To C. H. Kimball, a constable of the town of Newburg in
said County, GREETING:
In the name of the State of Maine, you are hereby re- quired to notify and warn the inhabitants of said town of Newburg, qualified by law to vote in town affairs, to assemble at the Town House in said town of Newburg on Monday the eighth (8th) day of March, 1920, at 10 o'clock, in the forenoon, to act on the following articles, to wit :
Article 1. To choose a moderator to preside at said meeting.
Article 2. To choose a clerk for the ensuing year.
Article 3. To hear the report of town officers and act thereon.
Article 4. To choose selectmen, assessors and over- seers of the poor for the ensuing year.
Article 5. To choose one member of the school com- mittee for three years.
Article 6. To choose a town treasurer for the ensuing year.
Article 7. To choose a collector of taxes and agree what per cent. to pay him for collecting the same and fix date of settlement.
Article 8. To choose a town auditor and fire warden and all other necessary town officers for the ensuing year.
Article 9. To raise money for the support of common schools.
Article 10. To raise money for support of poor.
Article 11. To raise money for incidental expenses.
Article 12. To raise money for roads and bridges.

Article 13. To raise money for repairs on school- houses.
Article 14. To raise money for school books.
Article 15. To raise money to pay tuition of pupils attending high schools.
Article 16. To raise money for abatements.
Article 17. To see if the town will vote "yes" or "no" on the question of appropriating and raising money nec- essary to entitle the town to State aid provided in Sec- tion 19 of Chapter 25 of the Public Laws of 1916.
Art. 18. To see if the town will appropriate and raise the sum of $533.00 for the improvement of the sec- tion of State aid road as outlined in the report of the State Highway Commissions, in addition to the amounts regularly raised for the care of ways, highways and bridges, the above amount being the maximum amount which the town is allowed to raise under the provision of Section 18 of Chapter 25 of the Public Laws of 1916.
Article 19. To see if the town will vote to raise money in addition to the $533.00 raised under Article 18 for State aid highways.
Article 20. To see if the town will vote to raise money and what sum for the maintenance of State aid highways during the ensuing year within the limits of the town.
Article 21. To determine the number of road commis- sioners the town shall have.
Article 22. To see what sum of money, if any, the town will vote to raise to continue the Special State road on South road to Alfred Hart Hill.
The selectmen will be in session at the Town House for the purpose of revising the list of voters in said town, at 9 o'clock, in the forenoon, on the day of said meeting. Hereof fail not to make due return of said warrant with your doings thereon, on or before the day and hour of said meeting.

Report of Superintendent of Schools
To the Superintending School Committee:
Financially, the report of the year covers nearly four terms, as the winter term was unfinished at the time of the last report. This accounts for the fact that with an appropriation of $2,500 by the town, there is still an overdraft of $627.08. There were heavy bills left over from the winter term, so that the expenditures to mid- summer, from the Common School funds, were $2,014.67, while the fall and winter terms cost $2,135.15. Of the conveyance charges more than half was for the winter and spring terms, 1919. The increased charges for teachers' board accounts for $40 of the added cost of the last two terms, and added cost for conveyance in the winter was another cause.
The enormous cost of every service rendered in these days makes it imperative that every possible economy be practiced. I see no way to reduce conveyance charges, and teachers' pay cannot be reduced. Consolidation, which will only slightly increase conveyance charges, may reduce the number of schools, and effect economy, with increased efficiency. I realize that many are op- posed to further consolidation, because the schools in their neighborhoods would be closed, and their children would be conveyed. But I believe they would find it better for the children, if properly clothed and conveyed. Three, and then four, of my children were conveyed sev- eral years, the oldest being under twelve at the close of the period. I was opposed at first, but soon found that it was much better for them than going to a little school of twelve pupils. I sympathize with the feelings of par- ents, but think that we should study the whole question candidly, and act for the real good of the greater num- ber of children.
On the whole, the work of the schools has been very good. The teachers have given the town the best ser- vice that their training and abilities enabled them to give. It is hoped that during the coming year they may

have more assistance to help make up for their lack of training. But it should be remembered that their edu- cation is much better than that of many who are earning far larger pay in other lines of work. Teaching is hard work. Let us all appreciate heartily the services of these earnest, faithful young women.
Irregular attendance has prevented some from getting the benefit they should from the schools. At the open- ing of the spring term, parents whose children have been absent without excuse for a week or more during the past six months, should be warned under the truancy laws, and promptly prosecuted if the irregular attend- ance continues.
Newburg is well represented in the high schools, and the town's share of their tuition charge is a light burden, compared with the benefit received. It is to be hoped that these young people will not be educated away from the town into city occupations, but that they will re- turn, to be efficient citizens. But much should be done in the home schools to lay the foundation for town spirit and local pride. Can we not do more to open the eyes of the pupils to see that they are favored with homes in one of the best of towns?
The school buildings need only minor repairs, until the time comes for remodelling those that remain in use, to meet the standards of the state regarding heating, light- ing and ventilation. Maine is doing much for our schools, but it is hoped that soon both state and nation will do much more for rural education.
