Four Major Departments
The four major departments are arranged in the following order: --
I. THE BUYERS' GUIDE constitutes the first major department of the Di- rectory, printed on yellow paper. In the first section of this department, grouped under appropriate headings, are included the advertisements and business cards of firms and individuals desiring to make a complete presentation of their products or services. Following this is the Classified Business section, which embraces a list of the names and addresses of all business and professional concerns of the community, arranged in alphabetical order under appropriate headings-a catalog of all the activities of the community. The Buyers' Guide represents reference advertising at its best, and merits the attention of all buyers and sellers seeking sources of supply or markets for goods. In a busy and diversified community like Goldsboro, the necessity of having this kind of information up-to-date and always immediately available, is obvious. The Di- rectory is the common intermediary between buyer and seller, and plays an important role in the daily activities of the commercial, industrial and profes- sional world.
II. THE ALPHABETICAL LIST OF NAMES of residents and business and professional concerns, is the second major department, printed on white paper. This is the only record in existence that aims to show the name, marital status, occupation and address of each adult resident of Goldsboro, and the name, offi- cial personnel, nature and address of each firm and corporation in the com- munity.
III. THE DIRECTORY OF HOUSEHOLDERS, INCLUDING STREET AND AVENUE GUIDE is the third major department, printed on green paper. In this section the numbered streets are arranged in numerical order, followed by the named streets in alphabetical order; the numbers of the residences and business concerns are arranged in numerical order under the name of each street, and the names of the householders and concerns are placed opposite the numbers. The names of the intersecting streets appear at their respective crossing points on each street. Special features of this section are the designation of tenant- owned homes and the listing of telephone numbers.
IV. THE NUMERICAL TELEPHONE DIRECTORY is the fourth major de- partment, printed on blue paper.

Location and Topography-Goldsboro, a city with an estimated population of 31,100, is 49 miles southeast of Raleigh, the state capital, 89 miles north of the port city of Wilmington and 97 miles northwest of the port of Morehead City. The city is halfway between New York and Jacksonville, Florida, approximately five hundred miles from each.
Wayne County, of which Goldsboro is the county seat, has an area of 555 square miles. It lies wholly within and is the approximate center of the Coastal Plains section of the state, one of the great agricultural areas of the United States. The topography is flat to gently rolling and averages approximately 104 feet above sea level.
The Neuse, Northeast Cape Fear and Little Rivers, as well as a half dozen creeks, drain the county.
Climate-The annual mean temperature is 61.3 degrees ranging from an average of 42.8 degrees in January to 79.7 degrees in July. Rainfall averages approximately 49 inches annually. Snow is seldom seen.
The date of the last killing frost in spring is April 1, the first in the fall is November 4. The length of the growing season is 217 days.
Taxes and Fiscal Policies in North Carolina-North Carolina has sound and economical fiscal policies. The tax administration machinery insures fair and equitable enforcement without discrimination. The budgetary control system is unexcelled. There is no way for the State to create a legal deficit.
The Governor is directed by law to reduce the appropriations to the extent that revenues fail to meet requirements. The State may not borrow in excess of 2/3 of the amount of debt retired during the preceding biennium without the au- thorization of the voters. Local governments are similarly restricted to 2/3 of the amount retired during the preceding fiscal year. The Local Government Commission supervises the issuance of all local governmental bonds.
In order to compare the tax structure of North Carolina with other States, it is necessary to consider total State and local taxes. The responsibility of fi- nancing public schools and roads rests on the State. Thus, State taxes constitute a greater portion of all State and local taxes than is the case in most States. This results in efficiency, economy, more uniform services and a reasonable local tax bill. Interstate comparisons are misleading, but experience shows that tax costs calculated for N. C. specific plant sites with specific data as to size, type, and financial characteristics compare quite favorably with other South- eastern States.
Reasonable tax treatment of businesses and industry is a fixed policy. The franchise tax on corporations has been lowered to ease the tax load on business, and the intangible taxes have been adjusted downward for the same purpose. State tax rates on corporations have not been raised during the last 20 years. The 1953 General Assembly created a Tax Review Board. The 1957 General Assembly modernized the tax laws and adopted a set of allocation rules for multi-state businesses which fosters the development of regional distribution centers as well as a continuation of the growth of manufacturing concerns.
Major Sources of State Revenue: There is no State Property Tax.
1. Gross retail sales tax (3 %). Industrial machinery, equipment, parts and accessories (1 %). Limit of $80 on a single item. Coal, coke and fuel oil (1 %). Raw materials, containers, labels, wrapping and shipping materials exempt.
2. Income tax on individuals and corporations limited by State Constitution.
3. Gross receipts tax on utilities and insurance companies.
4. Beverage taxes on beers and liquors.

Transportation Facilities-Railroads: Three railroads provide Goldsboro with excellent freight and passenger service. They are; Atlantic Coastline Rail- road Company, Southern Railway System and Atlantic and East Carolina Rail- road Company.
These railroads are adequate to provide fast and efficient delivery of mer- chandise and materials to points all over the United States.
Air -- Goldsboro has a municipal airport six miles west of the city on U. S. Highway 70. It provides service and facilities for transit aircraft and charter flights may be arranged.
Piedmont Air Lines, a certified air carrier, serves Goldsboro with 6 flights a day to all points. Terminal is located 1 mile East of Goldsboro on old High- way 111.
Inter-City Bus Lines -- Goldsboro is served by three bus companies -- Atlantic Greyhound Lines, Queen City Coach Company and Seashore Transportation Co., with 56 departures and arrivals every 24 hours.
City Transportation -- The Goldsboro Transportation Company operates mod- ern buses with routes to all sections of the city. Special companies and individ- uals provide adequate taxi service.
Motor Freight -- Goldsboro is served by U. S. Highway 70, a trans-continental east-west highway, U. S. Highways 13 and 117, north-south routes, and state highways 111 and 581. Goldsboro is also the center of a vast network of paved secondary roads providing easy travel to all sections of the county.
Seven large trucking companies maintain terminals in Goldsboro and, along with a number of local companies, offer fast dependable motor freight service to all points daily. In addition, there are several local "for hire" trucking companies.
Population -- Ninety-nine per cent of the people of Goldsboro and Wayne Coun- ty are native born.
