LOCATION: The city of Roanoke Rapids, N. C. is located in the northeastern section of the state and in Halifax County. It is five miles south of the Virginia-North Carolina boundary on U. S. Highway 158 and 85 miles south of Richmond, Va. Raleigh, the state capital, is 80 miles southwest of Roanoke Rapids. This city is also on N. C. Highway 48 which branches off U. S. 301 at the Virginia-Carolina border. Roanoke Rapids is on a branch line of the Seaboard Air Line Railroad running between Raleigh, N. C., and Norfolk, Va.


POPULATION: The official 1960 census lists 13,320 as the population of Roanoke Rapids. The population of Roanoke Rapids is predominated by native born white.


GOVERNMENT AND TAXES: The city of Roanoke Rapids has the Commissioner-Mayor form of government with a mayor and eight com- missioners administering the government. The mayor serves as execu- tive head of the local government and is responsible to the commis- sioners.


City taxes, in addition to State and County taxes are as follows:


Real Estate $1.15 per $100 evaluation School .50 per $100 evaluation


Sanitary District 35 per $100 evaluation


Halifax County tax rate on real estate and tangible personal property is $1.30 per $100 assessed value.


UTILITIES: Water for the city is handled by the Roanoke Rapids Sanitary District, which is separate and apart from the city government. This organization is administered by 3 board members who are elected every 2 years. The water, which is drawn from the Roanoke River, is filtered by coagulation and filtration in a 3,800,000 gallon (daily) capacity plant. Also, under supervision of the Sanitary District is 73 miles of sewer lines, which does not include storm sewers, and a like mileage of water lines.


A new 3500 square foot office building was recently completed for our Sanitary District which employs a total of 18 people and is located at 7th and Hamilton Street.


The elevated storage capacity consists of 1,000,000 gallons. The ground storage capacity consists of 1,250,000 gallons.


Electric power of Roanoke Rapids and surrounding area is supplied by the Virginia Electric and Power Company which has a dependable system with a more than adequate capacity. This system is also inter-connected with all adjacent large power suppliers.


VEPCO'S $35,000,000 Hydro Electric Plant generates 100,000 kilo- watts of electricity. The lake, known as Roanoke Rapids Lake, is grow- ing in popularity. Application has been filed with the Federal Power Commission for construction of an additional Hydro Site at Old Gaston which is approximately eight miles up stream from the dam now under construction.

TRANSPORTATION RAIL: Roanoke Rapids is served directly by the Seaboard Air Line Railroad which operates in six Southeastern States and in connection with other Railroads through transportation service is provided to all other parts of the Country . . . Freight and passenger service is provided by regular scheduled freight and pas- senger trains operating daily northbound via Norfolk, Va., and connec- tions to the East and southbound via Norlina for Southern and Western traffic . . . The Atlantic Coast Line Railroad's main line runs through Weldon, N. C., 4 miles east of the City.


BUS: Roanoke Rapids is well served by the Carolina Trailways Bus Company with 33 trips in and out of the city in all directions daily. One urban bus company, McDaniel Bus Co., provides Roanoke Rapids with frequent trips throughout the city. Hammock Bus Co. makes trips to and from Gasburg, Va. daily.


TRUCKING: Three motor carriers, operating the most acceptable trucking, have terminals and offices in or near Roanoke Rapids and through interchange with motor carriers in other cities offer truck and freight transportation to almost any point in the United States. The names of these companies are as follows: Bottoms-Fiske Truck Lines, Overnite Transportation Co., Thurston Motor Lines.


In addition to the local carriers named with local offices and ter- minals, there are numerous out-of-town companies serving Roanoke Rapids, including some of the best known and established motor car-

riers. With the present industrialization of Roanoke Rapids, motor freight service is excellent.


AIR: Although Roanoke Rapids is not, at present, served by any commercial air line, there are three sod runways, 3,000 feet long, lighted for night landings, and "T" hangars: It is open 24 hours a day and has Charter Flights and Airplane Rentals. It is located approximately three miles west of the city on U. S. Highway 158.


AIR FORCE FACULTY: The 632nd Aircraft Control and Warning Squadron (85th Air Division), a unit of the Air Defense Command, is located in the Southwest adjacent area to Roanoke Rapids. This unit is part of the chain of Radar Defense surrounding the United States.


EDUCATION: The public schools of the City of Roanoke Rapids are maintained and operated by the State of North Carolina. However, the city supplements the state funds with the funds raised by the $.50 per $100 property valuation as allowed by state law. These additional funds are used by Roanoke Rapids to have an improved school program over the ones made possible by state and county funds alone.


The Construction of new buildings is a responsibility of the County under the present state-wide school law. At the present time Roanoke Rapids has eight schools including 1 junior high, 2 senior high and 6 grammar schools. They have a full time staff of 173 teachers for approxi- mately 3,555 students.


The city has a growing, public library with 1,000 volumes and a circulation of 13,660 a year. The City Library located in the Armory, has access to books in the County Library at Halifax by way of the bookmobile. Started by the Womans Club and sponsored by the City and Community Chest, the City Library has grown in interest and in volumes each year. Tentative plans call for the construction of a library building in the future.


BUSINESS: Roanoke Rapids is the urban center of Halifax and Northampton Counties and is therefore the trading center of a large territory in northeastern North Carolina and southeastern Virginia, 1959 business census gives the effective buying power for: A-Roanoke Rapids $18,672,000.00, B-Per Capita $1,436.00, C-Per Family $5,046.00. Halifax County effective buying income is $59,592,000.00. Retail Sales for Halifax County $40,129,000.00, Roanoke Rapids $16,137,000.00. Roanoke Rapids Trading Area is an irregular circle with 30 mile radius with an estimated population of 172,000. Buying power of people in this area is estimated at $150,000,000.00. Roanoke Rapids is rapidly developing its agricultural commodity markets for peanuts, cotton and sweet potatoes, which are the main agricultural products grown in this area. Due to the livestock interest in this section grain is becoming an important crop.


There are four commercial banks with resources of $7,804,461.00 as of June 30, 1959. Three Saving and Loan Associations with resources of $5,586,845.77 and savings and share accounts totaling $5,000,000.00 are in Roanoke Rapids. First Citizens Bank & Trust Com- pany and The Planters National Bank & Trust Company, owners of the local banks, have combined resources amounting to $263,139,186.19.

INDUSTRY: Roanoke Rapids is a city of industry having four large textile mills employing over 3,000 people, one large paper and pulp mill and one paper board mill with approximately 800 employees and numerous smaller industries.


Roanoke Rapids has ideal locations for additional industrial develop- ment. Adequate water, both purified and raw, and electrical power at reasonable rates, make this area ideal for the location of new industries.


RECREATION: A new recreation building costing $155,000.00 was completed in 1957. Four professional trained directors operating a full time 12 months recreation program. Plus commercial recreation, and hiring 25 additional workers for summer programs.


AMUSEMENTS: Motion picture theatres, 1 indoor and 3 outdoor, auditorium with a 2,000 seating capacity. Public swimming pool, tennis courts, golf course (private) and a bowling alley with 5 alleys.


RELIGIOUS, SOCIAL AND CIVIC: Churches 25, representing all leading denominations. Social-one country club and over 10 clubs representing leading national and international organizations.


With these advantages, Roanoke Rapids offers the home seeker or industrial enterprise a community where life may be lived enjoyably and to the fullest advantage and where business may be conducted with the greatest efficiency.
