At the time of making the last annual report from this De- partment, it was thought best not to include the casualties

amongst the enlisted men, as the returns received from regiments up to that date necessary to derive the information from, were not considered very complete, and especially as it was intended in a future report to publish the names of all the men who have entered the service from this State, and in which all the casualties occurring amongst them would be " embraced, and in doing this additional efforts would be made to have the information as correct as possible; and although this partial report has been made, it is still the intention of this Department to furnish a complete report, at some future day, embracing everything that can be obtained touching the his- tory of each individual then in service, or who may have been in the service up to that time. At great labor the records of this office are being kept up with that view, but still these efforts may be in a great measure rendered abortive without the full co-operation of the officers in command of regiments from whose returns these records must of necessity be made, and it may not be out of place to again call the attention of commandants of regiments to the necessity of making full and regular returns to this Department.


The enlisted men are the bone and sinews of that power which must ultimately bring this rebellion to an end, and con- sequently none are more deserving of a full and truthful record, and although it may be impossible for history to do justice to them by recording the important part taken by each in the suppression of this rebellious war, yet it is within the 1 power of States to do so, and no expense or labor should be spared to accomplish so deserving a purpose.
