ADJOURNED SPECIAL MEETING, OCT. 2, 1862.


Pursuant to adjournment, the citizens of the town of Brookline assembled at the Town Hall in said town, on Thursday evening, the second day of October, eighteen hun- dred and sixty-two, and were called to order at eight o'clock, by the Moderator, S. S. Bucklin, in the chair.


The committee to whom was referred the Second Article in the warrant calling the meeting, presented the following report, to wit :


REPORT.


The committee appointed on the 11th ult., to whom was referred the subject of raising by tax the money voted by the town for war purposes, have attended to the duty assigned them, and report unanimously that it is inexpedient to levy an additional tax for the present year.

The question recurring upon the Second Article, it was- Voted, To indefinitely postpone the subject.


J. M. Howe, for the Military Committee, stated, for the information of the meeting, that the town was called upon to furnish seventy-seven or eight men more to the govern- ment to fill the quota required from this town; that the

town had enlisted, since the first day of July last, one hun- dred and thirty men for three years, and fifty-eight for nine months.


On motion of Edward Atkinson, it was-


Voted, That the Military Committee be authorized to pro- cure the enlistment of seventy-five or the balance of the town's quota of men for nine months' service, by the payment of not exceeding two hundred dollars bounty to each person so enlisting, when sworn into the service of the United States, it being understood that if any person is enlisted who can be claimed as belonging to any other city or town, a release shall be obtained from the proper officers of such city or town for such claim.


Voted, That if the Military Committee shall find them- selves unable to enlist the recruits required to complete the quota of this town before Tuesday, the seventh of October, that on that day, or prior to that day if the committee so elect, they be authorized and instructed to employ a sub- committee of ten, more or less, and that for each recruit provided by said sub-committee an additional bounty of ten dollars be paid to the person procuring such recruit ; and any member of such sub-committee who shall procure the enlistment of seven men shall receive a guarantee from the town that in case he shall be drafted under the present call for troops, a substitute shall be provided for him at the expense of the town.


Voted, That the sum of sixteen thousand dollars be appro- priated for the above purpose, and that the Treasurer be authorized to borrow the same.


Voted, That the Selectmen be requested to call a meeting of the citizens as soon as possible to ratify the proceedings of this meeting.


On motion, the meeting voted to dissolve.

GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the town of Brookline, qualified to vote in elections, to meet at the Town Hall in said town, on Wednesday, the eighth day of October, instant, at half-past seven of the clock in the evening, for the following purposes, to wit :


First. To choose a Moderator.


Second. To consider and act upon the subject of paying bounties to such persons as may volunteer to enter the United States service for nine months, under the order of the President for a draft of the militia, dated August 4th, 1862.


Third. To consider and act upon the subject of ratifying the vote passed at the town meeting held September the eleventh and October the second, inst., whereby the town voted to pay a bounty of two hundred dollars to each recruit who shall enlist in the service of the United States to fill the town's quota of men for nine months, under the present call.


Fourth. To raise and appropriate such sums of money as may be nec- essary for the foregoing purposes.


Hereof fail not, and make due return of this warrant with your doings thereon, to the Selectmen, on or before the time of said meeting.

BROOKLINE, October 4th, 1862.


Pursuant to the within warrant, I have notified and warned the legal voters of the town of Brookline to meet at the time and place and for the purposes within named, by leaving a printed copy of the same at their last and usual place of residence four days at least before the time for said meeting.

In pursuance of the foregoing warrant, the citizens of the town of Brookline assembled at the Town Hall in said town, on Wednesday, the eighth day of October, in the year of our Lord one thousand eight hundred and sixty-two, and were called to order at half-past seven of the clock in the evening, by the Town Clerk, who proceeded to read the war- rant and return thereon, and presided during the choice of a Moderator.


The meeting nominated and chose for Moderator William A. Wellman, and he took the chair.


Second Article taken up, to wit :


To consider and act upon the subject of paying bounties to such per- sons as may volunteer to enter the United States service for nine months, under the order of the President for a draft of the militia, dated August 4th, 1862.


On motion of Thomas Parsons, it was voted as follows :


Voted, That the Selectmen and Military Committee be, and hereby are, instructed to enlist men to fill the quota required from the town, and to pay such bounty as they shall deem expedient, not exceeding two hundred dollars to each man who has been or shall be enlisted as a nine-months volunteer and sworn into the service of the United States.


