Telegraph-The Goldsboro office of the Western Union Telegraph Company has direct duplex reperforator circuits to Richmond, Virginia, relay office, one of the largest new reperforator switching relays.

Mail-There are 12 arrivals and 12 dispatches of mail daily providing excellent mail service. Postal receipts in 1955 totaled $244,106.00.

Agriculture-Goldsboro is the center of one of the great agricultural areas of the United States with Wayne County ranking seventh in total value of North Carolina's eleven prinicpal crops. The value of these crops amounted to $22,- 000,000 in 1955.

Tobacco is the principal cash crop and more than 50% of the flue-cured tobacco grown in North Carolina is found within a 60 mile radius of the city. Second in importance is cotton followed by corn, Irish and sweet potatoes, green beans, wheat and soy beans.

Beef and dairy cattle, hogs and poultry production are becoming an increasing source of revenue to the farmers.

Within the county is the largest tobacco market in the world with one set of buyers, two cotton markets, three live- stock markets, two produce markets, five hog buying stations and approximately thirty corn buying points.

Municipal Features

Government-Goldsboro is governed by a mayor and five aldermen, elected biennially. The Board in turn selects a city manager to administer municipal affairs.

Wayne County is governed by a five-man Board of Com- missioners, also elected biennially.

Fire Department-The fire department is staffed by thirty-three full-time employees. Equipment is modern and fire loss has been negligible in the past.

Police Department-The police department is staffed by 29 officers and men providing efficient protection for residents of the community. Equipment consists of five patrol cars and three motorcycles with two-way radio.

Health Department-Health activities are handled by the Wayne County Board of Health. It is responsible for the control of communicable disease, venereal disease and tuberculosis; it provides care of pre-school and school child- ren through immunization and health examinations; it supervises food handling establishments, water supplies and rodent and insect control and maintains vital statistics and health records.

INTRODUCTION

Welfare Department-The Wayne County Department of Public Welfare administers aid to dependent children, the indigent poor, the blind and those totally and per- manently disabled. In addition, the Department arranges adoptions, obtains hospital care for crippled children and mentally deficient persons, et cetera.

Hospitals-A new addition was added to the Wayne County Memorial Hospital, located in Goldsboro, in 1952 at a cost of slightly over one million dollars. The hospital now has 175 beds of which 40 are designated for Negroes.

The State of North Carolina operates the State Hospital for Negro Insane near Goldsboro and cares for better than 2,900 patients.

Goldsboro is the site of the Eastern N. C. Branch of the N. C. Orthopedic Hospital with a monthly clinic for ortho- pedic patients at the Wayne County Public Health Center.

Library-The Goldsboro Public Library and the Golds- boro Colored Public Library have over 20,000 volumes. A bookmobile serves the rural areas adequately.

Education-The Goldsboro School System consists of five schools for white pupils and four schools for Negroes. In the 1955-56 school year, the white schools had an enroll- ment of 3,490 with 126 techers and 134 graduates. The Negro schools had an enrollment of 2,862 with 99 teachers and 96 graduates.

There are ten white and ten colored schools in the Wayne County System. In the 1955-56 school year, the white schools had an enrollment of 6,040 with 204 teachers and 258 graduates. The Negro schools had an enrollment of 3,892 with 112 teachers and 102 graduates.

INTRODUCTION

Buildings are modern and faculties are above the state average in education and training for both city and county schools.

There are three private schools in Goldsboro: St Mary's Parochial School, Crumpler's Secretarial School and Barnes Business School for Negroes. In addition, there are three kin- dergartens.

Churches-There are more than fifty churches in Golds- boro representing practically every religious faith; Baptist, Christian, Episcopal, Jewish, Latter Day Saints, Methodist, Evangelical, Pentecostal, Presbyterian, Lutheran, Roman Catholic, et cetera.

Civic Organizations-Service clubs include Kiwanis, Lions, Rotary, Civitans, and Junior Chamber of Commerce.

Veterans Organizations are the American Legion, 40 and 8, Veterans of Foreign Wars and Disabled American Veterans.

Other organizations include the Goldsboro Chamber of Commerce and Merchants Association, the Goldsboro Woman's Club, Business and Professional Women's Club, the American Legion Auxiliary, several parent teacher asso- ciations, the Community Concert Association, a unit of the North Carolina Symphony Society, Wayne Ministerial Asso- ciation, Wayne Medical Society, American Red Cross and the Community Chest.

Lodges and fraternal organizations include the Elks, Masons, Odd Fellows, Woodmen of the World, Moose, Pyth- ians, and Shriners.

Recreation-Recreation for the youth of Goldsboro cen- ters around the Wayne County Memorial Community Build- ing. The building has an indoor pool, gymnasium, banquet room, several meeting rooms and provides office space for the Boy and Girl Scouts, Red Cross and Community Chest. A recreation field, one and one-half miles from the building has baseball and softball diamonds, football field and an outdoor basketball court. The director of the Community Building carries on a year-round program.

The city of Goldsboro has a recreation commission with five members.

The Colored Community Center has a large meeting hall and gymnasium combined, meeting rooms and a full time di- rector.

INTRODUCTION

Herman Park, 19 acres, has six tennis courts, playground equipment and amusement rides. In addition, three white and three colored schools have playgrounds with equipment.

The "Cliffs of the Neuse" State Park, located 13 miles southeast of Goldsboro, is a very popular recreation spot for the people of this area. There are 312 acres in the park with paved roads, trails and paths leading to all parts of it. Chief attraction is the view from the 98 feet high cliffs. There are several picnic areas with outdoor fire places. A lake for fish- ing and swimming was completed in 1955.

There are three lakes for swimming, besides the indoor pool, located five to twelve miles from the city: four thea- tres, including one colored, with seating capacity of 2,035 and two drive-ins with car capacity of 450; five billiard parlors with twenty-four tables, an 18-hole municipal golf course; country club; two stadiums: Goldsboro High School and the Goldsboro Municipal Stadium. Two men's leagues play soft- ball during the summer months.

Hunting and fishing are popular sports for Goldsboro residents. Fishing is excellent in the nearby Neuse and Little rivers, bass, brim, rock, robbin, and catfish. For the hunter there are rabbits, squirrel, quail and foxes.

North Carolina beaches are only three hours away. Fish- ing and hunting are excellent along the coast and boating is a popular sport in the protected sounds and on the ocean.
