Gentlemen:


In accordance with Chapter 90-A, Revised Statutes of 1954, and at your request, we have audited the records of the Town of Franklin for the period March 1, 1960 to February 28, 1961.


The examination was made in accordance with generally accepted auditing standards that pertain to municipal accounting. Audit analysis was in a basis consistent with that of the preceding year, and included all procedures which were con- sidered necessary. Insofar as could be ascertain- ed within the scope of the examination the fin- ancial transactions of the Town appear to have been appropriately handled.

report impartially present the financial position of the Town and the result of its operations for the period designated.

An audit has been completed of the fin- ancial records of the Town of Franklin for the fiscal year ended February 28, 1961. This audit included an examination of the records maintain- ed by the Assessors, Selectmen, Treasurer, Tax Collector and Town Clerk.


The examination included a review of cash transactions as well as an analysis of available funds and expenditures. The result of the year's operation of the departmental accounts revealed that available funds exceeded expenditures by $2.583.68 which are summarized below:

ASSETS


The cash balance of $10,859.30 reconciled with the bank statements furnished by the Union Trust Company, Ellsworth, Maine. This bal- ance is the general fund balance of $5,449.48 and the water system balance of $5,409.82.


Other assets, including accounts receivable taxes, tax liens and tax acquired property were reviewed. Unpaid accounts were reconciled

with the balances shown on the records of the Selectmen.


LIABILITIES


Total general fund liabilities amounted to $6,750.20 which represented accounts payable of $6,617.52 and $132.68 due Trust Funds.


RESERVES AND SURPLUS


The appropriation accounts reflect a net un- expended balance of $1,872.13 which is being carried forward to the ensuing year.


The unappropriated surplus amounted to $464.97, a decrease of $8,538.24. This change was occasioned principally by the excess of available funds over expenditures less several transfers to departmental accounts.


TRUST FUNDS


An examination of the various funds held in trust by the Town revealed that the principal of these funds amounted to $8,150.00 and un- expended income $165.42. These funds were legally invested with the exception of $138.62 in the general fund.


SCOPE OF AUDIT


Count of cash was made and records check- ed to determine the accuracy of recording cash transactions. The system of internal control was reviewed as pertained to the handling of cash

and other matters of financial concern. Receipts, vouchers, and cancelled checks were examined for a selected period and major increases or de- creases in revenue or expenditures over previous years were explored.


Various laws pertaining to the fiscal operat- ions of the municipality were reviewed to de- termine that related financial transactions were properly administered.


Included in this report are exhibits and schedules pertaining to the financial status of the Town. Audit procedures were followed to the extent deemed necessary to develop these statements.


It is believed that the accompanying balance sheet and supporting statements fairly present the financial position of the Town at February 28, 1961 and the result of its operations for the voar then ended.

REGISTRATION AND LICENSING OF DOGS


Registration and Licensing of Dogs under Chapter 100, Sections 9 to 28, R.S. 1954 as amend- ed.


On or before the 1st day of April of each year the owner or keeper of any dog 6 months old or over shall apply to the Town Clerk either orally or in writing for a license for each dog owned or kept by him.


Any person becoming the owner or keeper of a dog after the 1st day of April, not duly licen- sed as herein required, shall within 10 days after he becomes. the owner or keeper of said dog, cause said dog to be described and licensed as required.


Fees: Males, $1.40; Spayed Females, $1.40; Females, $5.40; Kennels, $10.15 and $20.15.

FIRE DEPARTMENT

The department answered 15 calls, classified as follows:

Fire at Eastbrook Town Dump, answered by State Fire Warden.


Brush fire at Eastbrook crossing left un- tended by State patrolman.

To eliminate as many future fires as possible please keep your chimneys clean and safe. Have your oil burners cleaned and serviced by licensed and reliable service men. Electric wiring should be done by licensed electricians. Remove all fire hazards from your buildings and premises.


The town owns one portable pump, one Bar- ton 275 gallon front end 'pump, about 1500 feet

1-1/2 inch hose, three nozzles, 10 back pumps, and one soda - acid extinguisher, 1 gas mask, 2 2-1/2 inch by 1-1/2 inch reducer hydrant wrenches, 1 2-1/2 x 1-1/2 x 1-1/2 shut - off, Y, 1 2-12 double fe- male coupling.


The department owns 400 feet 1-1/2 inch hose, one Ford tank truck, two 500 gallon tanks, one chemical powder extinguisher, one 36' ex- tension ladder, one 16' roof ladder, one fire axe, pails, shovels, and one soda-acid extinguisher.

REPORT OF WATER SUPERINTENDENT


Four years ago last November second, a sum of money was left to the town of Franklin for the establishing and development of a permanent water system for a majority of its citizens. We had four years to accept, survey and construct said water system.


The first step was to prove that it could be done for the available funds. A water board com- prised of our senior citizens and business men was designated by our annual meeting to investi- gate the possibility. They procured the services of a competent lawyer and an engineer and the wheels began to turn. The result of their efforts. assured us that we could have a system for the amount of funds available, that the legal obsta- cles could be overcome, and the money turned over to us. All three things were done.


The various sources of water considered were thoroughly studied and one by one eliminated until our present source" was left, and its ad- vantages far outweighed the advantages of the others when our budget was considered.'


We constructed the system comprised of 25000 feet of pipe, 19 hydrants and 65 services, of which

45 are active paying customers. The hydrants are located within 500 feet of every house in the area served by the water, which will give us a reduct- ion of our insurance rates as soon as they can be determined by the underwriters. We have from 250 to 1000 gallons per minute available at the hy- drants under pressure ranging from 40 to 65 pounds.


All this was made possible by the generosity and thrift of Adelaide Bunker. Inspired by a love of her fellow men, a faith in God and the town in which she lived, she dedicated all her fortune and a life of sacrifice for the future growth, development and general well-being of her community.
