RATES OF POSTAGE.


Letters advertised are charged two cents each, besides regular postage. Drop letters are not advertised. A list of drop letters is placed in the rotunda of the Post Office every week.


CIRCULARS .- Three circulars or less, sent for two cents ; prepayment by stamps required.


NEWSPAPERS .- The quarterly postage on reg- ular newspapers, if prepaid, is five cents, or a weekly paper, in same proportion if pub- lished oftener. Transient newspapers sent anywhere within the United States at two cents, not exceeding four ounces, prepaid by postage stamps; all transient printed matter at like rates.

When the article to be mailed is a circular, pamphlet or newspaper, it should be so envel- oped as to be open at one end-otherwise it will be charged as a letter.


All letters required to be prepaid by stamps. Those not thus prepaid are sent to the Dead Letter Office.
