Sec. 2. Lieutenant Generals .- The Lieutenant Generals shall command departments. They shall assist the General by counsel or otherwise, and in his absence or disability they shall fill his office, according to seniority in the Confederate service. They shall push the enrollment into camps of all veterans of the Confederacy, in their departments; supervise the work of their divisions and see to the enforcement of all orders from general head- quarters, pass upon and forward all communications between division and general headquarters, and send annual report to the General one month be- fore the annual meeting. They shall appoint their staff immediately after entering upon their office.


Sec. 3. Major Generals .- Major Generals shall command divisions, each State and Territory forming but one division, and having but one Major General. The Major Generals shall apply themselves to fully organize their States or Territories into camps; they shall be careful to have all the re- quirements of the Constitution and By-Laws strictly complied with in the formation of camps, and be intermediary in their relations with general and department headquarters; they shall see to the execution of all orders re- ceived therefrom; they shall assist the Liteutenant-General, by counsel or otherwise, and in his absence or disability they shall fill his office until the next annual meeting, according to seniority in the Confederate service.

They shall appoint their staff after entering upon the duties of their offices. Sec. 4. Brigadier Generals .- Brigadier Generals shall command the brigades or district in which it may be found necessary to divide a State or Territory. They shall be under the Major General and assist him in or- ganizing the State or Territory; they shall see to the execution of all orders received through him, and they shall take precedence of each other accord- ing to seniority in the Confederate service. They shall be the intermediary between the Major Generals and the camps of their brigade, and vice versa. They shall appoint their staff immediately after entering upon the duties of their office, and shall be allowed as many aids as they may deem necessary to facilitate the formation of camps in their district.


Sec. 5. Camp Officers .- Camp officers shall have their duties defined by the Constitution of the camps that create them, to which full liberty has been given to govern themselves, provided the duties so defined be not in conflict with the provisions of this Constitution and By-Laws.


STAFF OFFICERS.


Sec. 6. Adjutant General .- The Adjutant General shall be chief of staff of the Commander-in-Chief. He shall keep correct records of the pro- ceedings of the General headquarters, and general meetings and reunions; a roster of the general department, division, brigade and camp officers, and a roll of the camps; he shall conduct the correspondence of the Federation, and issue the necessary orders under the direction of the General. All re- turns received by him from departments shall be turned over to the proper officer. He shall prepare all books and blanks required for the use of the United Confederate Veterans, under direction of the Commander-in-Chief. He shall be the keeper of the seal of the Federation, and shall issue under it all certificates of membership, commissions and documents. He shall draw requisitions for funds on the Quartermaster General, to be approved by the Commander-in-Chief, and he shall perform such other duties and keep such other books and records as the Commander-in-Chief may require. He shall make an annual report to the Commander-in-Chief, showing the work per- formed by his office and the condition of the Federation. He shall send out blank muster rolls to the various subordinate camps at least sixty days be- fore the annual meetings, together with blank certificates for their dele- gates, with instructions to the Adjutants of the various camps to send in such muster rolls or roster of his camp; also the names of the delegates ap- pointed by their camp to the annual meeting of the Federation, all direct to him, before the first day of the month next preceding the annual meeting.


Sec. 7. Quartermaster General .- The Quartermaster General shall hold the funds and vouchers of the Federation. He shall have the charge of the contracting for badges of the association and their sale to the camps, upon proper requisition ; he shall pay all warrants drawn on him by the Adjutant and approved by the Commander-in-Chief; he shall have charge of all ar- rangements for transportation of general headquarters to and from general meetings or reunions, and he shall endeavor to facilitate the transportation by railroads of delegates to the meetings of the Federation.


Sec. 8. Inspector General .- The Inspector General shall prescribe the form by blanks to be used for the inspection of camps, and, with the ap- proval of the Commander-in-Chief, give such special instructions in refer- ence to inspections as may be deemed necessary. He shall prepare an ab- stract of the reports received from departments for the information of the Commander-in-Chief, and present a report to the annual meeting. He shall have charge of all investigations ordered for infractions of the Constitution and By-Laws of the Federation of the camps, or for conduct of any camp or individual considered detrimental to the Federation, which may be re- ferred to him by the Commander-in-Chief.


