This is the first Hill Directory of Windsor, and is com- pletely standardized according to the policies and practices of the Association of North American Directory Publishers.

Four Major Departments


The four major departments are arranged in the follow- ing order :-


I. THE YELLOW PAGES constitute the first major de- partment of the Directory. This embraces a complete list of the names and addresses of the business and professional concerns of the city and vicinity, arranged in alphabetical order under appropriate headings-a catalog of all the activ- ities of the city and vicinity. Preceding this catalog, like- wise grouped under appropriate headings, are the advertise- ments and business cards of firms and individuals desiring to present a more complete list of their products or services than is possible in the catalog itself. The Yellow Pages re- present reference advertising at its best, and merit the at- tention of all buyers and sellers seeking sources of supply or markets for goods. In a progressive community like Windsor, the necessity of having this kind of information up-to-date and always immediately available, is obvious. The Directory is the common intermediary between buyer and seller, and plays an important role in the daily activities of the com- mercial, industrial and professional world.


II. THE ALPHABETICAL LIST OF NAMES of residents and business and professional concerns is the second major department, printed on white paper. This is the only record in existence that aims to show the name, marital status, occupation and address of each adult resident of Windsor, Aulander, Bertie, Colerain and Lewiston, and the name, offi- cial personnel, nature and address of each firm and corpora- tion in the community.

III. THE DIRECTORY OF HOUSEHOLDERS, INCLUD- ING STREET AND AVENUE GUIDE, is the third major de- partment, printed, on green paper. In this section the numbered streets are arranged in numerical order, followed by the named streets in alphabetical order; the numbers of the residences and business concerns are arranged in num- erical order under the name of each street, and the names of the householders and concerns are placed opposite the numbers. The names of the intersecting streets appear at their respective crossing points on each street. Special features of this section are the designation of tenant-owned homes and the listing of telephone numbers.


IV. THE NUMERICAL TELEPHONE DIRECTORY is the fourth major department, printed on blue paper.

Windsor is the county seat of Bertie County and is lo- cated in the central part of the county. Transportation af- forded by US 17 and US 13, NC 308 and NC 305 makes this an excellent town for new industry.


Population-1950, 2,463; 1958, 2,987.


Administration-Mayor and five town commissioners.


Elevation-10 feet.


Climate-Mean annual temperature 60.2 degrees F; Av- erage annual rainfall 47.62 inches.


Financial Data-1 bank with total resources of $5,500,- 000 (June 1959)


Churches-Baptist, Methodist, Episcopal, Holy Pente- costal and Catholic.


Civic and Fraternal Organizations-Rotary Club, Wo- man's Club, Chamber of Commerce, Junior Chamber of Commerce, Junior Woman's Club, Masonic Lodge, Com- munity Council.

Labor Supply-Ample both skilled and unskilled.


Newspapers-1 weekly.


Hotels and Motels-One hotel and five motels provide tourist accommodations in the county. Most of these are in or near Windsor on US 17 or US 13. These facilities have a combined total of 110 comfortable and moderately priced rooms.


Police and Fire Protection-Police force, five members; fire department, 38 members, two trucks.


Recreation-Golf course, country club, swimming pool, community building, lighted athletic field, tennis courts and the Cashie River offer excellent recreational opportunities.


Health Facilities-The Bertie Memorial Hospital, located in Windsor, is a modern 50-bed hospital. The staff includes

Sewerage - Gravity Flow Cashie River (new disposal system being planned).


Town Tax Rate-$1.25 per $100 assessed valuation.


Transportation-Carolina Southern Railroad, (freight); Highways US 17 and US 13, NC 308 and NC 305 provide excel- lent routes for motor freight; barge and tanker transporta- tion is available to Windsor on the Cashie River.


Water Supply-Two deep wells-pumping capacity 720,- 000 gallons; storage capacity, 166,000 gallons; rate, all over 35,000 gallons, 10 cents per 1,000. Supply adequate to serve additional industry.


