RATES OF POSTAGE.
First-Class .- Letters and all other written matter, whether sealed or unsealed, and all other matter, sealed, nailed, sewed, tied or fastened in any manner so that it cannot be easily examined, three cents per half ounce or fraction thereof. Postal cards, one cent each. Postal cards are unmailable with any writing or printing on the address side, except the di- rection, or with anything pasted upon or attached to them.
On local or drop letters, two cents for each half ounce or fraction thereof.
Second- Class - Regular Publications .- This class includes all newspapers, periodicals or matter exclusively in print, and regularly issued at stated periods from a known office of publi- cation or news-agency. Second class matter can only be mailed by publishers or news- dealers. Postage two cents a pound or fraction thereof.
Third Class .- Printed matter, in unsealed wrappers only. (all matter inclosed in sealed envelopes notched on the side or corners must par letter rates) one cent for each two ounces or fraction thereof, which must be fully prepaid. This includes books, circulars, chromos, hand- bills, engravings, lithographs, magazines, music, newspapers, pamphlets, photographs, proof- sheets and manuscript accompanying the same, reproductions by the electric pen, hektograph, metallograph, papyrograph, and, in short, any reproduction upon paper by any process, except handwriting and the copying press, not in the nature of a personal correspondence. Limit of weight four pounds, except for a single book, which may weigh more. Third-class matter must be fully prepaid, or it will not be for- warded.
Fourth- Class .- All mailable matter not in- cluded in the three preceding classes which is so prepared for mailing as to be easily with- drawn from the wrapper and examined. Rate, one cent per ounce or fraction thereof. Limit of weight four pounds. Full prepayment com- pulsory.
PERMISSIBLE WRITING.
No writing is permitted on third or fourth- class matter except as follows ; The name and
address of sender on the outside or inside of package, preceded by the word "from." On the wrapper may also be written the names and number of articles inclosed. The sender is further allowed to mark a word or passage in a book or paper to which he desires to call spe- cial attention. He may also write a simple in- scription or dedication upon the cover or blank leaves of a book or pamphlet. There may be attached to articles of merchandise, by tag or label, a mark, number, name or letter for pur- pose of identification. Printed circulars may contain the written name of the sender, or of the addressee, and the date. Any other writing on third and fourth-class matter will subject the package to letter rates of postage, and render the sender liable to a fine of ten dollars for each offense. Printed matter may be inclosed with fourth-class matter, but the whole package is subject to the rate of one cent per ounce or fraction thereof.

(The Dominion of Canada embraces all the British North American Provinces except New- foundland. )
Letters and Postal Cards .- Same rates and conditions of prepayment of postage as for do- mestic letters and postal cards.
Other Matter .- Same rates and conditions of transmission as for matter for delivery within the United States, except that merchandise is rigidly excluded. Samples of merchandise are mailable, but they must not exceed eight ounces in weight, and are subject to a postage of ten cents each. They must also be strictly speci- mens of goods for sale.

Unmailable .- Liquids, poisons, explosive and inflammable articles, fatty substances easily li- quefiable, live or dead animals (not stuffed), insects (except queen bees when safely secured ) and reptiles, fruits or vegetable matter, confec- tionery, pastes or confections, and substances exhaling a bad odor ; and every letter upon the envelope of which, or postal card upon which, indecent, lewd, obscene, or lascivious delinea- tions, epithets, terms or language may be written or printed, and all matter concerning lotteries, so-called gift concerts, or other similar enter- prises offering prizes, or concerning schemes de- vised and intended to defraud the public, or for the purpose of obtaining money under false pretences.
All mail matter not prepaid by stamps, all such as are received in the office with stamps cnt from Stamped Envelopes, or with such Post- age Stamps as were in use prior to 1861, or with Revenue Stamps on them are treated as "un- mailable," and are so sent to the Dead Letter Office,

A letter once delivered to any one authorized to receive it, can, if returned immediately, be forwarded without additional postage. Second, third and fourth-class matter and Postal Cards cannot be forwarded withont a new prepayment of postage.

The public are requested to adopt the house- door letter boxes, the use of which will result in greatly increased rapidity in the delivery of letters. Free delivery of letters by faithful Carriers will be secured by having them plainly addressed to the street and number. No neces- sity exists for persons calling at the office, as all may have their mail matter left at their resi- dences regularly, without risk or charge. Five deliveries will be made daily by the Letter Car- riers, beginning at 7.30 A. M., 10 A. M., 12 M., 2.30 P. M. and 4.30 P. M. in the business sec- tions of the city, and three deliveries at 7.30, 10 A. M. and 2.45 P. M. in all other sections.
COLLECTIONS
Are made daily from the street letter-boxes as follows : 1st, 6.30 A. M. to 8.30 A. M .; 2d. 12.00 to 1.45 P. M .; 3d, 7.00 to 8.45 P. M., except Sunday, when one collection from 3.30 to 8 P. M. is made. Letters are also collected and delivered at the principal hotels.
STAMPED ENVELOPES.
The attention of the public is called to the advantages of using Stamped Envelopes rather than Postage Stamps. Daily, number of letters are dropped in the Post Office without prepay- ment, with Revenue Stamps, and Stamps cut from Stamped Envelopes affixed, which are held for postage; whereas by the use of Stamped En- velopes, these letters would go forward without delay.
Persons purchasing Stamped Envelopes, of any denomination, in quantities of 500 and up- wards, may have their address and request to return in a specified time printed thereon, not to exceed four lines, free of charge. The De- partment offers unusual inducements to the public in the sale of Stamped Envelopes.
