ROANOKE RAPIDS, N. C.


LOCATION: The city of Roanoke Rapids, N. C. is located in the northeastern section of the state and in Halifax County. It is five miles south of the Virginia-North Carolina boundary on U. S. Highway 158 and 85 miles south of Richmond, Va. Raleigh, the state capital, is 80 miles southwest of Roanoke Rapids. The city is also on N. C. Highway 48 which branches off U. S. 301 at the Virginia-Carolina border. Roanoke 'Rapids is on a branch line of the Seaboard Air Line Railroad running between Raleigh, N. C., and Norfolk, Va.


POPULATION: The official U. S. Census lists Roanoke Rapids as having a population of 8,156 living within its boundaries, but for the past 10 years the city has been rapidly outgrowing its corporate limits. As a matter of fact, the population within the limits itself has decreased a few hundred in the past ten years due to several new housing develop- ments outside the city limits. Should the corporate limits be extended, and a movement is underway at the present time, the city's population would be an estimated 12,000.


The population of Roanoke Rapids is almost entirely composed of native born white. The city has one of the smallest negro populations in the state and the foreign born citizens are so few as to be almost negligible although those here have adjusted themselves harmoniously to life and business in this section of the country and are respected and energetic citizens.


GOVERNMENT AND TAXES: The city of Roanoke Rapids has the Commissioner-Mayor form of government with a mayor and six com- missioners administering the government, with three commissioners representing each of the two wards. The mayor serves as executive head of the local government and is responsible to the commissioners.


City taxes, in addition to State and County taxes are as follows:


Real Estate $1.15 per $100 evaluation


School. .50 per $100 evaluation


Sanitary District 15 per $100 evaluation


(The Sanitary District is less than the area of the city.)


Halifax County tax rate on real estate and tangible personal property is $1.00 per $100 assessed value.


UTILITIES: Water for the city is handled by the Roanoke Rapids Sanitary District, which is separate and apart from the city government. This organization, administered by 3 board members who are elected every 2 years. The water, which is drawn from the Roanoke River, is filtered by coagulation and filtration in a 3,141,230 gallon (daily) capacity plant. Recently contracts have been let to increase the filtering capacity of this plant by one-third thereby making twice as much water available as is now being used. Also, under supervision of the Sanitary District is 35 miles of sewer lines, which does not include storm sewers, and a like mileage of water lines.

The elevated storage capacity consist of 1,000,000 gallons. The ground storage capacity consist of 1,250,000 gallons.


Electric power for Roanoke Rapids and surrounding area is supplied by the Virginia Electric and Power Company which has a dependable system with a more than adequate capacity. This system is also inter- connected with all adjacent large power suppliers.


VEPCO's $35,000,000 Hydro Electric Dam is now under construction and will be completed in 1956. Aplication has been filed with the Federal Power Commission for construction of an additional Hydro Site at Old Gaston which is approximately eight miles up stream from the dam now under construction.


TRANSPORTATION ... RAIL: Roanoke Rapids is on a branch line of the Seaboard Air Line Railroad between Raleigh, N. C., the state capital, and the seaport of Norfolk, Va. Only 4 miles away, at Weldon, is the main line of the Atlantic Coast Line Railroad running between New York and Florida. These two lines have a junction at Weldon, affording Roanoke Rapids good north-south, east-west connections.


BUS: Roanoke Rapids is well served by the Carolina Trailways Bus Company with 33 trips in and out of the city in all directions daily. One urban bus company, Roanoke Transit Company, provides Roanoke Rapids with frequent trips throughout the city. Hammock Bus Co. makes trips to and from Gasburg, Va. daily.


TRUCKING: Six motor carriers, operating the most acceptable trucking, have terminals and offices in or near Roanoke Rapids and through interchange with motor carriers in other cities offer truck and freight transportation to almost any point in the United States. In addition to the local carriers named with local offices and terminals, there are numerous out-of-town companies serving Roanoke Rapids, in- cluding some of the best known and established motor carriers. With the present industrialization of Roanoke Rapids, motor freight service is excellent.


AIR: Although Roanoke Rapids is not, at present, served by any commercial air line, a new airport has been built. At present there are three sod runways, 3,000 feet long, lighted for night landings, and a new hanger. It is open 24 hours a day and has Charter Flights and Airplane Rentals. It is located aproximately three miles west of the city of U. S. Highway 158.


EDUCATION: The public schools of the City of Roanoke Rapids are maintained and operated by the State of North Carolina. However, the city supplements the state funds with the funds raised by the $ .50 per $100 property valuation as allowed by state law. These additional funds are used by Roanoke Rapids to have an improved school program over the ones made possible by state and county funds alone.


The Construction of new buildings is a responsibility of the County under the present state wide school law. At the present time Roanoke Rapids has eight schools including 1 junior high. 2 senior high and 5 grammar schools. They have a full time staff of 118 teachers for approx- imately 3,000 students.


The city has a small, but growing, public library with over 3,000 volumns. The City Library located in the Armory, has access to books in the County Library at Halifax by way of the bookmobile. Started by the Womans Club and sponsored by the City and Community Chest, the City Library has grown in interest and in volumes each year. Ten- tative plans call for the construction of a library building in the future.


BUSINESS: Roanoke Rapids is the urban center of Halifax and Northhampton Counties and is therefore the trading center of a large territory in northeastern North Carolina and southeastern Virginia, 1952 business census gives the effective buving power for: A-Roanoke Rapids $11,592,000.00, B-Per Capita $1,397.00. C-Per Family $4,830.00 Halifax County effective buying income is $48,679.000.00, Retail Sales for Halifax County $40.129,000.00, Roanoke Rapids $16,137.000.00. Roa- noke Rapids Trading Area is an irregular circle with a 30 mile radius with an estimated population of 172,000. Buying power of people in this area is estimated at $150,000,000.00. Roanoke Rapids is rapidly developing it's agricultural commodity markets for peanuts, cotton and sweet potatoes, which are the main agricultural products grown in this area. Due to the livestock interest in this section grain is becoming an important crop.


Important to and complements of the business life of Roanoke Rapids are the financial institutions. There are three commercial banks with assets of 7,173.661.59 and deposits of 6,433,657.77 as of October 1, 1953. Three building and loan associations with assets of $2,843,036.82

and deposits totaling $2,518,199.56, are important factors in residential constructing and financing.


INDUSTRY: Roanoke Rapids is a city of industry having four large textile mills employing over 4,000 people, one large paper and pulp mill and one paper board mill with approximately 700 employees and numerous smaller industries.


Roanoke Rapids has ideal locations for additional industrial develop- ment. Adequate water, both purified and raw, and electrical power at reasonable rates, make this area ideal for the location of new industries.


RECREATION: Four professionl trained directors operating a full time 12 months recreation program. Plus commercial recreation, and hireing 25 additional workers for summer programs.


AMUSEMENTS: Motion picture theatres, 2 indoor and 3 outdoor, auditorium with a 2000 seating capacity. Public swimming pool, tennis courts, golf course (private) and a bowling alley with 5 alleys and a franchise in the coastal plain Class D Professional baseball League.


RELIGIOUS, SOCIAL AND CIVIC: Churches 25, representing all leading denominations. Social-one country club and over 10 clubs representing leading national and international organizations.
