DEPARTMENT DUTIES.


THE GOVERNOR.


He is the principal executive officer of the State, and commander-in-chief of the military forces.


He may convene the legislature in extraordinary session.


He shall give to the legislature, and at the close of his official term, to the next legislature, information by message of the condition of the State, and recommend such measures to them as he shall deem expedient.


All bills and concurrent resolutions, except for adjournment, must be submit- ted to him for his approval.


He may issue writs of election in case of vacancy in the legislature or in the State representation in the lower house of Congress. In case of vacancy in the office of United States Senator he may appoint some person to hold such office until the legislature chooses a successor.