Sec. 9. Surgeon General .- The Surgeon General shall perform the duties properly appertaining to his office, and present at the annual meet-

ing a report or paper on matters relating to the medical and surgical branch of the Confederate service.


Sec. 10. Commissary General .- The Commissary General shall attend to any duties the Commander-in-Chief may impose upon him, and he shall. at the annual meetings, present a written report or paper on matters relat- ing to the Commissariat of the Confederate Army.


Sec. 11. Chaplain General .- The Chaplain General shall open and close with prayer the annual and other meetings, and perform such duties in con- nection with his office as the Commander-in-Chief may require. He shall present at the annual meeting a written report or paper upon matters re- lating to his branch of the Confederate service.


Sec. 12. Judge Advocate General .- The Judge Advocate General shall perform the duties appertaining to that office. He shall give all legal ad- vice that may be required of him by the Commander-in-Chief. He shall present at the annual meeting a report and paper on the history of his de- partment of the Confederate service.


Sec. 13. The Subordinate staff shall perform in their respective spheres the duties of their offices in conformity with the regulations imposed on the general staff, as far as they can be applied.


ARTICLE IV .- CHANNELS OF COMMUNICATION.


All official communications in the business of this Federation, its sub- ordinate commands, must follow the usual military channels, except details designated; that is, from camps to brigades, to divisions, to departments, to general headquarters, and descending will take a reverse channel.


Direct communication from subordinate bodies or officers to superiors, and vice versa, passing around intermediate commanders, will not be per- mitted.


ARTICLE V .- COMMITTEES.


Section I. There shall be four standing committees of one delegate from each State and Territory, and one to represent the camps outside the former Confederate States and Territories. They shall be as follows:


Sec. 2. Historical Committee, that shall have charge of all matters re- lating to the literary and historical purposes of this Federation.


Sec. 3. Relief Committee, that shall have charge of all matters relating to relief, pensions, homes and other benevolent purposes of this Federation. Sec. 4. Monumental Committee shall have charge of all matters relat- ing to monuments, graves and the Federation's objects and purposes in those respects.


Sec. 5. Finance Committee, to verify accounts of officers, to fix the compensation of same when it becomes necessary, under the advice and ap- proval of the General Commanding-in-Chief, and to attend to such matters of finance as may be referred to them.


Sec. 6. These committees can subdivide themselves for purposes of facilitating their labors; and shall keep a record of their meetings, make reports annually or oftener if required by the Commander-in-Chief, and shall turn over their records to the Adjutant General at the expiration of their term of office.


Sec. 7. Special Committee .- Special committees can be appointed by the General Commanding, when a necessity arises, and shall be appointed by him when so ordered by the general meeting.


Sec. 8. All committees shall meet when called by their chairman.


Reports of committees shall be sent to the General-in-Chief one month before the annual meeting.

ARTICLE VI .- FINANCES.


Section 1. The fees shall be: an entrance fee of two dollars ($2) from each camp, which shall accompany its application, and entitle the camp to a certificate of membership free from cost of postage.


Sec. 2. A fee of one dollar ($1) for each commission issued to officers, of certificate to individual members, of camps by general headquarters, which fee shall include postage.

Sec. 3. A per capita tax of ten (10) cents for each active member in good standing in such camp, and not enumerated in any other camp.


Sec. 4. The General Commanding shall fix the price of dues for badges, books and blanks required and issued by the Federation, which dues shall not exceed an amount sufficient to defray their cost and distribution.

Sec. 5. All fees and dues shall be received by the Adjutant General and by him turned over to the Quartermaster General, in whose custod; they shall remain until properly disbursed.


Sec. 6. The per capita tax of ten (10) cents shall be apportioned out by the Quartermaster General, as follows: 7.10 to general headquarters ; I. IO to department headquarters; 2.10 to division headquarters, and shall be kept in the general treasury to the credit of the different headquarters, sep- arate from other funds, to be paid out only upon proper requisition of their Adjutant General.


Sec. 7. Divisions may levy additional fees and per capita tax upon their camps for their own purposes, and to meet their internal expenses.


ARTICLE VII .- AMENDMENTS.


