WARRANT 1920 .


STATE OF MAINE, KNOX, ss.


To W. M. Staples, a constable of the town of Washington, within and for the County of Knox, GREETING:


In the name of the State of Maine you are hereby required to notify and warn the inhabitants of said Washington, qualified by law to vote in town affairs, to assemble at the town hall in said Washington on Monday, the 22d day of March, A. D. 1920 at 10 o'clock in the forenoon, to act on the following articles, to wit:


Art. 1. To choose a Moderator to preside over said meeting.


Art. 2. To choose a Town Clerk for the ensuing year.


Art. 3. To hear and act on the reports of the select- men and other town officers.


Art. 4. To choose three Selectmen, Assessors and Overseers of the Poor, also a Town Treasurer, Collector of Taxes, one or more Road Commissioners, one member of the S. S. Committee for a term of three years, Con- stables, Sexton and other necessary town officers for the ensuing year.


Art. 5. To see what sum of money the town will vote to raise by taxation and appropriate for the following purposes :


(a) Support of Common Schools.


(b) Interest on Daggett School fund.


(c) Purchase of text books.

(e) Support of High School.


(f) Tuition in secondary schools.


(g) Tax abatements.


(h) Town charges and miscellaneous.


(i) Support of Poor.

Town library.

(m) Winter breaking.


(n) State Aid highway (maintenance.)


(0) Salary of road patrolman.


(p) Road machinery.


(q) Machine work on patrol road.


(r) Repairs on town house.


Art. 6. To see if the town will vote "yes" or "no" on the question of appropriating and raising money necessary to entitle the town to State Aid as provide by Sec. 19 of Chapter 25 of the Revised Statutes of 1916.


Art. 7. To see what sum the town will vote to raise for improvement of State Aid Highways.


Art. 8. To see if the town will vote to accept the list of jurors as prepared by the municipal officers.


Art. 9. To see what action the town will take in regard to the acceptance as a town highway of the private road leading from a point near the Washington town house to the residence of Winfield S. Savage.


Art. 10. To act on any thing else that may legally come before said meeting.


The selectmen will be in session at town hall at nine o'clock on the morning of said meeting for the purpose of correcting the list of voters.

SCHOOL REPORT


REPORT OF SUPERINTENDENT OF SCHOOLS


To the Citizens of the Town of Washington:


I herewith submit my annual report of the progress and condition of the schools in the Town of Washington.


The most of the schools are in very good condition. We have been obliged to employ some out of town teach- ers, but have been very fortunate in this matter as they have proven themselves to be honest and efficient teachers. Our town teachers are doing excellent work, especially the three who have had years of experience. We truly appreciate their work.


We have been very fortunate in securing teachers during the past year, taking into consideration the teacher shortage and the low wages we are paying as compared with other kinds of work. Only one term of school was lost, and this was due partly to the fact that board could not be secured for the teacher nearer than one and one-half miles. If our own little district was the only place that is being affected by the teacher shortage complaints would be justifiable. Dr. Augustus O. Thomas, State Superintendent of Public Schools, in a statement advocating an increase in the wages of teachers declared that 80 schools are closed in Maine today be- cause of teacher shortage and the number will be greatly augmented after the New Year. "If present emergencies as regards the pay of teachers are not met at the coming town meeting, there will be 500 schools closed next autumn at the least calculation," said Dr. Thomas.

Mr. G. W. Starkey, Deputy State Superintendent, said, "The National Educational Association has made a survey which shows that 50,000 schools out of 750,000 in this country are closed through lack of teachers; in other words one school out of every 15. One school out of every six is either closed or taught by a teacher below the standard required." Mr. Starkey also in- formed us that the teachers of Knox County are being paid, on an average the lowest wages of any county in the State.


Quite a large sum has been spent for text-books. The classification of our High School has been changed, which necessitated a change in the Course of Study, and we were obliged to purchase many new books. Several books on Composition and Rhetoric, and perhaps a few books in Literature are all that will be required for text-books in the High School the coming year.


In accordance with the provisions of Chapter 228, P. L. 1919, we are apportioned the sum of $250.00, from the Equalization Fund for Secondary Schools, to be expended under the direction of the superintending school committee during the current school year for the following purposes:


Increasing teachers' wages $50.00


Jacketing stove 50.00


Providing library 75.00


Providing equipment 75.00


This apportionment is made with the understanding that the town will not reduce its appropriation for High School support by reason of special aid, that the proposed expenditures as shown in the budget submitted will be fully made, that the special aid will be used to supple- ment rather than replace local funds except where es-' pecially indicated that it shall be so applied.

I regret to say that our High School is not receiving the support from the parents and citizens in general, that it justly deserves. We need the co-operation of every citizen in order to make our schools a success.


The books in our Common Schools are in fair condi- tion, but owing to the advance in the price of books a reasonable appropriation is needed.


We have also received the sum of $150.00 from the Equalization Fund for Common Schools, to be used for increasing teachers' wages. It is intended that amounts apportioned from this fund will be used to secure results beyond those which might be planned for through the usual town and state appropriations.


Some of our schools are without flags and others are in poor condition, ropes are also needed on most of the poles. I would suggest that a reasonable sum be appro- priated for this purpose, as the law requires.


I wish to thank those who have aided me in the dis- charge of my duties during the past year.