Third Article taken up, viz. :


To consider and act upon the subject of ratifying the vote passed at the town meeting held September the eleventh and October the second, inst., whereby the town voted to pay a bounty of two hundred dollars to each recruit who shall enlist in the service of the United States, to fill .the town's quota of men for nine months, under the present call.


Voted, That the said votes be and hereby are ratified and confirmed.

Fourth Article taken up, viz. :


To raise and appropriate such sums of money as may be necessary for the foregoing purposes.


Voted, That the Treasurer be and he is hereby instructed to borrow, under the direction of the Selectmen, a sum of money sufficient to pay said bounties, not exceeding sixteen thousand dollars, and the same is hereby appropriated in conformity with the vote under the Third Article.


On motion,-


Voted, That the following be the Second Article for the next town meeting, viz. :


To see whether the town will vote a sum of money as bounty to those volunteers from this town who early enlisted in the army of the United States and who have not received any bounty from the town.

The Town Clerk then read the warrant calling the meeting and the return thereon.


In conformity with the requirements of the foregoing war- rant, the Chairman of the Selectmen then declared the polls opened for the reception of votes, and they were kept open for that purpose until forty-five minutes past four of the clock, when they were declared closed.


The Selectmen and Town Clerk then proceeded to sort and count the votes, and the whole number of votes given in were five hundred and twenty-five, and the whole number of votes were sorted, counted and recorded, and declaration thereof made in open town meeting as is required by law, and were for the following persons and offices, to wit :

Sixth. To see what action the town will take in regard to purchasing land and erecting school-houses, or otherwise furnishing accommoda- tions for scholars in the Pierce and Pearl place primary schools.


Seventh. To determine whether the town will widen the easterly end of Beacon street on the south side to the town line.


Eighth. To consider and act upon the subject of the continuance of tolls upon the Mill Dam roads after April next.


Ninth. To take into consideration the correction of the town maps.


Tenth. To see what action the town will take in relation to grading Washington street between Park and Beacon streets.


Eleventh. To see if the town will accept Dudley street as located and laid out by the Selectmen, as a townway leading from Warren street through by the reservoir.


Twelfth. To see if the town will make any appropriations for the com- pletion of Newton street.


Thirteenth. To raise and appropriate such sums of money as will be necessary to defray the expenses of the town for the ensuing year.

In pursuance of the foregoing warrant, the citizens of the town of Brookline assembled at the Town Hall in said town on Monday, the twenty-third day of March, in the year of our Lord eighteen hundred and sixty-three, and were called to order at five minutes past one of the clock, by B. F. Baker, the Town Clerk, who read the warrant and the Constable's return thereon notifying said meeting.


Pursuant to the First Article in the warrant, the Clerk declared the polls open for the reception of votes for a Mod- erator.


The polls were kept open fifteen minutes, when they were declared closed, and the Clerk sorted and counted the votes, and the whole number of votes as given in was twenty-one, and were all for William I. Bowditch, who was declared elected and took the chair.


The Moderator then called the meeting to order, and prayers were offered by the Rev. William Lamson, D. D.

The Second Article in the warrant was then taken up, to wit :


To choose the necessary town officers for the ensuing year.


On motion of Marshal Stearns, it was-


Voted, That the meeting now proceed to choose a Town Clerk ; five Selectmen, who shall be Overseers of the Poor and Surveyors of Highways ; a Treasurer, who shall also be Collector ; three Assessors, four Trustees of the Public Library for three years, two Trustees of the Public Library for two years, three School Committee for three years, and eleven Constables,-all to be voted for on one ticket.


The polls were declared open and the meeting called upon to deposit their votes.


Voted, That the polls be closed at five minutes past three of the clock.


At the time appointed, the polls were declared closed, and the Moderator and Town Clerk proceeded to sort and count the votes given in, and the whole number so given in was one hundred and seventy-seven, and the following-named persons having a large majority of all the votes cast, no one less than one hundred and twenty, were declared elected to the following-named offices, to wit :

Said reports having been printed and distributed among the citizens previous to the meeting, were read by their titles.
