TO THE CITIZENS OF BOWDOIN :


I respectfully report that I have audited the books and accounts of the Selectmen and Treasurer of the Town of Bowdoin, for the fiscal year ending, Feb. 10th, 1917, found them correct with the proper vouchers on file.


The financial standing of the town as represented by them in their annual report herewithin submitted is a correct transcript from the books of the town.

School Report.


To the School Committee and Citizens of the Town of Bowdoin!


I herewith submit for your consideration my second annual report as Superintendent of the Schools of Bowdoin.


Although it is generally conceded that better work can be done in a large school than in one of five or six pupils, yet good results have been accomplished in every school. However, far better results could have been obtained if the schools had been consolidated. For in a small school it is very difficult for the teacher and pupils to create and sustain an interest in the work. The value of the recitation period is greatly lessened when there are but few in the class, as the spirit of rivalry and competition are unknown factors.


If it were possible to pay higher salaries we could retain our best teachers. Under the present existing conditions, we are able to keep our best teachers only a term or two at the most, thus defeating one of the main objects for which the union of towns was formed. It is very necessary to remedy this condition or the progress of the school is retarded by the frequent change of teachers. I would sug- gest that we close some of the small schools and take this money for increasing the wages of the teachers. The cost of transportation is usually not over five dollars per week. This would give us a surplus of two dollars for every school that is closed beside the saving on the wood bill, which would amount to about fifty dollars a year.


There are three or four schools which have failed to maintain an average of eight during the past year. This would close the schools automatically unless the matter

were taken up at town meeting and voted upon. I wish that the citizens of this town would give the question their careful consideration and vote accordingly at town meeting.


On the whole the work of the teachers and pupils during the past year has been quite satisfactory. Although at the beginning of the fall term it became necessary to put in several inexperienced teachers, yet through their con- sicentious efforts material progress has been made. The course of study has been a great help to the teachers as they know the definite work prescribed therein must be done during the school year to keep the pupils up to grade.


It is my opinion that most cases of tardiness could be iliminated if the parents were more concerned in the matter. Of course they must realize that the best results cannot be obtained in school work if the pupils are con- stantly tardy. Furthermore when we can have only the required number of weeks in the school year, every moment of that time should be utilized.


I should also like to call the attention of the parents to another matter, that of truancy. Many cases of this nature may be due to ignorance of the law but in some instances gross neglect on the part of the parents is re- sponsible for their absence, and the children are thus deprived of their rightful advantages. I hope that in the future the parents will be more thoughtful and consider- ate in this respect.


Out of the nineteen pupils who took the High school entrance examinations at Bowdoin Center, ten passed and most of them are doing good work in the High school where they entered.


In order to stimulate an interest in further educa-

tional work, plans are being made for joint graduation exercises of the ninth grades to be held at the Grange hall in June. We ask for the heerty co-operation of the parents and citizens of the town to make them a suc. cess.

RECOMMENDATIONS


New Supplementary Story House Readers and more Edson-Lang Readers have been purchased. New Acade- mic Physiologies were bought for use in the ninth grades. New Spellars and more Arithmetics will be needed as those now in use are in bad condition.


The Adams School house has been painted outside. The Borough schoolhouse has been papered, painted and tinted, also two doors were hung. A new stove and

funnel have been purchased for the Ward School and a new blackboard has been put up. The out building at the Jaques has been repaired. New flag poles have been put up where needed and new flags purchased and dis- tributed to each school.


These are the needed repairs for next year. The Wheeler school house needs painting on the outside and new desks put in. The Bowdoin Center, the Starbird and the Ward schoolhouses need to have the walls and ceilings tinted. The ceiling in the Adams school ought to be patched and tinted, and a new window put in. As soon as possible new desks should be purchased for the Ward schoolhouse.


In closing I wish to express my hearty appreciation to all those who have in any way helped to make this year's work efficient.