These By-Laws and the rules and the regulations of this Federation shall only be altered or amended at an annual meeting, by a two-thirds vote of the delegates present.


But any section herein may be suspended for the time being, at any an- nual meeting by a unanimous vote of the delegates present. No amendments shall be considered unless by unanimous consent, if a notice and copy of it shall not have been furnished to each camp in the Federation at least thirty (30) days before the annual meeting.

This organization consists of 1,583 Camps, located as follows: In Texas, 316; Georgia, 146; Alabama, 125; South Carolina, 140; Mississippi, 102; Arkansas, 100; Tennessee, 90; Missouri, 80; North Carolina, 79; Ken- tucky, 73; Louisiana, 60; Virginia, 67; Indian Territory, 47; Florida, 49; Oklahoma, 26; West Virginia, 24; Northwest, 15; Pacific, 15; Maryland, 13; District of Columbia, 2; Illinois, 2; Indiana, I; Ohio, I; Massachu- setts, I.


General Headquarters are permanently located at New Orleans. Gen- eral Stephen D. Lee, General Commanding, resides at Columbus, Missis- sippi. Major-General Wm. E. Mickle, Adjutant-General and Chief of Staff, New Orleans. The Departments are :

ORGANIZATION OF THE MISSOURI DIVISION.


In February, 1895, Gen. John B. Gordon appointed Gen. J. O. Shelby Commander of the Missouri Division, who, with the valuable assistance of Comrade James Bannerman of St. Louis, who, coupled with his great work to secure a Home for the ex-Confederate soldier in this State, with untiring energy, set about the organization of Camps throughout the State.

to command the Eastern Brigade, and Comrade Gid. W. Thompson of Barry county to command the Western Brigade.


Comrade Henry A. Newman of Huntsville was appointed Adjt-Gen. and Chief of Staff.


On the death of General Shelby in 1897, General Gordon appointed General Robert McCulloch, then in command of the Eastern Brigade, to the command of the Missouri Division. Comrade S. M. Kennard of St. Louis was elected Brigadier-General to command the Eastern Brigade, to fill vacancy caused by the promotion of General McCulloch.


At the Springfield Reunion and the unveiling of the monument at the cemetery August 10th, 1901, owing to the absence of the Major-General, Brig .- Gen. S. M. Kennard, Commander of the Eastern Brigade, assumed command and appointed Major C. C. Rainwater his Adjutant-General.


At the election of officers closing this Reunion, Col. Elijah Gates of St. Joseph was elected Major-General to command the Division. He ap- pointed Major John C. Landis his Adjutant-General and Chief of Staff. Brig .- Gen. S. M. Kennard was elected to command the Eastern Brigade, and Harvey W. Salmon to command the Western Brigade.


At the Reunion at St. Joseph, September 9th, 1902, the same general officers were elected.


At the Reunion held at Columbia, September 24th, 1903, the same gen- eral officers were elected, with the exception of the Eastern Brigade; Major James Bannerman was elected to its command.


At the St. Louis Reunion, 1904, Major Harvey W. Salmon was elected Major-General to command the Division. He appointed W. B. Carter of Clinton his Adjutant-General and Chief of Staff. Captain Frank Gaiennie of St. Louis was elected Brigadier-General to command the Eastern Brigade, and Comrade John B. Stone of Kansas City was elected Brigadier-General to command the Western Brigade.


At the Reunion at Kansas City, October 3rd, 1905, Comrade James B. Gantt of Jefferson City was elected Major-General to command the Di . vision ; Comrade W. L. McClintic of Monroe City was elected Brigadier- General to command the Eastern Brigade, and Comrade George P. Gross of Kansas City to command the Western Brigade.

To the Commanders and Adjutants of Camps in Missouri :


Comrades-I desire a complete roll of the membership of your Camp, setting forth the rank and company of each man and his regiment and brigade in the Confederate army. Have the same certified by your Commander and Adjutant and sent to James W. Allen, Adjutant-General and Chief of Staff, at Jefferson City, Missouri.


If you have a roster prepared and published by Col. Landis in 1902 you can use that, and add any new members who have since joined your camp, and if any of those on the roster of 1902 have died, note their death at the end of their names.
