The above pictures and captions are an ex- ample of the program being conducted by the Bayview Cemetery Association to improve the appearance of our cemetery in Franklin. There are over 300 lots in this cemetery. 12 lots are maintained by Town Trust Funds. 38 lots are maintained by Association Trust Funds. 90 lots (approx.) have been cared for by our sexton and paid by private individuals. 50 lots (approx.) are cared for by owners or relatives. 47 lots have had no maintenance recently.
The Association has spent $247.60; raised by our annual dinner and other donations during the past year, for the improvement of these un- improved lots. The appearance of our cemetery has improved considerably in the past few years, but there is still much to be done. The Associat- ion will appreciate any assistance it may receive from the Town at the Annual Town Meeting.

I have visited your school periodically and have found that a proper atmosphere of learning is maintained and quite apparently the prescri bed courses of study are followed. This is oc- casioned largely due to the competence of the teachers and the fact that we are able to retain the same staff from year to year.
It would appear from your enrollment that there is not an immediate need for building ex- pansion, which is facing many towns these days. I would, however, state that we must keep a care- ful watch on any trend towards such an increase, because two or three years of steady growth could cause us to become crowded to the point of capacity.
A word is in order about the splendid work done by the school lunch committee during the year. They have provided a new three-section stainless steel sink as recommended by the State,

and enlarged the kitchen area. With the help of the Maine T. B. Association, a new electric water heater has also been installed, which pro- vides much more adequate water for sanitary dish washing.
It was with regret that we learned of the passing of Adah Savage, who contributed much to the success of the school lunch program in tireless effort and time.
The School Committee and I have met and presented the following budget recommendations, for next year:

The major portion of your budget increase of about $6,000 is reflected in tuition to high school. Not only has there been a marked in- crease in secondary per-pupil costs, but you will also have an increase in enrollment next fall of nine students, or 25 per cent over this year. While you will receive about $800 more subsidy

next year, this item is more than offset by a much lower balance forward.
We have recommended an amount of $700 for repairs and equipment, mainly for painting and classroom furniture. I would be remiss not to recommend again that you raise an amount each year for a bus purchase fund, to make it easier for the town when the year comes to trade busses. Your present Ford bus will probably have to be replaced in two or three years, and you could budget for that accordingly.
In closing, I again thank the Committee, and town officers, school personnel, and all par- ents and citizens who help work for better schools. There is no better investment than the education of your young people. You are invest- ing wisely.

This year we have accomplished what we have been work- ing for the past two years, the three-well stainless steel sink has been installed, the Electric Hot water heater has been added, and the large cupboard for storing foods and vegetables has been constructed. These items add much to the efficiency of the program.
There are a few necessary repairs that should be made this current year, namely, a bin for storing the potatoes, paint in the kitchen and carpet to finish out the part that had to be extended because of the sink installation.
The School Lunch Committee wishes to thank all who have contributed toward this program, the Northeastern Pack- ing Company, Mr. and Mrs. Leo W. Blaisdell, Game Warden Harvard Bellatty, the Womens' Extension Service, the Maine T. B. Association, the Parents and Teachers for their cooper- ation and all others who have assisted in the School Lunch Program.

To Chester Smith, Constable of the Town of Franklin, in said County, GREETINGS:
In the name of the State of Maine, you are hereby directed to notify and warn the inhabit- ants of said Town of Franklin qualified by law to vote in Town Affairs, to meet at the Grange Hall, in said Franklin, on Monday, the 19th day of March, A. D. 1962, at ten o'clock in the fore- noon, to act on the following articles, to wit:
Article
1 To choose a moderator to preside at said meeting.
2 To choose a Town Clerk for the ensuing year.
3 To hear and act on the reports of Town Of- ficers.
4 To choose a Board of Selectmen, Assessors,
£ and Overseers of the Poor for the ensuing year and fix their compensations. .
.5 To choose a Treasurer for the ensuing year, choose or designate an Excise Tax Collector, and fix their compensations.
6 To vote a percentage for collecting taxes.

7 To choose a Tax Collector and make all nec- essary arrangements relating thereto.
8 To choose one or more Fire Wardens, fix their compensations and raise a sum of money for Fire Bills and Equipment.
9 To choose a member of the School Board to serve three years.
10 To choose or instruct the Selectmen to ap- point one or more Road Commissioners, to fix their compensations and term of office.
11 To choose all other necessary Town Officers.
12 To see if the Town will vote to continue to convey High School Students.
13 To raise a sum of money for Support of Schools.
Budget Committee recommends $27,650.
14 To raise a sum of money for repairs to School Building.
Budget Committee recommends $700.
15 To see if the Town will vote to allow the School Bus to take pupils to the School Activities out of School hours with the ap- proval of the School Board but not to ex- ceed one trip per week.
16 To see if the Town will raise and appropriate a sum of money for application of Sodium

17 To raise a sum of money for Support of the Poor.
Budget Committee recommends $1500.
18 To raise a sum of money for repairs and maintenance of Highways and Bridges and make all necessary arrangements relating thereto.