In the name of the State of Maine you are hereby required to notify and warn the inhabitants of said Town of Bowdoin, qualified to vote in town affairs, to assemble at the Town house in said town, on Monday, the fifth day of March, A. D., 1917, at ten o'clock in the forenoon to act on the following articles, to wit:


Art. 1. To choose a Moderator to preside at said meeting.


Art. 2. To choose a Clerk for the ensuing year.


Art. 3. To hear report of Selectmen.


Art. 4. To hear report of Treasurer.


Art. 5. To hear report of Superintending School Committee.


Art. 6. To choose three Selectmen, Assessors and Overseers of Poor.


Art. 7. To choose Fire Warden for ensuing year.


Art. 8. To choose Treasurer for ensuing year.


Art. 9. To see if the Town will vote to have one or more Road Commissioners.


Art. 10. To choose Auditor for ensuing year.

Art. 11. To choose one member of the Superintend- ing School Committee.


Art. 12. To choose Collector of Taxes and Constable.


Art. 13. To see if the Town will vote to raise the amount due on highways from Dec. 1, 1916, to Feb. 10, 1917, or act in relation thereto.


Art. 14. To see if the Town will vote Yes or No on the question of appropriating and raising money nec -. essary to entitle the Town to State Aid as provided in Section 20 of Chapter 130 of the Public Laws of 1913.


Art. 15. To see if the Town will appropriate and raise the sum of $533.00 for the improvement of the Sec- tion of State Aid road as outlined in the report of the State Highway Commission in addition to the amount reg- ularly raised for the care of ways, highways and bridges the above amount being the maximum which the Town is allowed to raise under the provision of Section 19 of Chapter 130 of the Public Laws of 1913.


Art. 16. To see what sums of money the Town will vote to raise for the following purposes :


For Highways from Feb. 10th, to Dec. 1st, 1917.


For Common Schools.


For Town Expenses.


For School Supplies and Repairs on Schoolhouses.


For Text Books.


For Support of Poor.


For Better Education of Youth.


For Superintendent of Schools.

Art. 17. To see if the Town will vote to raise the sum of one hundred dollars ($100.00) to be expended in center draining the road from W. B. Hervey's house north to road running westerly. (by petion)


Art. 18. To see if the town will vote to raise and appropriate the sum of one hundred dollars ($100.00) for the repair of the cross road leading from the Bowdoin- ham line by the house lately occupied by Lewis Williams to the Purinton road so-called. (by petition)


Art. 19. To see if the Town will vote to raise one hundred dollars ($100.00) to repair the road from A. G. Buker's south line northerly. (by request)


Art. 20. To see what sum of money the Town will vote to raise to rebuild the bridge near the residence of N. Doughty.


Art. 21. To see if the Town will vote to raise the sum of two hundred dollars ($200.00) to repair the road beginning at the foot of John F. Buker's hill going southerly. (by petition)


Art. 22. To see if the Town will vote to instruct the Selectmen or Road Commissioner to appoint a man in different sections of the town to clear the rocks from the highway once a month through the summer months, or act in relation thereto.


Art. 23. To see if the Town will vote to abate the taxes of Geo. Gowell for the year 1916, amounting to $34.18.


Art. 24. To see if the Town will vote to abate the taxes of Mrs. James E. Whitmore, for the year 1916, amounting to $11.14.


Art. 25. To see if the Town will vote to abate the taxes of H. S. Starbird for the year 1914.

Art. 26. To see see if the Town will vote to raise five dollars ($5.00) for the purchase of flags for Memo- rial Day.


Art. 27. To see if the Town will vote to instruct the School Board to reopen schools in the Jaques, Purinton, Carr. Woods, Judah Small and West Bowdoin districts so- called.


Art. 28. To see if the Town will vote to elect all other officers by hand ballot or authorize the Selectmen to appoint.


Art. 29. To choose fence viewers.


Art. 30. To choose surveyors of wood, bark and lumber.


Art. 31. To choose Pound Keeper.