County Resources Description


Bertie County is located in the northeastern part of North Carolina in the Coastal Plain section. The northern boundary of the county is approximately 20 miles south of the Virginia state line. The topography of the county is level to gently rolling. The county has a total land area of 682 square miles. It covers 461,400 acres of which 20,600 acres is water-covered area.


The Roanoke River is the southern boundary of the county and the Chowan River is the eastern boundary. The Cashie River extends from Windsor to the Albemarle Sound. All of these rivers are navigable. They offer an excellent surface water supply for industry. They also provide good recreation in the form of fishing, boating and swimming. The elevation throughout the county ranges from 0 to 100 feet.


The county is primarily agricultural, with 85,136 acres of harvested cropland. The principal crops grown are tob- acco, peanuts, cotton, corn and soybeans. The soils of the county are well suited for their production. These crops, and livestock and timber, provide an abundant supply of agricultural commodities for processing.


The county is served by a network of paved roads, in- cluding two Federal highways, US 17 and US 13. These high- ways are excellent for motor freight transportation.


There are 10 incorporated towns in the county. They are Colerain, Powellsville, Kelford, Aulander, Roxobel, Bertie, Windsor, Woodville, Lewiston and Askewville.


The existing industry consists of timber and wood processing plants, farm equipment manufacturing, peanut shelling and cleaning, cotton ginning, seafood processing and beverage manufacturing.


History


The virgin pines and the native Tuscarora Indians of Bertie County were first seen along the banks of the Roanoke and Chowan Rivers by explorers from Sir Walter Raleigh's Colony at Roanoke Island. In 1585 Ralph Lane, governor of the Roanoke Colony, reported the newly discovered lands of what was later eastern Carolina, as "the goodliest soil under the cope of heaven," abundant in game and fish and that "no realm in Christendom were comparable to it."

INTRODUCTION


The first permanent settlers in the county, however, drifted down from the Virginia Colony seeking the rich bottom lands along its rivers. It is evident that the first inhabitants were living here long before Charles II created Carolina for his friends, the Lord Proprietors, in 1663. One of the earliest attempts at organized colonization in Bertie was the Roger Green settlement in 1653.


When the Albemarle County was created it was divided into precincts. The territory which is now Bertie then form- ed a part of Shaftesbury Precinct, which later became known as Chowan. Bertie remained a part of Chowan until 1722, when it was officially created as a precinct, and named for two of the Lord Proprietors, James and Henry Bertie. Bertie, before it became a precinct, was known as the West Shore because it lay west of the Chowan River.


The first county seat was located at St. John's, now in Hertford County. It was later moved to Wolfenden (Hog- gards Mill), two miles from Windsor. Then Windsor was made the county seat. In 1768 a courthouse was erected. The building was used until 1887, when the present court- house was built.


From 1655 until now, Bertie has provided many leaders, including colonial governors, patriotic leaders, state gov- ernors, military leaders, college presidents, authors and artists.


Colonial Bertie County was divided into two parishes by the Church of England; the Southwest Parish and the Northwest Parish. When Northampton County was formed the Northwest Parish went with it. The Southwest Parish changed its name to Society Parish in honor of the Society for the Propagation of the Gospel in Foreign Ports.


Since its very beginning Bertie has always been an agricultural county. In its early days it produced a large amount of turpentine from its vast pine forests. In 1850 a list of its products included 2,800 bushels of wheat, 545,000 bushels of corn, 2,100,000 pounds of cotton, 12,300 pounds of wool, 26,000 barrels of fish and 22,500 barrels of turpentine.


The county is taking forward steps in agricultural and industrial development. Agriculture is well organized and progressive methods are being used by the county farmers who live on "the goodliest soil under the cope of heaven" between the Roanoke and Chowan Rivers.


Local groups and organizations are working to promote new industry in the county. Special emphasis is being put on industries utilizing the vast amount of raw materials available.