19 To raise a sum of money for Administration. Budget Committee recommends using Excise Tax.
20 To raise a sum of money for salary of Seal- er of Weights and Measures.
21 To raise a sum of money for Removal of fu- ture Snow.
Budget Committee recommends $2000.
22 To see if the Town will raise and appropriate a sum of money to put Calcium Chloride on Town Roads where needed.
Budget Committee recommends $100.
23 To see if the Town will vote to Plow and Sand the School Yard.
24 To raise a sum of money for the services of of a Public Health Nurse. Budget Committee recommends · $40.

25 To see if the Town will raise and appropriate a sum of money to be paid to the Maine Coast Memorial Hospital to help the Hos- pital defray the cost of free services render- ed.
26 To see if the Town will appropriate a sum of money for the suitable observance of Memorial Day and the Boys' and Girl's Agri- cultural Clubs.
27 To choose three Water Commissioners, one to serve 3 years, one to serve 2 years, and one for 1 year.
28 To see if the Town will raise the sum of $400 for its share to make a survey of the pro- posed Dam for the Bay. No recommendations.
29 To see if the Town desires to raise any funds for the Dutch Elm Disease Program. No recommendations.
30 To raise the sum of $760 for Water Hydrant rental to be paid to Water Department for year 1962-63. Budget Committee recommends $760.
31 To see what sum of money the Town will vote to raise for Street Lights.
Budget Committee recommends $441.
32 To see if the Town will vote to authorize the Selectmen to issue Alewive Permits.

33 To see if the Town will vote to authorize the Selectmen and Treasurer to make temporary loans in anticipation of and to be paid out of current taxes for the municipal year 1962- 63 and to issue the Town's negotiable notes for same.
34 To see if the Town will vote to authorize the Selectmen to sell and dispose of all tax titles held by the Town and of property deeded to the Town on such terms as they deem ad- visable and to issue Quit - Claim deeds for same.
35 To see if the Town will vote to authorize the Selectmen and Treasurer to issue general obligation securities of the Town for the purpose of funding or refunding certain notes of the Town due now or to become due during the municipal year 1962-63 and to fix a time within which said securities are to become due.
36 To see what sum of money the Town will raise and appropriate for State Aid Road Construction (in addition to the amounts re- gularly raised for the care of Highways and Bridges) under the provisions of Sections 25 and 29, Chapter 20, R. S. as amended.
37 To see if the Town will vote to raise a sum of money for Aid to Dependent Children. Budget Committee recommends $900.
38 To raise a sum of money for Interest. Budget Committee recommends $125.

39 To see if the Town will vote to publish the names of persons on relief in the next Town . Report.
40 To see if the Town will vote to use the Ex- cise Tax Receipts as Assets for the Admin- istration Account.
41 To see if the Town will raise and appropriate a sum of money for Civilian Defense.
42 To see if the Town will raise and appropriate $50.00 to be paid to the State of Maine Pub- licity Bureau to be expended for advertis- ing the Natural Resources, advantages and attractions of the State in accordance with provisions of Chapter 91, Section 108, of the R. S. of 1954.

43 To see if the Town wishes to continue the Fire Telephones (so called) and if so to raise and appropriate a sum of money for same.
Budget Committee recommends $156.
44 To see if the Town will vote to raise and appropriate the sum of $400 to co-operate with the Maine Forest Service and Federal Government in Control of White Pine Blis- ter Rust, in accordance with R. S. Chapter 36, Section 69.
45 To see if the Town will vote to raise the sum of $250 to pay a share for improvements in

Bayview Cemetery, money to be expended under the direction of Bayview Cemetery Association.
46 To see what action the Town will take in re- gard to Town Dump, and raise sum of money for same.
Budget Committee recommends $300.
47 To see if the Town will elect a Budget Com- mittee of 2 citizens to serve with the Select- men, Town Clerk, Town Treasurer and a member of the School Board.
48 To see if the Town will raise a sum of money to make the South Bay road passable so it can apply Town Improvement money on same.
Budget Committee recommends $400.
49 To see if the Town will permit the West Franklin Horse Club to use field in back of Fire Station for horse shows and riding.
50 To see if Town will Tar the Card's Crossing Road and raise the necessary funds for same.
51 To see if the Town will vote in accordance with the Provisions of the Public Laws of 1961, Chapter 362, to permit any business not included within the exemptions of said

52 To see if the Town will vote to raise the nec- essary funds to remodel the first floor of Town Hall so it can be used as a garage for the School Buses.
