Registered, Insured, and C. O. D. Mail
REGISTRATION .- Applicable to first-, second-, and third-class mfatter, and sealed fourth-class matter on which postage at the first-class rate has been paid. The mailer is required at the time of mailing to declare the full value of mail presented for registration, or the known or estimated cost of duplicating nonnegotiable securities.
INSURANCE,-Applicable to third- and fourth-class matter. Matter for sale addressed to prospective pur- chasers who have not ordered it or authorized its send- ing will not be insured.
C. O. D. (UNREGISTERED),-Applicable to third- and fourth-class matter and sealed domestic mail matter of any class bearing postage at the first-class rate. Parcels sent C. O. D. shall in all cases be based upon bona fide orders, or be in conformity with agreements between senders and addressees.
REGISTERED C. O. D .- For details consult post- master.
A demurrage charge of 5 cents & day is collected on each G. O. D, article which the addressee fails to accept within 15 days after the first attempt to deliver or the first notice of arrival at the office of address is given. A fee of 5 cents is charged for notifying sender of non- delivery of C. O. D. mail. Consult postmaster.
Return receipts for registered or numbered insured mail .--- Fee, if requested at time of mailing, 7 cents; after mauling, 15 cents; at time of mailing showing to whom, when, and the address where the article was de- livered, 31 cents. (Return receipts will not be obtained for parcels insured at the minimum fee of 5 cents.)
An additional charge of 20 cents is made when regis- tered, insured, or C. O. D. mail is restricted in delivery Lo addressee only, or to the addressee or order.
All domestic insured and C. O. D. parcela (Nurface aud air), as well as registered air parcel post articles, Are accepted with the understanding that the senders guarantee any necessary return or forwarding postage. Indemnity is paid for the actual value of lost, rificd or irreparably damaged articles within the limit covered by the fee paid, or for the cost of repairing partially damaged articles provided they were packed and cu- dorsed in accordance with postal requirements,

Preparation, Wrapping, and Packing of Mail Matter
Parcels, including those marked "Fragile," must be securely packed and wrapped or packed in a strong container to withstand handling inside of mail sacks on which several other sacks may be piled and to bear transmission without breaking or injuring the mail bags, their contents, or the persons handling them. Many articles are damaged in the mails because the mailer did not visualize the conditions to which they would be subjected in ordinary course of bandling and did not use adequate packing.
Parcels improperly or insufficiently ' wrapped or packed, or not properly endorsed or marked as to con- tents when required, are not acceptable for mailing.
Fiberboord baxes
The use of good solid or double-faced corrugated fiberboard boxes properly fastened or scaled is recom- mended. A box of poor quality or improperly packed or fastened often results in damage or loss to contents with subsequent loss to all concerned, A good average- A size box has the certificate of boxmaker stamped on the side giving the bursting test per square inch, box testing 200 pounds per square inch is usually adequate for an average-sized parcel. (The size limit and gross weight limit also shown in the certificate do not apply to parcel-post mail.) These boxes must be firmly packed or they will crush under pressure, but if overpacked they may also burst under pressure. In either case, gummed paper tape will not hold the con- tents together as would strong twine. Wire without exposed ends or approved banding material, may be used in lieu of twine.
Fragile articles
All parceis containing articles easily broken are re- quired to be marked "Fragile." Among such articles are musical instruments, toys, millinery, etc., and articles consisting wholly or in part of glass or contained in glass, which must be securely packed in strong boxes of wood, metal, or fiberboard and surrounded with ample cushioning material such as excelsior, sbredded paper, creped cellulose wadding or padding or the like, or other equivalent cushioning, to prevent appreciable movement and to prevent breakage from contact with the inner wall of the outside box or with other articles in the same container.
Liquida
Handling of liquids presents & serious problem in the postal service and proper packing thereof is outlined in detail in the Postal Guide, & copy of which may be examined in any post office. However, in general, if the liquid content is not over 24 fluid ounces, absorbent material such as creped cellulose or wood fiber felt wadding, pulverized paper, absorbent cotton, sawdust,
bran, or the like (but not excelsior) should be used to tako up the liquid in case of breakage as well as to act as & cushioning agent, and the mailing carton should be figlitly closed.
Peilshable articles
Articles such as butter, lard, fish, fresh meata, certain fruits, berries or vegetables, etc., which decay quickly should be well packed to prevent leukage; endorsed "Perishable," and be mailed only to points they may reasonably be expected to reach without spoiling.
Unmailable motter
All matter which is outwardly or of its own force dangerous or injurious to life, health, or property, ia noninailable regardless of manner of packing. The law (62 Stat, 781; 18 U. S. C. 1716) provides a severe penalty for mailing prohibited matter, or mailing cer- tain harmful matter which is not packed in accordance with postal requirements.
Consult your postmaster when in doubt as to the mailability of any matter and also in regard to proper packing to avoid losy and damage, Inquiries may also be addressed to the Assistant Postmaster General, Bureau of Transportation, Washington 25, D. C.
Zanes-Postal Guide and Keys
For parcel-post purposes the United States is divided into units of area 30 minutes square, which form the basis of eight postal zones. The unit numbers are shown in the State list of post offices in the Official Postal Guide, Part I, which, cloth bound, may be purchased from the Superintendent of Documents, Government Printing Office, Washington 25, D. C., for $2.00, delivered to any address. Zone keys making maps unnecessary are furnished free to purchasers of the Guide. To ascertain in which zone a post office is located from the office of mailing, first find the unit number of the office of address and then refer to the parcel-post zone key for the mailing office.
Propiletary articles of merchandise
llarmless medicinal preparations, soaps, tobacco; food products, etc., put up in fixed quantities, in origi- nal sealed packages, by the manufacturer or dealer so as to allow examination of the packages in their simplest mercantile form and labeled in printing so as to sbow the nature of contents, quantity, and name of the manufacturer or dealer, are mailable at the fourth-class rates of postage. If such sealed packages are enclosed in an outer wrapper, the latter must not be sealed unless it is also labeled in printing in the manner iodicated on page 4.
Proper manner of addressing mail
Write the names and addresses clearly and distinctly. Care in this respect will prevent delay and misdelivery. Follow the arrangement shown below in order to pro- mote rapid and accurate dispatch. Do not abbreviate State names when confusion is likely to result.
The name and address of the sender are required on all parcel-post matter, on all registered, insured, and C. O. D. mail, on all matter enclosed in window en- velopes, on matter bearing pledge guaranteeing pay- ment of return or forwarding postage, and should appear on all other mail, in the upper left corner of the address side.
The words "Return Postage Guaranteed" should be omitted from first-class matter, and from other matter the return of which when undeliverable is not desired. Insured and C. O. D. parcels are accepted with the understanding that the senders guarantee return and forwarding postage and sbould bear a pledge guaran- teeing sucb postage; they should also bear a request specifying the maximum time they are to be held at the post office of address, preferably not exceeding 15 days or even a shorter period.
If it is desired also to guarantee forwarding postage for other than insured or C. O. D. mail, the statement "Return and Forwarding Postage Guaranteed," should be used.
Proofs or copies of address labels should be submitted to the postmaster to assure correct preparation.
It is very important that the postal delivery unit number be shown in the address and return card wherever applicable.
