SUPPLEMENTARY REPORT.


MILITARY DEPARTMENT, MICHIGAN.


ADJUTANT GENERAL'S OFFICE, - Detroit, February 27, 1863.


To the Honorable the Legislature of the State of Michigan:


In compliance with a joint resolution of the Legislature, adopted at its present session, requesting the Adjutant Gen- eral, if in his power to do so, "to furnish to the Legislature, at his earliest convenience, a supplement to his annual report, giving the casualties in battle, deaths by disease, sick in hospi- tals, discharged from service, and causes of such discharge, and such information as he may deem of interest, of the private soldiers heretofore and now in the military service of the Uni- ted States, from this State," I have the honor to submit the ac- companying statistics.


The facts presented include all the deaths by disease, or in action, or of wounds received in action, the missing in action, and all the discharges, with the reasons therefor, which oc- . curred among the enlisted men of the Michigan troops, from the beginning of the war to the 31st of December last, so far as these casualties have been reported to this department. The Information is based upon the official returns of regiments and batteries. The returns of the 1st, 2d, 3d, 4th and 5th Cavalry, the Engineers and Mechanics, and the 1st, 2d, 4th, 6th, 8th, 10th, 11th, 16th, 17th, 20th, 24th and 25th Infantry, are com- plete, covering their entire service to the end of last year. Those of the 7th and 9th Infantry are the most imperfect; while regiments not specified, are behind, respectively, in the returns of from one to three months. With the exception of the 3d,

the batteries are all more or less delinquent in this respect, while the Michigan company in the Western Sharp-Shooters, and the company of Sharp-Shooters attached to the 16th In- fantry, are all in that branch of the service which have made their returns regularly. Greater regularity exists at this time than at any previous period, in the receipt of these regimental returns, and this department has no doubt it will yet succeed in procuring such as are lacking, unless it may be in cases where the exigencies of the service have caused the destruction or loss of the original records.


The list of " Missing in Action," does not include those who, after having been thus reported, have rejoined their regiments. It is not possible, owing to the nature of the returns, and the constantly occurring changes, to furnish to the Legislature a satisfactory report of the " Sick in Hospitals."


Nor has it been deemed expedient to transmit a record of the reported desertions. While a reliable return of this char- acter would be productive of good, to the service, and might subserve the public interests in other respects, a premature report, known to contain errors which cannot yet be corrected, would inflict undeserved stigmas which could never be wiped out. During a period of active service and long marches, it is very common for men to become separated from their regi- ments through no fault of thier own, and to be unable, sometimes for a considerable period, to rejoin them. In many instances they are taken in charge of a provost guard, and placed on post or hospital duty, far in the rear of the march of their regiment; in others, they are sent, disabled, into hospitals, while weeks may elapse before their officers become advised of their condi- tion. It is known to this department that many cases of this kind have occurred, which, under the rules of the service, are re- ported as desertions. After a time they rejoin their regiments, and are reported as " Gained from Desertion." Their absence being satisfactorily explained, they resume their places, with- out prejudice or disgrace. Out of the numbers reported as deserters, a comparative few, only, are able to explain their

absence satisfactorily, and much the greater proportion deserve and will ultimately receive the reward of their recreancy and bad faith. But it is thought that it would be better at present to forego the advantages which would follow a publication of the names so returned, rather than unjustly affix, through a published State paper, the effects of which cannot be recalled, a reproach of such magnitude upon even a few brave men, whose fortunes have temporarily connected them with a dis- graced class, and whose general career may have entitled them to the respect which belongs to a brave soldier and a faithful patriot, At the same time, a constant record will be kept of all who are reported as deserters, and it will hereafter be given to the public, divested of the names which may have been er- roneously embraced in it, to receive the opprobrium which all true men attach to a flagrant and cowardly crime.
