Confidence in the growth of Rocky Mount's industry, population and wealth, and in the advancement of its civic and social activities, will be maintained as sections of this Directory are consulted, for the Directory is a mirror truly reflecting Rocky Mount to the world.

Four Major Departments
The four major departments are arranged in the following order :-
I. THE BUYERS' GUIDE constitutes the first major department of the Di- rectory, printed on yellow paper. In the first section of this department, grouped under appropriate headings, are included the advertisements and busi- ness cards of firms and individuals desiring to make a complete presentation of their products or services. Following this is the Classified Business sec- tion, which embraces a list of the names and addresses of all business and professional concerns of the community, arranged in alphabetical order under appropriate headings-a catalog of all the activities of the community. The Buyers' Guide represents reference advertising at its best, and merits the attention of all buyers and sellers seeking sources of supply or markets for goods. In a busy and diversified community like Rocky Mount, the necessity of having this kind of information up-to-date and always immediately available, is obvious. The Directory is the common intermediary between buyer and seller, and plays an important role in the daily activities of the commercial, indus- trial and professional world.
II. THE ALPHABETICAL LIST OF NAMES of residents and business and professional concerns, is the second major department, printed on white paper. This is the only record in existence that aims to show the name, marital sta- tus, occupation and address of each adult resident of Rocky Mount, and the name, official personnel, nature and address of each firm and corporation in the community.
III. THE DIRECTORY OF HOUSEHOLDERS, INCLUDING STREET AND AVENUE GUIDE is the third major department, printed on green paper. In this section the numbered streets are arranged in numerical order, followed by the named streets in alphabetical order; the numbers of the residences and business concerns are arranged in numerical order under the name of each street, and the names of the householders and concerns are placed opposite the numbers. The names of the intersecting streets appear at their respective crossing points on each street. Special features of this section are the desig- nation of tenant-owned homes and the listing of telephone numbers.
IV. THE NUMERICAL TELEPHONE DIRECTORY is the fourth major de- partment, printed on blue paper.

The Directory reflects the achievements and ambitions of the community, depicting in unbiased terms what it has to offer as a place of residence, as a business location, as a manufacturing site and as an educational center. Tobacco Warehouse District
Rocky Mount's Forward March
Rocky Mount was incorporated as a village in 1867 and as a city in 1907. Its growth has been phenomenal. In 1890, the town was credited with 816 people. Ten years later, in 1900 the U. S. Census gave it a population of 2,937; in 1910, 8,051; in 1920, 12,742; in 1930, 21,412; 1940, 25,568; 1950, 27,697 and 1960, 32,147.
Located at the gateway point of one of the most prosperous sections of the state, and with a network of highways and railway connections to strengthen its geographical assets, it is recognized as eastern North Carolina's foremost jobbing and distributing center.
Situated in the heart of a rich agricultural district, the city is logically a marketing center for farm products. In the season of 1961 there were sold on the Rocky Mount tobacco market, 60, 143,358 pounds of bright-leaf tobacco. Rocky Mount is also a large market for cotton. Rocky Mount also is proud of its curb market. Rocky Mount is the largest livestock market in Eastern North Carolína.
The industrial development is merged with the distribution of farm pro- ducts. The city has ten tobacco factories and redrying plants, two fertilizer factories, several woodworking plants, cotton mill, silk mill, plush mill, women and children undergarments, cordage factories, mattress factory, steel

tank fabricating plants, two bakeries, meat processing plants, dairy process- ing plants, venetian blind manufacturers, plywood manufacturers and feed mills. There are at present 7,220 manufacturing workers employed in the city with a payroll of more than $23,000,000 per year. The total wage earners in the city number approximately 16,475 and receive yearly earnings of approxi- mately $52,000,000.
Rocky Mount is situated 123 miles south of Richmond, Va., 117 miles south- west of Norfolk, Va., and 132 miles northwest of Wilmington, N. C. It is on U. S. Highway No. 301, running north and south, and on U. S. Highway No. 64 running east and west. U. S. Highway No. 301 is an important link in the route from Maine to Florida and carries more coastal traffic than any other north- south East Coast highway, and U. S. Route No. 64 is a link of an important highway running from the Atlantic to the Pacific Coast.
City Government
The Rocky Mount city government operates under a city council-manager charter, having adopted this form of government in 1962. The tax rate for governmental purposes during the past several years has been greatly re- duced. Not only does the city have an unusually comfortable credit margin, but with $20,000,000 worth of municipally owned and operated utilities con- sisting of water plant, light plant, gas distribution system, and sewage plant. Rocky Mount's plants are of a capacity able to care for double the present population and industry. Rocky Mount's indebtedness is being reduced an- nually, and an adequate sinking fund is being provided in an orderly fashion, while every necessary improvement and expansion is going on. The city op- erates a fully staffed planning department.
Municipal Airport
The Municipal Airport is located just outside the city limits on U. S. High- way 301 and along the main line of the Atlantic Coast Line Railroad, and is less than ten minutes' automobile ride from the center of the city. The area of the airport is 388 acres. It has two paved runways, each 150 feet wide, with one runway 3,800 feet long and the other 4,000 feet long. The airport is constructed so that an additional runway can be paved 150 feet wide and 4,000 feet long, which will provide taking off and landing in any direction. The Municipal Airport is lighted and has a complete weather bureau, a new code beacon and a revolving beacon. It is classed as a No. 3 airport. can be provided when needed. Rocky Mount is an important stop on the Nor- folk-Knoxville and Washington, D. C .- Rocky Mount routes of the Piedmont Air- lines.

Rocky Mount has a temperate climate. The average temperature is 60.8 de- grees. From a health standpoint, the city is ideal. Records show that there have been no epidemics. The water supply is pure; the milk supply has passed every test, and received commendation from every source of inspection. The city has all modern sanitary regulations, with health officers empowered to enforce them.
