Annual or Special Town Meeting.

If and when said "Surplus Account" shall equal two . per cent, (2%), of the assessed valuation and subsequently by reason of payments and withdrawals shall be reduced below said two per cent. (2%) additional transfers from Excess and Deficiency Account may be voted to main- tain the principal amount of said "Surplus Account." Voted in the affirmative.


Article 17. Motion by Mr. McMahon, that the Town elect a Board of Health at the Annual Meeting in the year 1933, such Board to have all powers now possessed by the Board of Selectmen acting as a Board o.f. Health, and to have such powers and duties as may be prescribed by Statute Law. Voted in the negative.

To the Honorable Board of Selectmen :


Herewith I beg to hand you my report as Town Accountant cover- ing financial transactions of the Town for the year 1932, showing ap- propriations, receipts, payments, loans made and payments thereon, to- gether with statement of Town Debt and Balance Sheet after closing of books December 31, 1932.


The Assessors' Valuation and Commitment books have been check- ed, as well as accounts of departments having receipts or expenditures.


The accounts of the Treasurer have been examined, and cash bal- ance shown, $60,077.57, has been verified.


Through your Board I wish to call the attention of the tax payers to the fact that although 1932 was a critical year for many cities and towns, Wilmington had no departmental over-drafts, and furthermore that we have carried to Excess and Deficiency Account unexpended balances amounting to $1745.33. The only account for which an ap- propriation will have to be made in 1933 is that of Interest, $1296.35. This deficit was caused by our being obliged to charge to 1932 Interest discount on temporary loans amounting to $2666.66, which under normal conditions would have been paid when notes matured in 1933.
