Delivery by Carriers-Free delivery of Letters by Carriers will be secured by having them plainly addressed to the street and number. Five deliv- eries will be made daily (except Sunday) by the Letter Carriers, leaving the office at 7.30 A M. 10 A. M, 12 M, 2.30 P M and 4.30 P M, in the business sec- tions of the city, and three deliveries at 7.30 A M, 10 A M and 2.45 P M, in all other sections.

Collections are made daily from the Street Letter Boxes as follows: 1st. 7.30 A M to 9.15 A M; 2d, 11 A M to 1.15 P M; 3d. 5 P M to 7 P M. On Sunday from 5 P M to 7.30 P M. In addition collections are made in the business sections at 9.30 A M, 10.30 A M and 10 P M to 11.30 P M. Wagon Collections are made from 2.30 P M to 3.30 P M, 5 P M to 6 P M, 6.30 P M to 7.30 P M, 8 P M to 9 P M and 10 P M to 11.30 P M. The exact time for opening each box is plainly printed on a card attached to the box. Letters are also collected and delivered at the principal hotels five times daily.

Special Delivery .- A letter bearing a special de- livery stamp (costing ten cents), in addition to the lawful postage (which must also be affixed), will be delivered by messenger within the carriers limits of any free delivery offices, and within a radius of one mile from the postoffice at all other offices.

Rates of Postage-First Class. Letters and all other written matter, or matter by type writer in whole or in part, drawings, plans or designs, whether sealed or unsealed, and all matter sealed, nailed, sewed, screwed, tied or fastened in such manner that it cannot be easily examined. two cents per ounce or fraction thereof. Postal cards are unmailable with any writing, printing or other impress on the address side, except such as may be necessary for the proper addressing of the same, or with anything pasted or attached to them except an address rag or label.

Local or Drop Letters, two cents per ounce or fraction thereof.

Second Class. Includes all newspapers, periodi- cals, etc.,exclusively in print and regularly issued at stated periods, as frequently as four times a year, from a known office of publication and can only be mailed by publishers and news dealers- postage. one cent per pound or fraction thereof. Papers except weeklies, deposited in a letter- carrier office for delivery by its carriers, must be

stamped as Third Class Matter. Second Class Mat- ter may be mailed by other than publishers or newsdealers at the rate of one cent for four ounces or fraction thereof.

Third Class .- Printed matter in unsealed wrap- pers only (all matter enclosed in sealed envelopes, notched at the sides or corners, must pay letter rates). Limit of weight four pouuds, except for single book, which is unlimited in weight. Post- age one cent for two ounces or fraction thereof. Fourth Class .- All merchandise, playing cards, printed tags or labels, bill-heads, envelopes,seeds, cuttings, etc., etc., one cent for two onnees and all other matter not included in three preceding classes so prepared for mailing as to be easily withdrawn from the wrapper and examined. Limit of weight four pounds. Postage one cent per ounce or fraction thereof.

First Class Matter must have at least one full rate paid, (two cents). Second, Third and Fourth Class must be fully prepaid, or it will not be for- warded in the mails,

The following writing is/permissible upon Third and Fourth Class Matter, viz: The name and ad- dress of sender upon outside or inside of the package, preceded by the word "from;" also, the name and number of articles enclosed. The sender may mark a word or passage in a book or paper and write a single inscription or dedication in or upon a book or pamphlet. Articles of merchan- dise may have attached to them by tag or label, either a mark, number, name or letter (not more than one to each article), for the purpose of iden- tification. Printed circulars may contain the written date, name of the addressee and name of sender. There may also be placed upon the en- velope, wrapper. tag or label of matter of these classes any printing that is not in the nature of a personal correspondence, provided there be left sufficient space for a legible superseription and the necessary postage stamps.

Any artiele not prohibited in ordinary mail can be registered by placing on it a ten (10) cent stamp in addition to its proper postage.

Before registering, see that the letter with its contents is securely sealed. Address it fully and legibly with Postoffice, County and State, and write on envelope the name and address of the sender also.

Third and Fourth Class matter must so be put up as to bear transportations safely and admit of ex- amination of contents to determine its admissibil- ity as such matter.

Unmailable .- Obscene books, letters, papers, pic- tures and postal cards, lottery cireulars, liquids (except when enclosed in Water Tight Cases not less than 3-16 an inch in thickness), explosives, razors, (except when enelosed in metallic cases). live animals, (except Queen Bees and their atten- dant bees), poisons, ground red pepper, ink and coloring matter, and any article exhaling a bad odor or liable to injure the mails or the persons handling them.

Money Orders .- Domestic, 1 cent to $100, fee from 8 to 45 cents. International, 1 cent to $50, fee 15 cents to $1.50.

Postal Notes .- Payable to bearer. for sums less than $5.00, fee 3 cents.
